FINANCIAL STATEMENT: None
DESCRIPTION On February 23, 1983 Staff met with Roland Mayne,
Executive Director of the Alameda County Local Agency Formation Commission
regarding the establishment of a sphere of influence for the City of Dublin.
Mr. Mayne indicated that the City had to establish a planning area boundary
before LAFCO would act on a sphere of influence for the City. In order to
accomplish this, the City would have to undertake a fairly detailed study to
demonstrate that all municipal type services could and would be provided to
the area it proposed for its sphere of influence. The City must further
designate the land use for the area in question before LAFCO acts on the
question of sphere of influence. Mr. Mayne did indicate he would provide
some input to the City as the study progresses.
As you may be aware, City Staff and the Planning Commission have conducted a
General Plan Consultant selection process. The Commission interviewed the
consultants at its last regular meeting and has identified a consulting firm
which it believes will provide the best overall work for the City. However,
none of the firms which submitted proposals budgeted funds for any study of
an extended planning area much beyond the City's present boundaries.
In order for the General Plan process to commence, it is important for the
City Council to provide some direction with respect to the City's Planning
Area Boundary. It is Staff's recommendation that the City Council hold a
joint study session with the Planning Commission at the Commission's next
regular meeting for the purpose of determining the City's planning area to
be studied.
