HomeMy WebLinkAbout7.3 Regional Fire Protection Study AGENDA STATEMENT CITY COUNCIL MEETING DATE: October 22, 1984 SUBJECT: Regional Fire Protection Study EXHIBITS ATTACHED: None RECOMMENDATION: 1 ) Approve concept of equal participation in cost of Regional Fire Study 2 ) Approve concept of utilizing Request For Proposal (RFP) process FINANCIAL STATEMENT: Cost to be determined DESCRIPTION: On October 16, 1984 representatives from the Cities of Danville, Dublin and San Ramon; the Dublin San Ramon Services District; the San Ramon Valley Fire Protection District; and the Tassajara Fire Protection District met to discuss various considerations related to undertaking a comprehensive regional fire protection study. At the meeting it was determined that the governing bodies of each agency needed to address the following issues before any further discussion should take place regarding the study format. 1 . What should be the cost sharing arrangement for the six ( 6 ) agencies presently involved? Recommendation It was generally agreed by all of the agency managers present, that the cost of the study should be distributed equally among all six ( 6 ) agencies, if each agency wants to share equal input into the development of the study. It was also agreed that the study should be divided into phases, so that agencies would be able to terminate their participation at the end of a particular study phase. The cost of the study is unknown at this time . Staff concurs with this position. 2 . Should a contract be entered into with Angus McDonald and Associates to perform the fire study, or should a Request For Proposal (RFP) be developed and proposal be solicited from other consulting firms which have also had experience in performing such studies? Recommendation One-half of the agencies felt confortable with contracting with Angus McDonald and Associates, who has most recently completed the City of San Ramon Sphere of Influence Study. These agencies felt that in the interest of time, a Request For Proposal process not be undertaken. The representatives from Dublin and Danville felt that the group should utilize the Request For Proposal in order to assure that the group was receiving the most qualified firm at the most competitive price .
