Tong, Planning Director tr ~ Exhibit A: Dublin Chamber of Commerce Sign Survey Results and 1993 Sign Survey Questionnaire Form REPORT PREPARED BY: EXHIBITS ATTACHED: RECOMMENDATIONS: ~ Authorize Staff to conduct an evening meeting to identify businesses willing to help improve the Sign Ordinance and identify the sign issues FINANCIAL STATEMENT: None DESCRIPTION: In March of 1993, the City Council adopted the new project of revising the Sign Ordinance as part of the 1993 City Council Goals & Objectives. The purpose of this project is to improve business visibility and sign permit processing time. The City Manager and Planning Director have been meeting with the Dublin Chamber of Commerce President and Executive Director to help determine how much business interest there is in improving the Sign Ordinance. The Chamber of Commerce conducted a sign survey in April of 1993 (see attachment). A total of 69 of 550 Dublin businesses (12%) responded to the survey. Overall the survey indicated a desire to improve the Sign Ordinance and a willingness to attend a meeting to identify the sign issues. In addition, the Planning Staff, who administer the Sign Ordinance, have identified a need to simplify the ordinance. The Staff and the Chamber of Commerce have discussed a process where the City Council authorizes the Staff to conduct an evening meeting in September to: 1) identify those Dublin businesses that are willing to help improve the Sign Ordinance; and 2) identify the sign issues most important to the Dublin businesses. At this time, it is anticipated that Staff would facilitate the meeting. Staff would report the results of the meeting 'to the City Council. Staff would then ask the city Council to form a well.rounded Sign Task Force. The Sign Task Force could consist of: auto dealers, major retailers, small retailers, Realtors, non Chamber of Commerce members and others. The Sign Task Force, Staff and Chamber of Commerce could then prepare a detailed work plan for revising the Sign Ordinance. Since the Sign Ordinance is part of the Zoning Ordinance, State law requires that the Planning Commission hold a public hearing on any proposed revisions to the Sign Ordinance and make a recommendation to the City Council. Past surveys have indicated that the sign ordinance has been the Number- 1 priority with the,business community and that business owners feel the sign ordinance needs to be reviewed and possibly changed. The Chamber is requesting all businesses in the Dublin area to take a minute to answer a few questions regarding the sign ordinance. If there is sufficient interest from the business community to review the existing sign ordinance, the Chamber and City will work together to schedule a meeting with the business community to discuss this very impo~tant issue.
