RECOMMENDATION Consider topics that- may be worthy of consideration at
the League of California Cities Annual Conference
FINANCIAL STATEMENT: None
DESCRIPTION The City has receives' a communication from
Paul L . Cooper , President , East Bay Division of the League of California
Cities regarding the submissic:n of policy resolutions for consideration at
the League of California Cities conference in Anaheim. Although a city does
not have to submit its resolution to the East Bay Division of the League,
Mr . Cooper has indicated that historically those resolutions which have the
endorsement of the East Bay Division have received more favorable
consideration.
If the City Council is interested in submitting a resolution for
consideration by the League of California Cities, it must submit that
resolution to the East Bay Division by Friday, July 13 , 1984 if the City
wishes to have the endorsement of the East Bay Division of the League. If
the City wishes to bring a resolution to the floor of the General Assembly
of the League of California Cities, it may do so, however , the resolution
must be submitted to the League office by Friday, AUgust 10 , 1984 .
This years ' League of California Cities conference will be held in Anaheim
on September 23-26 .

FOR YOUR IMMEDIATE ATTENTION
In order to give all city officials notice and full opportunity to consider
resolutions in advance of the League Annual Conference, the League Constitution
and Bylaws provide that resolutions shall be submitted to the League at least 45
days in advance of the Annual Conference. This year's conference will be held
September 23-26 in Anaheim. The deadline for 1984 will be Friday, August 10.
It is clearly to your advantage to have the Division consider and, hopefully,
endorse your resolution before sending it on to the League office. It is im-
portant, therefore, to send your resolutions to your Division President by
Friday, July 13. Resolutions will be considered by a Division subcommittee on
July 17 and the Division Executive Board at their next meeting on July 18.
You may be aware that each resolution is considered by an appropriate policy
committee meeting prior to or during the Annual Conference. From there, resolu-
tions are acted on by a Resolutions Ccnudttee (made up of each of the eight
policy committees) , regional division and functional department. They are then
put before the General Assembly. There is a procedure for bringing resolutions
to. the floor of the General Assembly, but, clearly, the stamp of the Fast Bay
Division endorsement is likely to insure favorable consideration.
The East Bay Division has a good record over the years in developing resolutions
and in having than ultimately acted on at the General Assembly.
The time clock is ticking — PLEASE GET YOUR RESOLUTIONS IN BY FRIDAY, JULY 13.
