RESOLUTION NO. 05 - 21
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
RECOMMENDING THAT THE CITY COUNCIL DIRECT STAFF
TO FILE AN APPLICATION WITH THE ALAMEDA COUNTY
LOCAL AGENCY FORMATION COMMISSION (LAFCO)
TO ANNEX 189 ACRES OF UNINCORPORATED TERRITORY INTO THE
CITY OF DUBLIN AND THE DUBLIN SAN RAMON SERVICES DISTRICT (DSRSD) FOR
THAT LAND KNOWN AS DUBLIN RANCH WEST LOCATED SOUTH OF THE COUNTY
BOUNDARY, NORTH OF THE EXISTING CITY LIMITS, EAST OF THE UNITED STATES
GOVERNMENT PROPERTY KNOWN AS PARKS RESERVE TRAINING
FACILITY (PRTF), AND GENERALLY WEST OF TASSAJARA ROAD, LOCATED
WITHIN THE EASTERN DUBLIN PLANNING AREA, REQUESTED FOR PREZONING
TO PLANNED DEVELOPMENT (PD) AND IDENTIFIED AS PA 02-028
WHEREAS, the applicant, James Tong on behalf of Chang Su-Q Lin (aka Jennifer Lin) has
requested the City to initiate LAFCo proceedings to reorganize an area of approximately 184 acres
generally located in an unincorporated area of Alameda County bounded by the County boundary on the
north, generally by Tassajara Road on the east, and the existing City limits on the south and west, located
north of the current City Limits and within the Eastern Dublin Specific Plan area (APN: 986-0004-005-
01); and
WHEREAS, the proposed annexation includes two parcels of small size totaling approximately
five (5) acres, also located within the Eastern Dublin Specific Plan area, which may be annexed pursuant
to the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000 without consent or protest
by the owners (APNs: 986-0003-001 and 986-0004-003); and
WHEREAS, the requested reorganization includes the annexation of the territory to the City of
Dublin and the Dublin San Ramon Services District. To implement this request, the applicant has
requested approval of Planned Development (PD) prezoning; and
WHEREAS, all properties are located within the Sphere of Influence of the City of Dublin and
the Dublin San Ramon Services District; and
WHEREAS, the Planning Commission held a public hearing to consider the request on February
22,2005; and
WHEREAS, proper public notice of this public hearing was given in all respects as required by
law; and
WHEREAS, the staff report was submitted recommending that the Planning Commission
recommend City Council approval of the Planned Development Prezone and Annexation; and
WHEREAS, the Planning Commission heard and considered all said reports, recommendations,
and testimony herein above set forth.
NOW, THEREFORE, BE IT RESOLVED THAT THE Planning Commission does hereby
find that:
1. The subject property is located within the Sphere of Influence adopted by LAFCo for
the City of Dublin and the Dublin San Ramon Services District.
2. The proposed annexation of approximately 189 acres to the City will be a logical
extension of the City of Dublin and Dublin San Ramon Services District boundaries.
3. The City of Dublin and the Dublin San Ramon Services District can provide high
quality and efficient services to the site.
4. The proposed reorganization is consistent with the Dublin General Plan and Eastern
Dublin Specific Plan.
BE IT FURTHER RESOLVED THAT THE Dublin Planning Commission recommends that
the City Council adopt a resolution of application to LAFCo pursuant to Government Code Section 56654
regarding Annexation No. 15 consisting of reorganizing approximately 189 acres of unincorporated
territory for annexation to the City of Dublin and the Dublin San Ramon Services District.
PASSED, APPROVED AND ADOPTED this 22nd day of February 2005.
