I. INTRODUCTION
The City of Dublin is located in an area faced with a high risk of being
involved with a "typical" California disaster. This is due to the fact that the
city 1) is in the vicinity of major earthquake faults; 2) is in the path of major
civilian and military air traffic lanes; 3) has major highways and several main
routes of travel traversing it; 4) has occupancies using hazardous materials.
The potential for a major disaster is present. The city takes seriously its
responsibility to provide advanced information to citizens, to help minimize
damage and injury in a disaster, and also to ensure effective communication
and efficient services when a disaster occurs.
When disaster strikes, an emergency organization must be mobilized
immediately. This plan will help the City make this mobilization quickly and
effectively.
II. PURPOSE OF THIS PLAN
I. During emergencies, to answer the questions, Who's 10 charge?"
and "What should I do?".
2. To make sure that necessary jobs get done.
3. To provide for the continuity of government during emergencIes.
4. To help you understand the city of Dublin emergency organization.
5. To provide guidance for disaster education and training.
6. To provide references to more detailed information.
III. SCOPE
This plan is designed to be used by any department(s) in any emer-
gency that may strike Dublin. This includes, but is not limited to:
· Earthquakes · Major storms
· Floods · Airplane crash
. Fires · Environmental response
· Hazardous spills or leaks · Civil unrest
· Major industrial or transportation accidents
The text of this plan is short; if you need more detail, refer to the action
checklists in this plan, the documents at each work station in the Emergency
Operations Center, or one of the documents referred to on page 143.
IV. PRIORITIES
In an emergency, assign response efforts according to these prIorities:

V. THE EMERGENCY OPERATIONS CENTER
The Emergency Operations Center (E,O.C.) serves as the center of the
City's emergency operations. All of the functions of this emergency man-
agement operations plan will be carried out from this location.
A. Primary E.O.C.: Dublin Civic Center, 100 Civic Plaza
The E.O.C. is located in the police wing of the building. The
Police departments training and briefing rooms will be con-
verted into work stations at the time the E.O.C. is activated.
Detailed instructions for the conversion process are posted in
the E.O.C. office.
B. Alternate: Dougherty Regional Fire Authority
Fire Station 1, 7494 Donahue Drive
The primary E.O.C. will be the only site used unless it is not usable.
C. Access to the E.O.C.
Entry to the primary E.O.C. MUST be made through the police
wing lobby area. All personnel MUST identify themselves as a
City of Dublin employee through the use of their identity card.
VI. ACTIVATION OF THIS PLAN
This plan becomes active when the Emergency Operations Center
(E.O.C.) IS activated. This occurs when:
- The City Manager, the alternate, any department head or the
City employee with the highest degree of expertise in the
emergency at hand activates the E.O.C. This person will be in
charge (that is, the E.O.C. Manager) until relieved by the City
Manager or alternate.
- or -
- A proclamation of local emergency has been issued. (See
Annex D for sample proclamations);
- or-
- A state of emergency or a state of war emergency exists, either
as declared by the governor or as defined in the California
Emergency Services Act.

Immediately following the activation of the E.O.C., the City Manager
must be notified by the designated representative declaring the activation.
In addition, the "On Duty" Police Department Watch Commander and
Communications Center Supervisor must be notified.
There are two levels of activation:
Partial Activation: The E.O,C, is activated, but only some of the
positions are filled. This may involve a smaller emergency that
a limited number of responders can handle, or it might involve
the early stages of what later becomes a larger problem, or it
might involve the late stages of a response prior to deactivation
of the E.O.C. (example chart on page 6).
Full Activation: The E.O.C. is activated, and all or most of the
positions are filled. This involves an emergency requiring an
all-out City (or greater) response effort (example chart on
page 6).
When placing the E.O.C. into operation, provide the following information:

3, Who is acting as E.O.C. Manager and/or Section Chief.
VII. LEVELS OF DISASTER
The City of Dublin recognizes three levels of disaster which will be
dictated by the severity of the emergency, These levels correspond to the
State of California Office of Emergency Services (OES) and our City of
Dublin Multi Hazard Functional Plan (MHFP).
Levell: A minor to moderate incident wherein local resources are
adequate and available. Some or all off duty personnel
may be recalled.
Level 2: A moderate to severe emergency wherein local resources
are not adequate and mutual aid may be required. All off
duty personnel will be recalled.
Level 3: A major disaster wherein resources in or near the im-
pacted area are overwhelmed and extensive mutual aid IS
required. A proclamation of a local disaster will be made
and a Presidential Declaration of an Emergency or Disas-
ter will be requested. All off duty personnel will be re-
called.

THE EMERGENCY ORGANIZATION
An emergency changes our working relationships. The major changes
are: - Several agencies or departments work under the direction of
one person (Section Chief) even though they normally work
independently.
- Special purpose units may form to perform emergency tasks,
such as emergency transportation or food. If you serve in
such a unit, you are detached from your regular agency or
department.
This plan describes an emergency organization, complete with titles, job
descriptions, and duty checklists. You can see a summary of this organiza-
tion on page six. The City of Dublin Emergency Management Organization
and its policies and procedures will be regulated by the Standardized Emer-
gency Management System as stated in California Government Code, Sec.
8607, and its implementing regulations, California Code of Regulations,
Title 19, Division 2, Office of Emergency Services, Standardized Emer-
gency Management System, and guidelines. The incident command system
and a multi-agency coordination system, as described in those regulations
and guidelines, will be used for coordination and direction of the emergency
efforts.
The Incident Command System provides clear authority, direction, and
communication during emergencies, The ICS can be utilized for any type or
size of emergency ranging from a minor incident involving only a few mem-
bers of the emergency organization, to a major incident involving several
agencies outside the Dublin area. The Incident Command System allows
agencies throughout the state of California to communicate using common
terminology and operating procedures. It also allows for the timely combi-
nation of resources during time of emergency.
The ICS has five major functional areas. In the field response level
they are Command, Operations, Planning, Logistics and Finance. The
Command Section is responsible for overall command and administration
of the incident. The Operations Section is responsible for the coordinated
tactical response of all field operations directly applicable to or in support of
the mission(s) in accordance with the Incident Action Plan, The Planning
Section is responsible for the collection, evaluation, documentation, and use
of information about the development of the incident, and the status of
resources. Logistics is responsible for providing facilities, services, person-
nel, equipment, and materials in support of the incident while Finance is

responsible for monitoring and analyzing all financial aspects of the incident.
This system can be used within one agency, or by several agencies involved
in the same emergency.
While field response units will use the five pnmary ICS function titles,
the E.O.C. staff will use the term "management" instead of "command",
with the titles of the other four functions remaining the same. The City of
Dublin emergency management organization will be the local level of the
Standardized Emergency Management System. SEMS incorporates the use
of the Incident Command System, the Master Mutual Aid Agreement, the
Operational Area concept, existing mutual aid systems, and multi-agency or
inter-agency coordination.
SEMS consists of five organizational levels which are activated as
necessary (see interface model page 10):
. Field response - emergency response personnel and resources,
under the command of an appropriate authority, carry out tactical
decisions and activities in direct response to an incident or threat.
ICS will be used at the field response level of an incident.
. Local government - manages and coordinates the overall emer-
gency response and recovery activities within its jurisdiction.
. Operational Area - an intermediate level of the state's emergency
services organization which encompasses the county and all politi-
cal subdivisions within the county including special districts. The
Operational Area manages and/or coordinates information, re-
sources, and priorities among local governments within the Opera-
tional Area, and serves as the coordination and communication link
between the local government level and the regional level.
. Re~ional - manages and coordinates information and resources
among operational areas within the mutual aid region, and also
between the operational areas and the state level.
. ~ -manages state resources in response to the emergency needs
of the other levels, and coordinates mutual aid among the mutual
aid regions and between the regional level and state level. The
state level also serves as the coordination and communications link
between the state and the federal disaster response system.
IX. WHO IS IN CHARGE
This plan is designed so that anyone can step in and follow the action
checklist for any emergency position, including the E.O.C. Manager. How-

ever, it is best to fill the Manager position with qualified people in this order:
1 . City Manager
2. Assistant City Manager
3. Fire Chief, Police Chief, Public Works Director, Chief
Building Official depending on the type of incident (see page
16)
4. The City employee/contract employee with the highest degree
of expertise in the type of emergency at hand.
In an emergency, use available personnel in the following order:
1. City employees/contract employees.
2. Skilled individuals from other organizations.
3. Independent volunteers.
4. Citizens pressed into service by the E.O.C. Manager (declared
emergencies only - see Labor Code sec. 4351).
All of the above are considered "emergency service workers" under the
Government Code of California's (Title I, Division 4, Chapter 8). See
Annex D (Sample Documents) for the Disaster Service Worker registration
form to use.
During normal City operations, the emergency organization exists only
on paper, but during an emergency it is designed to be activated and ex-
panded as the need arises.
X. CONTINUITY OF GOVERNMENT
To provide for the continuation of the Council during an emergency,
the Council may appoint standby Council members or make necessary
appointments at the time of the emergency for an official quorum. (see
Government Code sec. 8637-8641)
Depending on the extent of the emergency, the normal City organization
may be partially or completely replaced by the emergency organization and
City officials mayor may not be fully occupied with their emergency roles.
If the City Center is unusable, the temporary seat of government will be
relocated:
First Alternate: Shannon Community Center, 11600 Shannon
Avenue
Second Alternate: Dublin Senior Center, 7437 Larkdale Drive
XI. EMERGENCY POWERS
Proclamation of a local emer~ency: the City Council, the KO.C. Manager,
or his assistant has the power to proclaim a local emergency and to
request the Governor to declare a state of emergency. The Council

must ratify this declaration within seven days, reVIew it every 14 days,
and tenninate it as soon as possible.
Command and control: the director and his assistant have the power to
direct staff and civilian responses, and to settle questions of authority
and responsibility.
Emer~ency orders and re~ulations: if necessary to protect life, property or
to preserve public order and safety, the Council, or the EOC Manager
may promulgate orders and regulations. These must be in writing and
must be given widespread publicity. (See Government code sec. 8634)
Resources: in a declared emergency, the EOC Manager may buy or com-
mandeer supplies and/or equipment, and may command the aid of
citizens.
Suspension of re~ulations: the Governor has the power to suspend state
ag~ncy orders, rules or regulations that may impede emergency re-
sponses. Cities do not have this power, except by order of the Gover-
nor. (State Government Code sections 8571, 8614c)
XII. LEG AL IMMUNITIES
In a proclaimed emergency, the City and its employees are Immune
regarding injuries as a result of:
1 . Emergency actions outside of normal geographical boundaries,
such as Dublin crews sent into San Ramon or Pleasanton.
2. Emergency actions that involve discretion, such as the decision
to evacuate a certain area.
3. Escaped prisoners.
4. Fire protection, staffing levels and transportation of the injured.
5. Impending peril or action taken to abate such peril (see Gov-
ernment Code Secs. 8656, 814-895.9, 844-846, 850-850.8 and
865-867 for more detail),
EMERGENCY COMMUNICATIONS
XIII.
During a major emergency, you will need to communicate with City
emergency personnel, other organizations and the public. However, normal
systems of communication may be damaged and lor overloaded, making
communication difficult. Alternate emergency communications systems,
such as the following, may need to be accessed.
. Emergency Alerting System (EAS) may be used to alert and warn the
public. Access is through the Alameda County Office of Emergency
Services.
. California Law Enforcement Teletype System (CLETS) may be used to

