FINANCIAL STATEMENT:
No construction cost to City; some staff
time for review and monitoring will be
incurred; some possible liability
exposure from the use of the temporary
City parking lot.
DESCRIPTION: At the January 28, 1985 City Council
meeting, Bissell & Karn, Inc. presented a progress report on
the Hopyard Road/Dougherty Road/I-580 Interchange
Improvements. At that time they discussed briefly the
staging for the Construction and Maintenance of Traffic
Plans of the interchange improvements. Bissell & Karn
recommended using Scarlett Court during two different
construction stages.
The first stage where the use of Scarlett Court is required
involves the construction of the retaining wall between the
westbound off-ramp and Scarlett Court. This construction
would require removing the parking in the area immediately
adjacent to the retaining wall where the off-ramp abuts
Scarlett Court, and shifting the traffic lanes to the north
side of the street. This condition would be in affect for 1
to 2 months. It is important to receive Council concurrence
on use of Scarlett Court in this construction stage. This
phase is expected to occur in the months of July and August.
This will require the removal of parking on Scarlett Court,
however, the areas involved with this stage are not usually
utilized for parking.

It is proposed that a temporary off-ramp be constructed that
would detour westbound off-ramp traffic onto Scarlett Court
(see attached exhibit). This detour would be used, for
approximately 2 to 3 months (currently anticipated to begin
in August). Presently 1,000 vehicles use the existing
westbound off-ramp during the peak hour and would
subsequently use the temporary off-ramp. A conservative
estimate of the percentage of trucks is 10 percent.
There are many benefits of using Scarlett Court as a detour
for westbound off-ramp traffic. The main benefit is that
the use of the detour prevents traffic from traveling
through the construction zone which results in a safer
condition. This temporary ramp will make Dublin Boulevard
more accessible. The motorist will reach Dublin Boulevard
by a through movement at the Dublin/Dougherty intersection,
rather than the existing difficult right-turn and left-turn
movements. Also, this condition will benefit those
motorists exiting the freeway and traveling south towards
Pleasanton. These motorists presently wait for a gap in
Dougherty Road traffic in order to make a left turn from a
stop sign. The detour will allow this left turn to be made
at the signalized Dublin/Dougherty intersection.
This temporary ramp would have 2-lanes and would intersect
with Scarlett Court at an approximately 60 degree angle near
the Lew Doty Cadillac property. The lane arrangement of the
temporary ramp would be an exclusive left-turn lane and a
shared lane for left and right turns. The intersection of
Scarlett Court and the temporary ramp would be controlled by
stop signs on all approaches.
As presented at the previous City Council meeting, a number
of changes on Scarlett Court will be required. The on-
street parking on Scarlett Court west of the new
intersection would be temporarily eliminated. Scariett
Court would be restriped to have 2 lanes westbound and a
single lane eastbound.
At the intersection of Scarlett Court and Dougherty Road,
both the narrow center median island on Scarlett Court and
channelizing island in the northeast quadrant of the
intersection will be removed. Scarlett Court would then be
restriped near the intersection to accommodate 3 approach
lanes. The traffic signal would also require retiming. The
level-of-service for the Scarlett Court/Dublin
Boulevard/Doughterty Road intersection would be the same as
exists today after these improvements are made.
Representatives of some of the impacted businesses had
expressed concerns related to removing the on-street
parking. A possible solution to this problem is a temporary
parking lot./ There is room available for a 22 vehicle lot
in the interchange right-of-way south of the existing
buildings on the south side of Scarlett Court. This lot
would be accessed from Scarlett Court.
Both Caltrans and the Federal Highway Administration (FHWA)
have reviewed and given tentative approval to the use of the
highway right-of-way for a temporary parking lot. The only
FHWA condition is that the parking lot be temporary and not
permanent. Caltran's main concern with the parking lot was
that they not be held liable for any accidents. Given the
establishment of a temporary public parking lot, it would be
the City of Dublin who would be assuming the responsibility
as it would for a municipally owned parking lot. It is
suggested that the temporary lot be used by the businesses
primarily for employees, freeing the existing private
parking for customers. It is also recommended that the
merchants cooperate among themselves to share any available
parking. TJKM studies have indicated a maximum on-street
parking usage of 25 stalls along Scarlett Court. Therefore,
a 22 stall lot should alleviate most parking problems.
If Scarlett Court is not available to use as a detour, the
only alternative is to direct traffic through the
construction zone. The free right-turn movement into Dublin
would be eliminated. Both the right and left turning ramp
traffic would be controlled at Dougherty Road by a stop
sign. The left turn movement into Pleasanton will become
more difficult under this scenario. It is important that
these matters be resolved immediately so that the schedule
for the improvements will not be affected. All costs
related to the construction of this interchange will be paid
by developers in North Pleasanton through a City of
Pleasanton assessment district.
Notices of the City Council meeting have been provided to
adjacent businesses.
It is recommended that the City of Dublin take
responsibility for the temporary parking lot as a municipal
parking lot independent of any construction and design
defects and confirm this in a letter to Caltrans (see
attached draft). Also, the City Council should allow the
use of Scarlett Court as a construction detour and provide
for the necessary no parking restrictions.

Gentlemen:
I wish to inform you that the City of Dublin will assume
responsibility of the temporary parking lot to be constructed in
conjunction with the Hopyard Road/Dougherty Road/I-580
Interchange Improvements.
This assumption of liability shall be subject to the contractor
being held responsible for defects in construction and design.
The temporary parking lot (see attached exhibit) is on State of
California right-of-way, however, it would be accessed from
Scarlett Court.
The temporary parking lot is required with the proposal to
utilize Scarlett Court as a detour for the westbound off-ramp
traffic. Scarlett Court will be converted to 2-lanes for
westbound traffic and 1 lane for eastbound traffic. This requires
elimination of on-street parking during this stage of
construction. Businesses in the area have voiced concern that
removal of the on-street .parking would be detrimental. The
temporary parking lot can accommodate approximately 22 vehicles
which would alleviate the parking problems.
We wish to resolve this matter as quickly as possible and request
a response from Cal~rans in writing that the arrangement
concerning the temporary parking lot is acceptable. If you have

NOTICE TO BUSINESSES IN THE DOUGHERTY ROAD/I-580 OVERPASS AREA
The North Pleasanton Assessment District in the City of
Pleasanton is paying the cost of improvements to the Dougherty
Road interchange. The construction process includes a proposed
detour and the temporary elimination of parking on Scarlett
Court.
This item will be reviewed by the Dublin City Council at their
meeting on Monday, April 8, 1985, at 7:30 p.m. The purpose will
be to provide a progress report and discuss a proposed temporary
parking lot, (which will address the loss of on street parking
impacing local businesses) and the use of a temporary detour.
The public is invited to attend the meeting, which will be held
at the Dublin Library, 7606 Amador Valley Boulevard, Dublin.
