Winn, Director, Division of Environmental Health dated December 29, 1983; Letter / from John George, Chairman, Alameda County Board of Supervisors dated December 15, 1983; Sample Resolution consenting to inclusion in proposed service area RECOMMENDATION Decline the offer to be included in the County Service Area and Benefit Assessment for Vector:- Control Services 115 FINANCIAL STATEMENT: Assessment of $.3 0 per household not to exceed $4.00 per unit DESCRIPTION At its regular City Council meeting on December 12, 1984, a presentation was made by the Alameda County Health Care Services Agency. At the Board of Supervisors meeting on December 13, 1983, the Board adopted a resolution of application for the formation of a County Service Area for Vector Control. The City of Dublin now has the option of requesting inclusion in the service area. If the Council approves the sample resolution, a confirming vote will be included on the June ballot. Provided that a majority of voters in areas of the County requesting inclusion in the district approve the measure, the district will be formed effective July 1, 1984. Cities which do not request inclusion in the District will not have the measure on their ballots. This confirmation vote requires a majority of those voting and will apply to the entire proposed district. Item number 1 in Mr. Winn's letter outlines the services provided and the expanded areas which would be addressed by the district. As indicated in the past presentation, it is anticipated that the assessments will generate $15,441 in Dublin. The proposed expanded program is projected to provide $16,248 of vector control service in Dublin. The presentation of this item to the Board of Supervisors indicated that the implementation of the plan Countywide would result in County General Fund savings of approximately $600,000 by offsetting existing costs with revenue from the asessment district. The Health Care Services Agency reported to the Board that in the past, vector control services have been cut back to a minimum, inadequate level. Vector control is not a state -mandated program and funding has diminished in order to fund programs which are mandated. The effect on the level of services which would be provided if the City does not choose to be included in the district is not clear. The County was unable to identify the level of service which would be provided. In all likelihood, it will be dependant upon the amount budgeted by the County for vector control services. Given the level of service requested, it does not appear that the generation of additional revenue through a benefit assessment is justified. It is recommended that the Mayor notify the Board of Supervisors of the City's decision to not be included in the special assessment district. In addition, the correspondence should stress the expectation that the City will continue to receive the same level of service it presently receives. COPIES TO: Gerald H. Box 2340 Dublin, CA 94568 Dear Mr. Ambrose: I want to take this opportunity to thank you for arranging for us to meet with the Dublin City Council on December 12, 1983 to discuss the proposed County Service and Benefit Assessment for Vector Control Services. Two Council members raised questions which I felt needed further clarifi- cation that could not be fully explored during the Council meeting. 1. One Council member asked what services were being provided or proposed that were not being currently provided by the City of Dublin. Those services that are currently being provided are as follows : a. Investigation of complaints concerning vectors such as rats , mice, and cockroaches. b. Garbage and refuse complaint investigations. c. Submission of animal heads for laboratory examination for rabies. d. Supervision , reporting, and evaluation of rabies control activities. e. Investigation and followup of vector-borne diseases such as salmonellosis , leptospirosis , tularemia, rat-bite fever, lymphocytic choriomeningitis and psittacosis. f. Followup of legal enforcement activities for vector problems . g. Community education such as one to one meetings , group presenta- tions , and preparation and distribution of literature concerning vectors . Mr. Richard Ambrose December 29, 1983 Page 2 Proposed expanded services that will be included in the County Service Area that are not currently provided will be: a. Improved complaint response time; b. Routine surveillance and suppression of the more common vector- borne diseases , vectors, and animal reservoirs by: (1) Sewer inspection and poisoning as necessary; (2) Autopsy for gross pathology; (3) Monitor for resistance to pesticides ; (4) Collect and identify ectoparasites ; (5) Bacteriological testing for pathogens ; (6) Rodent and carnivore serology for exposure to disease. 2. The other Council member felt that there might be other options available, but these were not explored in detail . The only other options that come to mind would be: a. Not to provide vector control services ; b. To have existing staff provide the services ; c. To hire staff to provide the services , or d. To contract the services out to another agency or private firm. I hope that I have fully addressed the issues raised. Please do not hesitate to contact me if you need further information. Box 2340 Dublin, CA 94568 Dear Mr. Snyder: Subject: Vector Control At its December 13, 1983 meeting, the Board of Supervisors voted to adopt a resolution of application for formation of a County Service Area for Vector Control and authorized distribution of a resolution of consent to each City Council in Alameda County for their adoption. Attached is the resolution for your City to adopt consenting to inclusion in the County Service Area, subject to confirmational action. Copies of the recommendations from both my office and the Health Care Services Agency, which were approved by the Board, are also attached. Staff from the Health Care Services Agency and my office have met with the City Managers regarding this