DESCRIPTION:
The proposed Gateway project involves a request by Prometheus
Development Company, Inc . for a Vested Tentative Map ( 7336 ) and
Development Plan (91-002 ) for an approximate 85 acre portion of the
Laborers ' Union property located at the northwest corner of San Ramon
Valley Boulevard and Alcosta Boulevard in San Ramon, bordering the
northern boundary of the City of Dublin. The proposed project
includes a 111,500 square foot commercial retail center and 104 single
family residential lots .
On May 28, 1991, the City Council directed Staff to continue to
work with the Applicant, the City of San Ramon and residents in
identifying potential impacts and obtaining adequate mitigation
measures .
On July 24, 1991, an Amended Initial Study for the Gateway
project was prepared for public review by the City of San Ramon
Planning Staff . The Dublin Staff was sent a copy of the Amended
Initial Study and reviewed its contents .
A Noise Impact Analysis prepared by Edward L. Pack Associates,
Inc. , dated July 16, 1991, identified a potential noise impact
resulting from the proposed project. Exterior CNEL noise level
resulting from the project would rise from 57dB (decibels) to 61dB, an
increase of 4dB. The resultant CNEL noise level will exceed the City
of Dublin Normally acceptable noise level . The affected lots are
located at 8786 and 8798 Augusta Court, which back up to Alcosta
Boulevard. Mitigation proposed by the report requires the
installation of a six foot high soundwall to provide an approximate
10dB reduction in noise levels experienced by the affected lots .

The Amended Initial Study concludes that, since all mitigation
measures identified by the project specific noise, traffic, air
quality and wildlife studies are incorporated into the project
description it reduces identified impacts to a less than significant
level . It further concludes that the Westside Specific Plan Final
Program EIR, adopted in November of 1989, is sufficiently detailed so
that all significant effects-of the project and mitigation measures
necessary to mitigate or avoid such effects can be determined.
At the regularly scheduled City of San Ramon Planning Commission
Public Hearing regarding this item on August 6 , 1991, Dublin Planning
Staff requested clarification as to the exact location of a sound wall
proposed south of Alcosta Boulevard, which is proposed as part of the
Gateway project to mitigate noise impacts . It appears that the wall
is to be located on private property within the City of Dublin.
Neither the Applicant, the City of San Ramon nor the City of Dublin
have the ability to guarantee the installation of the proposed six
foot high sound wall on private property. This being the case, it
appears that the San Ramon Planning Staff cannot make the findings
stated within the Amended Initial Study.
The Dublin Planning Staff went on record at the August 6, 1991
Planning Commission Public Hearing stating that " . . . if there is no
ability to guarantee the installation of the sound wall, it appears
that the potential noise impact identified on Page 4 of the Noise
Impact Analysis prepared by Edward L. Pack Associates Inc . , dated July
16, 1991, cannot be mitigated, and it appears that additional
environmental review is required. "
The San Ramon Planning Commission stated preliminary concurrence
with the San Ramon Planning Staff findings regarding the Amended
Initial Study and the required CEQA compliance. The Public Hearing
was continued to the August 20, 1991 regular meeting of the San Ramon
Planning Commission, at which time action on the Gateway project may
be taken.
Staff is seeking direction from the City Council as to the next
step in monitoring the proposed Gateway project. Staff has prepared
three options for consideration. These are:
1 . Staff to follow up Staff ' s oral communications made at the
August 6, 1991 San Ramon Public Hearing with written
communications to the San Ramon Planning Commission.
2 . Let Staff ' s oral communications stand as is .
3 . Let the Dublin private property owners negotiate with the
Gateway project applicant regarding the location of a sound
wall on their properties .
