DESCRIPTION Several events are underway which affect traffic and
transportation in central Dublin. These include the following:
1 . BART is restudying the possible future alignment of the San Leandro to
Livermore extension. The preferred route through Dublin is along I-580 with
two possible station locations in the Dublin area, one at the south end of
Golden Gate and one near the proposed Hacienda Drive interchange . Both
stations present significant transportation issues in their immediate
vicinity and to the City of Dublin as a whole . The City has just received
the final Draft Livermore Extension Study Report from BART and has been asked
to provide written comments to BART prior to October 27 , 1983 . As soon as
additional copies of the report have been received, they will be distributed
to the City Council for review and comment.
2 . The City Engineer and the City Traffic Engineer are conducting long term
traffic needs studies for Dublin Boulevard in which any required future
widening, signalization and median modifications are being determined. This
will lead to a plan line recommendation to the City Council in the near
future.
3 . The firm of Blayney-Dyett is preparing a General Plan for the City to
consider and ultimately adopt. One key issue in this plan is the land
use/circulation aspects of the central area. A possible BART station in this
area has a significant impact on the planning process .
4 . Current and future growth in Dublin, Pleasanton, San Ramon and elsewhere
in the valley will significantly impact the key arterials in Dublin,
including Dublin Boulevard. At its last meeting, this Council endorsed
comments, since forwarded to the City of Pleasanton, referencing its Growth
Management Element EIR related to the Hacienda Business Park. The comments
noted the reference in the EIR to future congestion on Dublin Boulevard at
Dougherty Road and at San Ramon Road.
5 . The City Traffic Engineer, TJKM, recently released the report Tri-Valley
Transportation Study, (TVTS ) which recommended a central Dublin interchange
on I-680 (possibly at Dublin Boulevard) to serve BART and relieve congestion
on I-580 interchange with Dougherty Road and San Ramon Road. The report also
recommended the extension of Dublin Boulevard to the east, to serve valley-
wide demands, Dublin eastward expansion and th second Dublin BART station.
Blayney-Dyett has endorsed the consideration of these concepts in its first
and second working papers .
All of the issues intertwine closely, especially concerning Dublin Boulevard.
The Traffic Engineer will present a verbal status report on these issues at
the Council meeting .
