FINANCIAL STATEMENT : Not yet determined DESCRIPTION , . Representatives from the Dublin - San Ramon Lions Club have met with City Staff to discuss a potential service project which involves construction of a handicapped playground in Dublin. The proposed playground would be purchased and constructed by the Lions Club and donated to the City upon completion. ~: - Pro~ect Description The proposed handicapped playground would feature specially designed^ equipment that combines totally accessible barrier-free design with~_ ~ the latest innovations in physical, psychological, therapeutic'arid. emotional play. The equipment is available through Game Time Par.k &. Playground Equipment and the local representative, Husbands and.'~" Associates, Inc. has agreed to donate their time to supervise the planning and construction. The equipment that is proposed for the playground is shown in Exhibit A. Proposed Location The proposed location for the playground as recommended by Staff and agreed to by the Lions, is the Southeast corner of Kolb Park (see Exhibit B, Kolb Park Master Plan). As Kolb Park is adjacent to the Kaleidoscope Activity Center, a center for developmentally disabled children, a handicapped playground in this location would receive maximum use. Additionally there is not another handicapped playground facility within a 50 mile radius of Dublin, thus illustrating the need for this type of facility. There is adequate space available in this location for the playground, and the addition of this equipment would not disrupt the integrity of the park design. Preliminary Budqet and Timeline The estimated cost for the playground equipment is $28,747. The recommended surfacing to be used in conjunction with the equipment is "Fibar" which has an estimated cost of $9,187. The Lions Club anticipates that all other materials necessary for construction of the playground, i.e. concrete for the curbs and footings, will be donated. --------- ----------------------------------------------------------- ITEM NO COPIES TO: Dublin-San Ramon Lions Club ~l~~C~.J ~.G9 ~~' ~/~ ~ ~ ~ The Lions Club has currently committed $20,000 for the project and anticipate that additional funds will be available as a result of upcoming fund-raisers this spring. In addition, they are pursuing grants to supplement the available funding. Consequently they have proposed the project be divided into phases as follows: Phase One - Site preparation, install one-third of equipment. Phase Two - Install second third of equipment and surfacing. Phase Three - Install remainder of equipment. Contingent on the approval of the City Council, the Club is prepared to begin Phase One of the project this spring. At this time, the cost to the City for this project has not been determined, however Staff anticipates that there will be some costs associated with site preparation and construction supervision. A detailed cost estimate will be prepared in conjunction with the development agreement, should the City Council wish to proceed with the project. The City's Parks and Recreation Commission reviewed the proposed project at their meeting of February 12, 1991. The Commission was supportive of the project and recommended that the City Council give the project due consideration. It is therefore recommended that the City Council take the following action: 1. Receive presentation from Staff. 2. Receive presentation from Dublin-San Ramon Lions Club. 3. Grant conceptual approval of project; direct Staff to work with Lions to develop an agreement which identifies the scope of work, the cost to the City and the specific responsibilities of each party.