proposal on several occasions. Staff at the Health Care Services Agency are conducting ongoing presentations with City Councils regarding the Vector Control program and method of implementation. We are requesting that you place the resolution consenting to the inclusion of your city in the formation of the County Service Area for Vector Control on your City Council ' s agenda for consideration as soon as possible. In order to meet a very tight timetable for implementing this program effective July 1, 1984, it is necessary that we receive all the resolutions from the cities no later than January 13, 1984. SUMMARY: Your Board, on August 16, 1983, authorized distribution of the proposed Health Care Services Agency Vector Control Program Plan and directed that the proposed plan be submitted to each city in Alameda County for review and comment in order that they participate fully in the formation of the County Service Area and Benefit Assessment District. Your board also approved the creation of a County Service Area and Benefit Assessment for Vector Control without a public election whereby your Board and each city council would adopt-,- the program and accept inclusion in the County Service Area by a majority vote= of each legislative body. After working with the City Managers, it was determined that city support for this proposal would not be forthcoming unless the proposal was submitted to the voters for confirmation. Board of Supervisors -2- December 8, 1983 As pointed out in the Health Care Services Program Plan, with the reduction in tax revenues in the past years, vector control services have been cut back to a minimum, inadequate level. Because vector control is not a State-mandated program, funds for this program have been diminished in order to fund programs that are mandated. Implementation of this proposal would result in General Fund savings by offsetting approximately $600,000 in existing costs, according to the Health Care Services Agency. The proposed program would result in benefit assessment revenue of $1.3 million annually and would provide for a comprehensive County-wide Vector Control program which significantly enhance current service levels. Approve the attached amended Plan for a County Service Area and Benefit Assessment for Vector Control. 2. Adopt the attached Resolution of Application for formation of a County Service Area for vector control and authorize the County Administrator to file it with the Local Agency Formation Commis- sion; authorize payment of the $400.00 filing fez. 3 . Authorize distribution to each City Council in Alameda County for their adoption, the attached resolution consenting to the inclu- sion of all the territory of each city in the formation of the County Service Area subject to confirmation election. 4 . Direct the Director of Public Works to prepare the necessary maps and description of the County Service Area by January 19, 1984. 5. Direct the Planning Director to prepare the environmental assessment report relative to the proposal by January 19, .1984. SUMMARY: 1. As directed by the Board of Supervisors on August 10, 1983, the . Proposal for the Vector Control Program was distributed to the fourteen City Managers in Alameda County for their review and Board of Supervisors -2- December 5, 1983 comments. The plan has been amended in accordance with recom men- dations of the City Managers and as additional benefit assessment data have been received. 2. After consultations with the City Managers, it was determined that the most feasible method of implementation was by majority vote of the City Councils to be ratified by a confirming election. 3. Attached is the timetable of activities which must be met by all agencies involved in order that the County Service Area can be implemented by July 1, 1984. 4 . The County Service Area will be financed by a benefit assessment estimated at $3.15 per benefit assessment unit with a $4.06 cap, based on 417 , 760 Benefit Assessment Units as reported by the Assessor's Office. DISCUSSION/FINDINGS : Three followup meetings with City Managers were conducted- (on September 21, 1983; October 19, 1983; and November 16, 1983) to soli- cit their comment and recommendations for implementation of the propo- sal . By request of the City Managers , the program plan was expanded to include specific data as it applied to each city. In addition, an executive summary was provided for each City Council to review. Copies of these modifications to the original plan have been submitted to the Board of Supervisors for review. Furthermore, the consensus of the City Managers was that the County Service Area should be implemented by majority vote of each City Council to be ratified by a confirming public election to be held with the June 5, 1984 Statewide primary election. Only through strict adherence to the timetable of activities can the County Service Area be formed and the program be implemented on July 1, 1984. Staff of the Health Care S"ervices Agency are conducting on-going presentations with City Councils to inform them of the Vector Control Program and method of implementation. This will assist the cities in evaluation of the program in order that they can submit the resolution consenting to inclusion in the County. Service Area by January 13, 1984 . FINANCING: No budgeting adjustments are necessary at this time. The net cost savings to the County's general fund in the amount of $540,362, as a result of the shift of the Vector Control Program expenses to the benefit assessment, would become effective .during fiscal year 1984-85. Board of Supervisors -3- December 5 , 1983 The estimated cost of the proposed program is $1,174,462 plus a 10% contingency fund of $117 , 446 and a 1.7% tax administration fee of $21,962 for a total budget of . $1,313,870. This amount will be paid for by a Benefit Assessment of approximately' $3.15 per Benefit Assessment Unit , with a $4. 00 cap, from a total of 417,760 Benefit Assessment Units as reported by the County Assessor.
