HomeMy WebLinkAbout7.2 DghrtyRdAddFnd84-1 CITY OF DUBLIN AGENDA STATEMENT CITY COUNCIL MEETING DATE: March 12, 1984 SUBJECT 84-1 Dougherty Road Improvement Project - Additional Funding EXHIBITS ATTACHED : RECOMMENDATION~ Dougherty Road Improvements, Revised Engineers Estimate; Draft letter from Alameda County Housing & community Development Program dated 2/24/84 1) Authorize City Engineer to prepare plans & specifications for storm drains 2) Authorize additional appropriation from Street Improvement Reserve in the amount of $44,900 3) Authorize appropriation of $53,950 in CDBG funds FINANCIAL STATEMENT: $44,900 in City funds will be required to receive additional $53,850 Block Grant funds to complete $155,000 project DESCRIPTION : construction bid for Improvement Project. $6,150, and Community phase project cost is On February 27, 1984, the City Council awarded a the first phase (1,400 ft) of the Dougherty Road The amount budgeted was $56,150 (Job's Bill funds Development Block Grant funds $50,000). The total 1st $59,600 with the following breakdown: 1st Phase Low Bid $ 44,600 Engineering & Inspection 15,000 $ 59,600 The total cost of the first phase is $3,450 more than budgeted. The Five-Year Capital Improvement Program provides for a two phase project which includes not only curb, gutter and sidewalk, but also storm drains. The first phase of the project was to be undertaken during Fiscal Year- 1983-84 and the second phase during Fiscal Year 1984-85. Staff anticipated utilizing Community Development Block Grant funds for both project phases. Staff has contacted the Technical Advisory Committee Housing & Community Development Program regarding the ~ntingency funds. of the Alameda County availability of grant COPIES TO: ]ENDA STATEMENT: Page 2 Dougherty Road Improvement Project - Additional Funding The Technical Advisory Committee has indicated that if the City would contribute $45,000 to the project, the County would make available an additional $53,950 in Block Grant funds for the project. This would be consistent with the County's policy to require local financial partici- ~ pation. To complete both the 1st phase and 2nd phase of the Dougherty Road Improvement Project, the revised engineer's estimate is $155,000. The overall project funding would be as follows: Total Estimated Project Cost $155,000 Existing Funding Block Grant 50,000 Jobs Bill 6,150 56,150 City Contribution 44,900 (Approx. 30% of total) Additional Block Grant Funds 53,950 Total Funds Available $155,000 If the City Council decides to complete the 2nd phase of the project, the City Council should authorize Staff to complete the plans and specifications for the storm drains and authorize an additional appropriation from the Street Improvement Reserve in the amount of $44,900 and authorize the appropriation of $53,950 in CDBG funds. The Housing & Community Development Program Staff has also indicated that should the City decide to complete only the 1st phase, Block Grant funds would be available to cover the $3,450 shortfall. Box 2340 Dublin, CA 94568 Dear Rich: Subject: Request for Urban County Contingency Funds At their February 16,- 1984 meeting, the Urban County Technical Advisory Committee (TAC) reviewed Dublin's request for $98,950 in Urban County contingency funds. Since all existing Urban County public improvement projects have been leveraged with .local contributions, TAC recommended that Dublin should also contribute to the Dougherty. Road Improvement Project as part of the project expansion and allocation of contingency funds. Therefore, Dublin has the option of applying a City contribution of $45,000 and receiving an additional $53,950 in HCD contingency funds to complete the entire frontage of Arroyo_Vista, or only constructing the first phase of the project. (1,400 feet) at this time, and resubmit the remaining construction for HCD funding as a separate project in a future program year.
