FINANCIAL STATEMENT: None BACKGROUND: " On August 4, 1999, Planning staff and representatives from PG&E made .a brief presentation on the status of the Tri-Valley Upgrade Project and presented several transmission line and substation alig-nment alternatives that were still under consideration at that time. PG&E has now selected a preferred project alignment, which will be presented to the California Public Utilities Commission (CPUC) and is requesting that the City Council adopt a resolution (Attachment .1)supporting the preferred alig-nment. ANALYSIS: PG&E's preferred upgade-project, as shown on Attachment 2, is composed of.' 1 ) a northern component which consists of two, 5-acre 230/2 lkV substations and approximately 7 miles of 230kV transmission line extending east-west from the existing Contra-Costa-Newark transmission line along-the existing vacant PG&E right-of-way; and 2) a southern component which consists of approximately 6 miles of new 230kV transmission line, three of which will be located underground within Pleasanton city streets, connecting to the existing Conira Costa-Newark transmission line. The second phase of the project will consist of a new 230 kV transmission line along PG&E's existing northern fight-of-way connecting the existing Contra Costa line to the Tesla substation, east of Livermore within Alameda County. The 230kV east:west transmission line is located mostly within Alameda County, adjacent to the AlamedaJContra Costa county line, and a portibn of the line is located within Contra Costa County. :One .......... ;, ....................................... , ........................ = ................................. County, north of Fallon Road. -: The preferred transmission line appears to be located outside Dublin's city limits and the Eastern Dublin Specific Plan, but within the Eastern Dublin General Plan Amendment area, which includes the Future Study Area and a very small portion of the City' s Sphere of Influence area (see Attachment 3).. Detailed project alignment maps and location descriptions will be available during the formal public review period. However, according to PG&E's latest map, it appears that the preferred transmission line would mainly affect Rural Residential/Agriculture land use designations within the Eastern Dublin General Plan Amendment area. The other two alig-nments that were discussed at the last City Council meeting as possible preferred alig-nments included: 1 ) additional transmission lines along the southern portion of the Tri-Valley through Pleasanton with the same northern lines as the preferred project; and 2) 230kV transmission lines extending down Fallon Road (within the Eastern Dublin Specific Plan) connecting to the Vineyard substation. When comparing all three alignments, PG&E's preferred alignment will have the least impact on the cities of Dublin and Pleasanton. PROJECT SCHEDULE: PG&E will be submitting an application, including the Proponent's Environmental Assessment (PEA) with the CPUC this November. As part of the application process, the CPUC will require a brief position statement from local agencies regarding the preferred alig-nment. These position statements will allow the CPUC to determine the level of support for the project. The CPUC will then process the project and act as the Lead Agency for purposes of CEQA. The CPUC's formal public review process will likely begin in mid-2000. The City is able to comment on the project throughout the project processing schedule, especially during the CPUC's public review period. CONCLUSION: Staff recommends that the City Council: 1) adopt the resolution (Attachment 1) supporting PG&E's preferred alignment for the Tri-Valley Upgrade Project; and 2) direct the City Manager to submit to the CPUC a written position statement supporting PG&E's TrirValley Upgade Project as reflected in the City Council resolution. RESOLUTION NO. - 99 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN SUPPORTING THE PACIFIC GAS AND ELECTRIC COMPANY TRI-VALLEY UPGRADE PROJECT WHEREAS, the electrical demand in the Tri-Valley region is nearing the area's electrical system's capacity and is expected to exceed it by mid-2002; and WHEREAS, to keep the electrical system at its traditionally high reliability level and avoid blackouts at peak hours, PG&E must up~ade the Tri-Valley region's electrical system and infrastructure; and WHEREAS, to up~ade the system, PG&E plans to build two new substations and construct new power lines capable of delivering more electrical power to the Tri-Valley region; and WHEREAS, in working with the communities to develop plans for the upgaded system, PG&E has balanced environmental, engineering and economic factors; and WHEREAS, PG&E has met with the City' s representatives in recent months to discuss and develop alternatives for supplying the electrical energy needs for the developments envisioned and approved by the local jurisdictions; and WHEREAS, PG&E's preferred alternative for the Tri-Valley Upgade Project is shown on the attached map (Exhibit 1A) and is comprised of: I) a northern component consisting of two, 5-acre 230/21 kV substations and approximately seven miles of 230 kV transmission line extending east-west from the existing Contra-Costa-Newark transmission line along the existing PG&E right-of-way to the new Dublin substation, located outside Dublin' s current city limits and the Eastern Dublin Specific Plan, but within the Eastern Dublin General Plan Amendment area; 2) a southern component consisting of approximately six miles of new 230 kV transmission line, 2.7 miles of which will be located undergound within Pleasanton city streets, connecting the existing Vineyard substation and the Contra Costa-Newark transmission line; and 3) a second phase, if electric demand increases, consisting of a new 230 kV transmission line along PG&E's existing northern right-of-way connecting the existing Contra Costa line to the Tesla substation. WHEREAS, PG&E has been communicating directly with the public in order to build an understanding of the need for the up~ade and to gain input and insight into specific concerns raised throughout 'the community; and WHEREAS, PG&E intends to file an application with the California Public Utilities Commission (CPUC), on or about November 22, 1999, for a Certificate of Public Convenience and Necessity (CPCN) authorizing construction of the above described project, together with the Proponent' s Environmental Assessment (PEA); and WHEREAS, at that time, PG&E will provide notice to, among others, all public agencies having an interest in the project and make available the application and the PEA for review; and WHEREAS, the CPUC will likely issue a draft Environmental Impact Report (EIR) analyzing the project's potential environmental effects for formal public review and comment in late 2000; and WHEREAS, this resolution is in advance of that review and is intended to illustrate a high level of interest in the project. NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council: Understands that the electrical system in the Tri-Valley region is nearing its capacity and supports the necessity to address this problem by mid-2002; and , Pending further review and understanding that PG&E's preferred alternative may undergo further refinements, supports the Tri-Valley Upgrade Project as reflected on the attached map labeled Exhibit 1A; and Recognizes that the City will have a formal opportunity to comment on the proposed project as part of the CPUC's CPCN process and reserves its right to comment further on the proposed project and the EIR; and Directs staff to submit to PG&E for inclusion in the PEA to be filed with the CPUC, a written statement of the City's position on the proposed project as reflected by this resolution.
