FINANCIAL STA'TEMEN'T The following amounts are available in the
FY90-91 Budget for this event:
Community Celebration - $2 , 700
Public Works Assistance - $5, 530
TOTAL - $8 , 230
DESCRIPTION The Eighth Annual St. Patrick's Day Celebration is
scheduled for Saturday, March 16, 1991. Plans are currently underway for
the following activities: a parade sponsored by the Dublin-San Ramon
Lions Club; a community celebration sponsored by the City's Recreation
Department; and a dinner/dance sponsored by the Dublin Sister City
Association. Staff has prepared a summary of these activities for review
and approval by the City Council .
Parade
Attached is a Parade Permit Application submitted on behalf of the
Dublin-San Ramon Lions Club. The route requested utilizes Amador Plaza
as a staging area, proceeds West on Amador Valley Boulevard, South on
Regional Street, East on Dublin Boulevard, North on Village Parkway, West
on Amador Valley Boulevard ending at Amador Plaza. The route has been
successfully utilized for the past three years and Staff recommends
approval of the Parade Permit Application.
'T'he City Council has been invited by the Lions Club to participate in
the parade. In order to meet the entry deadline of February 28 , 1991 ,
Councilmembers who wish to participate should notify Staff by
February 25 , 1991 .
Community Celebration
The community celebration features food, game and information booths
operated by local service clubs and non-profit organizations, and a variety
of ongoing entertainment provided by area performers . Additionally the
Valley Artists have volunteered to host an art show featuring the works
of local artists. The celebration will begin immediately following the
parade and typically runs from 10: 30am-4 : 00pm.
In past years the community celebration has been held at a number of
locations including Shannon Park and Center, Dublin Civic Center, Dublin
High School and Dublin Place Shopping Center.
At the December 10 , 1991 meeting of the Dublin City/Council, the Council
considered a proposal from the Dublin Chamber of Commerce to expand the
scope of the St. Patrick's Day Celebration to involve more of the business
community. One suggested method to increase business participation was to
have the celebration at the Dublin Place Shopping Center and invite
businesses to sponsor booths.

Although the Council was in favor of working with the Chamber of Commerce
to expand the St. Patrick's Day Celebration, it was determined that there
was not sufficient time with which to coordinate an expanded event.
However, the Council directed Staff to work with the Chamber on the 1992
event.
Dublin Place Shopping Center is nevertheless interested in having the
community celebration at their Center, and the Chamber has asked that the
Council give consideration to this location.
The other site for the community celebration identified by Staff is the
Civic Center Plaza and Courtyard. This was the site of the 1990 celebration
and it was well received by both participants and those in attendance.
Preliminary information mailed to potential participants identified the
Civic Center as the site for the celebration, however the major publicity
campaign for the event has not yet begun, so there is still time to change
the location.
Wherefore it is requested that the City Council review the two sites
identified and select a location for the community celebration.
Dinner/Dance
The Dublin Sister City Association will be hosting a traditional corned
beef and cabbage dinner followed by a dance at the Shannon Community
Center. Additionally, the Citizen of the Year and the Organization of
the Year will be formally recognized at the dinner/dance. More detailed
information on this activity is not yet available as this event is in the
planning stages. However Staff will endeavor to include information on the
dinner/dance in the publicity for the St. Patrick's Day Celebration.

The preliminary cost estimate for the St. Patrick's Day Celebration is as
follows:

In conclusion, it is recommended that the City Council take the following
action:
