SUBJECT:
DESCRIPTION: On January 10, 1994, Councilmember Houston requested
that the City Council consider at a future meeting, changing the starting
time for regular City Council meetings from 7:30 p.m. to 6:30 p.m..
Presently, the Dublin City Council holds regular meetings on the second
and fourth Mondays of each month, beginning at 7:30 p.m.
This issue was discussed again at the city Council meeting on February
14, 1994. Councilmember Houston stated his three reasons for making the
request to change the meeting time: 1) To better accommodate those City
staff who do not live in Dublin and must either come back for the meeting
or wait around until 7:30 p.m.; 2) City Council meetings occasionally run
late, and if the meetings began earlier, perhaps they might conclude
earlier; and 3) To attract more citizens to the city Council meetings.
After some discussion, the City Council directed staff to survey Dublin
citizens regarding the preferred starting time for City council meetings.
Staff developed a simple survey (see attached) which was included in the
1994 spring Recreation brochure. Over 10,000 brochures were mailed out
to Dublin citizens on March 4, 1994. As of April 5, 162 (1.65%) citizen
surveys were received.
The citizen survey posed two basic questions: 1) Do you attend city
Council meetings (Never, occasionally, Regularly); and 2) What time would
you prefer City council meetings begin (6:00, 6:30, 7:00, 7:30). Of the
responses received, 52 (31.5%) preferred a 7:30 p.m. meeting time; 51
(31%) preferred a' 7:00 p.m. meeting time; ; 22 (13.3%) preferred a 6:30
p.m. meeting time; 14 (8.5%) preferred a 6:00 p.m. meeting time; and 21
(12.7%) indicated no time preference. The attached survey summary
presents a more detailed account of the responses received to date.
staff recommends that the City Council review the tesults of the citizen
survey and take any action deemed appropriate.

Assistant to the city Manager Texeira advised that as a result of a
January request by em. Houston, Staff was directed to survey residents
with regard to the preferred starting time of city Council meetings.
A total of 10,000 surveys were mailed with the 1994 Spring Recreation
brochure. Of the 165 Dublin residents who responded, 52 favored the
current starting time of 7:30 p.m.; 51 favored a 7:00 p.m. starting
time; 22 favored a 6:30 p.m. starting time; and a combined total of 40
either indicated no preference or favored other starting times.
Cm. Houston stated because 68% did not vote for a 7:30 p.m. starting
time, he made a motion to begin the meetings at 6:30 p.m. This motion
received no second.

Cm.Burton stated he felt if it ain't broke, don't try to fix it. He
did not feel it was necessary to change the time since it would tend
to confuse published literature and everything else.
Cm. Burton made a motion which was seconded by Mayor Snyder to leave
the starting time at 7:30 p.m.
Cm. Houston made a substitute motion to change the time to 7:00 p.m.
Again, this motion received no second.
On motion of Cm. Burton, seconded by Mayor Snyder, and by majority
vote, the council agreed to leave the meeting time at 7:30 p.m. Cm.
Houston voted NO on this motion.
Mayor Snyder stated using em. Houston's logic, it should be pointed
out that 57% of the people in the Country did not vote for Bill
Clinton.

ACCEPTANCE OF GIFTS TO CITY (150-70)
Recreation Director Lowart advised that the city had recently received
several donations as a result of fund raisers and also cash donations.
Rebecca Toulouse donated $219.59, the proceeds of a preschool
Tupperware sale and Jerry Bush of Lucky pizza donated $85, which
represented the proceeds from a Pizza Night fundraiser. A donation of
$20 was received from the Taugher family.
A total of $1,880 was raised by participants in the city's Youth
sports Basketball League sale of 'Gold C' coupon books for end-of-the-
season participant awards. Gentile Enterprises, a local photographer,
donated $150 and miscellaneous donations of $194.50 were received.
Cm. Burton asked if Staff was doing something to promote this as it
seems to be picking up momentum.

FINANCIAL STATEMENT:

DESCRIPTION: In December of 1986, the City council adopted a
Resolution which established the rules for the conduct of meetings of
the city Council. Included in these rules was the establishment of a
starting time of 7:30 p.m., for all regular meetings which are held on
the 2nd and 4th Mondays of each month.
In December of 1993, Councilmember Houston requested that staff place
this item on a future agenda in order to allow the Council to discuss
the possibility of changing the starting time of regular city council
meetings to an earlier time.
The Dublin Housing Authority, comprised of all members of the city
council plus 2 tenant commissioners, is scheduled to hold its regular
meetings on the 4th Monday of each month, beginning at 6:30 p.m.
Although DHA is scheduled to meet on a monthly basis, during calendar
year 1993, only 5 regular meetings were held. In addition, one
special meeting was held at Arroyo vista. The regular meetings
typically last from 15 to 25 minutes.
DUblin Information, Inc. (the city's non-profit corporation), is
comprised of all members of the City council plus the city Manager and
Assistant city Manager. The Bylaws for DII call for regular meetings
on the 4th Monday in October of each year to begin at 7:30 p.m. DII
meetings typically are held just prior to the council meeting and
generally last just a few minutes. If the council desires to change
the time for regular council meetings, staff should be directed to
prepare an amendment to the Bylaws for DII accordingly. This
resolution would be presented to the DIr Board of Directors for
adoption at their annual meeting in October.