contact any public safety agency in the county or state. Access is
through the Police Services records unit.
. Emergency Digital Information System (EDIS) may be used to dissemi-
nate emergency information to the public. Access IS through any
CLETS terminal.
. Amateur radio frequencies may be used to relay emergency information
to other agencies - cities, counties, or state - using amateur radio opera-
tors ("Hams").
Compass directions will be used as they correspond to Dublin street
designations.
North: toward San Ramon
South: toward Pleasanton
East: toward Livermore
West: toward Castro Valley
XIV. OTHER ORGANIZATIONS
A. Mutual Aid:
Dublin's resources may be stretched to exhaustion during an emer-
gency and requests for outside assistance may need to be initiated
through mutual aid agreements we have with other governments,
Generally mutual aid starts locally and ascends in this order:

2. Alameda County Operational Area (combined city and county
resources coordinated by the county)
3, State OES, Coastal Region
4. State (California Master Mutual Aid Agreement)
5. Federal
6. International
The line of authority during an emergency is as follows:
1 . Governor of California
2. Director, California Office of Emergency Services
3. Regional Manager, California Office of Emergency Services
4, County Operation Area Coordinator (County Executive)
5. E.O.C. Manager, Dublin Emergency Services
B. Federal and State Financial Assistance
The State helps local governments cover the cost of disasters, To
get this help, Dublin must proclaim a local emergency within 10
days of the actual occurrence of the natural disaster, assess its

damages, and apply for aid within 60 days after the proclamation
of a local emergency (Government Code secs. 8680-8692). Con-
tact the State Office of Emergency Services for aid information.
Federal aid, coordinated by the Federal Emergency Management
Agency (FEMA), is given at the request of the Governor. The
financial aid application process involves a lot of paper work, and
the process can linger long after the rest of the emergency organi-
zation has been disbanded. Perseverance is imperative. It is also
important to follow the proper procedures - these are kept by the
Legal Advisor and Finance Director.
C. American Red Cross
The role of the Red Cross is primarily to open and operate shelters
for disaster victims. Other roles my include first aid, damage as-
sessment, help with communications and providing various re-
sources. The Red Cross usually initiates its own emergency re-
sponse, but it's a good idea to check with them during any emer-
gency to coordinate -responses.
D. Amateur Radio Operators
The amateur radio operators are organized and ready to assist with
communications in an emergency. They hold regular meetings,
drills and roll call sessions. See the EOC activation notification list
for contact.
E. Community Based Organizations
Local groups that can assist the City's emergency response and
recovery include: service clubs, charitable organizations, churches
and neighborhood groups.
F. Military
Military aid is usually provided by the National Guard. Their role
is to assist, but not substitute for, City response efforts. To request
help from the Guard, contact the county Office of Emergency
Services.
H. Business and Industry
The City Director of Emergency Services may buy supplies and
services for use during emergencies. If necessary, he may com-
mandeer what the City needs.

POLICY & PROCEDURE
The City of Dublin is charged with the responsibility of providing a disaster
response and recovery plan that will enable business and the public to return
to normal every day life as quickly as possible. To meet this responsibility, the
City of Dublin has adopted a centralized, systematic and state wide standardized
approach to disaster management. Policy decisions, prioritization, strategic
planning and recovery efforts will be conducted in the Emergency Operations
Center (E.O.C.) utilizing the Standardized Emergency Management System
(SEMS). Necessary resources beyond local capabilities will be available
through the Alameda County Operational Area.
PRIMARY E.O.C.
The primary Emergency Operations Center is located at 100 Civic Plaza in the
Police wing.
SECONDARY E.O.C.

#1, 7494 Donahue Drive in Dublin.
The primary E.O.C. will be the only location utilized unless it is unserviceable.

