Approval of Traffic Channelization for the Intersection
of Amador Valley Boulevard / Starward Drive

RECOMMENDATION:
1) Approve Pilot Project for the Amador Valley Boulevard /
Starward Drive Intersection Safety Improvement
2) Approve budget appropriation in the amount of $500 from Gas
Tax Funds to install temporary delineators at the northwest
comer of the intersection.
3) Direct Staff to conduct evaluation of intersection revision in 6
to 8 months after homes have been occupied in the Starward
Subdivision, and report back to Council on the effectiveness.
FINANCIAL STATEMENT:
The estimated cost to install temporary delineators is $500. If
permanent sidewalk is to be installed at a later date, the cost is
estimated to be $15,000 for a concrete curb/gutter and sidewalk
extension. This project is not included in the City's 1999-2000
Budget; therefore, funds in the amount of $500 would need to be
appropriated from Gas Tax Fund reserves.
DESCRIPTION: At the City Council meeting on September 7, 1999, City Council
discussed a number of potential improvements regarding safety issues at the intersection of Amador
Valley Boulevard and Starward Drive. The Council approved the zebra striping of the crosswalk at the
intersection, directed Staff to process the lowering of the speed limit on Amador Valley Boulevard to 30
mph and the narrowing of Starward Drive at Amador Valley Boulevard.
As an interim measure, Staff is proposing to proceed with a pilot project by narrowing the Starward Drive
approach to the intersection with tubular delineators. This pilot project will indicate whether safety will
be improved at the intersection and will reveal problems that may arise from the narrowing of the street.
Some of the anticipated problems that could arise are: traffic backing up on Starward Drive, and the-
possibility of traffic using the Shamrock Village shopping center as a means to shortcut the intersection.

Staff proposes to retum to Council with the results of the pilot project after most of the Starward ~
Subdivision has been occupied to determine if permanent improvements are warranted. Permanent
improvements could be in the form of a simple extension area, which would consist of concrete curb and
sidewalk, or altemately, the extended area could possibly be enhanced with decorative paving and/or
landscaping.
It is recommended that the City Council approve the Pilot Project to install the temporary delineators at
the intersection of Amador Valley Boulevard and Starward Drive, In addition, it is recommended that the
City Council approve the budget change order in the amount of $500 to install temporary delineators at
the northwest comer of the intersection.