regular meetings of the city council and if a change is desired, adopt
the attached resolution.

staff advised that local regulations consistent with the FCC
regulations must be adopted within 120 days of certification, which
would mean that we must adopt the regulations by March 10, 1994.
Mayor Snyder closed the public hearing.
On motion of Cm. Burton, seconded by Cm. Houston, and by unanimous
vote, the council waived the reading and INTRODUCED the Ordinance, and
directed staff to notify viacom.

RULES OF CONDUCT OF CITY COUNCIL MEETINGS (610-20)
city Clerk Kay Keck stated in December, councilmember Houston
requested that the city council c9nsider at a future meeting, changing
the starting time for regular city council meetings held on the 2nd
and 4th Mondays of each month to an earlier time.
Ms. Keck advised that if an earlier time were selected, consideration
would have to be given to the impact on the meetings of the Dublin
Housing Authority, which is scheduled to hold regular meetings on the
4th Monday of each month beginning at 6:30 p.m. These meetings
typically last from 15 to 25 minutes. Another consideration would be
the annual meeting of Dublin Information, Inc., which the Bylaws call
to begin at 7:30 p.m. 011 meetings are typically held at the
beginning of and just prior to city council meetings, so a change in
the Bylaws would need to be prepared if the council changes the
starting time.
Ms. Keck advised that a draft Resolution had been prepared in the
event the council desires to change the starting time, and explained
that it would be appropriate to provide direction on when the change
would become effective.
Cm. Houston stated his 3 reasons for making this request. 1) There
are some members of the city staff that don't live in Dublin that must
come back at a later hour. 2) Every once in a while, meetings run
late and if we started earlier, they might end earlier. 3) If the
meetings started earlier, we could get more people coming to the
meetings. He suggested that we at least move the meetings up to
6:30 p.m.
Cm. Houston made a motion, which was seconded by Cm. Burton, to start
city Council meetings at 6:30 p.m. He proposed that the Dublin
Housing Authority meetings be held earlier, or just prior to the
Council meetings.
em. Burton asked if Staff had a sense of when other Council meetings
in the area begin.
staff responded that it was aware that at least one city council in
the Valley starts their m~etings at 7:00 p.m.

Cm. Moffatt stated he saw the logic, but he took a survey and all 3
employees indicated they would rather see the time remain at 7:30 p.m.
Some of the regional meetings such as the Congestion Management Agency
start at 5:00 p.m., in Oakland, so there" is no way to get back to
Dublin by 6:30 p.m. An earlier time would impact regional meetings
held on Mondays. He suggested as a compromise to ask people's opinion
through our quarterly newsletter.
Staff pointed out that the City no longer sends out a newsletter, as
this was one of the things cut from the Budget.
Cm. Houston stated he felt a majority of Staff would appreciate a time
change. It has never been tried and he realized change is hard to
come by around here.
Cm. Howard felt that most people don't want the meetings any earlier
than 7:00 p.m. It is difficult f9r some people out of the area to get
here by then because of traffic. .
Al Hunter stated he comes in from Alameda. A lot of people come in
from allover the Bay Area. While 7:00 p.m., wouldn't be too bad, he
didn't feel low attendance at city Council meetings was necessarily
due to the starting time. He is barely able to get here by 7:30 p~m.
Cm. Houston felt that if it is an important issue, people will be
here.
On a SUBSTITUTE motion by Cm. Moffatt, seconded by Cm. Howard, and by
majority vote, the Council directed Staff to survey residents on their
opinion about this in the next Recreation Brochure.
em's Burton and Houston voted against this motion.

DUBLIN POLICE SERVICES 1993 CALENDAR YEAR REPORT (580-60)
police Chief Rose advised that Dublin Police Services annually
prepares a report which documents activities of the police Department.
The report contains figures documenting police response to crimes
reported or detected within the city, police response relative to
traffic offenses and/or accidents, all programs regulated and/or
instituted by the police and compares the 1993 statistics with the
previous year.
Dublin police Services is made up of 28 sworn personnel and 3.5
civilian positions.
Part I crimes, which include murder, rape, robbery, assault, burglary,
larceny, stolen vehicles and arson, increased by 7%. All other
offenses, inCluding theft/larceny and other misdemeanor crimes
decreased by 23%. Overall crime statistics in the City of Dublin for
1993 showed an 11% decrease.