The Police Chiefs conference room is located on the second floor of the Police
Services wing of the Civic Center. When notified, the City Council members
should report immediately to the Police Chiefs Conference Room. Council
members and members of the Public Information team should work closely
together to develop prepared statements and news information, Council
members or their designated representatives should be available for ongoing
news and information releases to the press and electronic media. This action
will greatly enhance the level of confidence of the citizens in regards to the City
of Dublin's response and recovery efforts.

RECOVERY
Immediately following the response phase, recovery begins. Each city depart-
ment or division must identify and prioritize normal service to enhance the ability
to resume community services as efficiently, effectively and quickly as possible.
The members of the City Council are a vital part of the recovery process. The
physical and financial recovery of the business community will be a high priority
Issue. Recovery will occur, based upon the decisions of the City Council. Their
decisions will determine the terms and conditions of the resumption of business.
Listed below are some critical issues for the City Council:
o As soon as practical, conduct an Emergency City Council
Meeting (See Chapter 3 Article 2 of City of Dublin Municipal
Code ).
o Provide a forum for public interests, concerns, and comments.
o Give top priority to Recovery Issues.

E The information in this guideline is intended to be used to assist the City of
Dublin's continuity of government and promptness of organizational response in the
R event of a disaster. In case of a major earthquake, representatives from City depart-
ments should automatically report to their pre-designated response locations. Dam-
G aged/inoperable telephone systems may preclude the use of these procedures.
E 0 As instructed by the Director of Emergency Services, or the person
acting on their behalf, contact the departments needed to staff the
N City of Dublin Emergency Operations Center (EOC). The Director
C may request either of the following:
0 PARTIAL ACTIV ATION: notify the City departments

Checklist (sample form on page 138)
0 FULL ACTIV A TION: notify all City departments.
A 0 If it is during normal working hours, attempt to contact the necessary
city departments through their normal business number.

ADDITIONAL MESSAGE FORM COMPLETION PROCEDURES
1. Message forms are used in the EOC to facilitate the accurate and rapid flow of information between
Command staff, Section Chiefs, City staff, and other agency representatives involved in the emergency
response effort. Message Forms provide a basic and critical form of communications and are
ordinarily used to:
. Communicate priority messages;
. Request supplies, equipment, materials or other resources and/or support;
. Advise and update the Operations and Planning Section chiefs;
. Initiate the transmission of a message via radio;
. Initiate the recording and/or visual display of all occurrences, situations, problems, actions,
comments and other information reported/recorded through the Message Form.
. Provide a written chronology of events and actions related to the incident response.
Any EOC staff member who receives information regarding the incident, either by phone, radio,
television, personal observation, or any other source, shall complete a Message Form in accordance
with these procedures.
2. Message /forms must be completed and routed as quickly as possible (with legibility in mind) so that
action can be taken immediately.
3. Message Forms may be copied and distributed to Section chiefs and lor individuals within the EOC.
In this manner, EOC staff can be kept current on incident developments and actions.
4. If an individual, agency or department initiates an action or makes a request of another
individual/agency/department, a Message Form should be completed so that other EOC participants
may be made aware of the action or request.
5. If you are in doubt about whether or not it is appropriate to complete a Message Form, do it. The
Operations Section Chief will eliminate unnecessary or duplicate messages.
6. Not all messages require a response from the message "recipient." Sometimes, Message Forms are
created just to convey information to the Operations Chief, EOC Manager and other incident
personnel.
7. While the Message Form is critical to communications with the EOC, is just as important to
communicate verbally (face-to-face) with other EOC personnel as developments dictate. Move around
the EOC as necessary to talk to co-workers and better observe the information/status display boards.
Become familiar with the responsibilities of other ICS/SEMS staff positions.
8. "Information validation" is always critical to the success of emergency operations. Emergency
management staff will require verified reports in order to analyze trends and allocate limited resources
to the most immediate threats and critical situation. Consequently, employees must validate incoming
information and incident reports to the fullest extent possible. This can be accomplished by talking to
eye witnesses, ordering inspections by field personnel, or substantiating news media reports.
