DESCRIPTION: For the past twoyears the City'sSt. Patrick's Day Festival has been
held on Regional Street.between Dublin.Boulevard and Amador Valley Boulevard. In addition to the
space on the street, the festival site included the parking lots at the Automatic Rain Company and the
Almond Plaza Shopping Center. Following the 1999 festival, the owner of the Almond Plaza Shopping
Center notified the City that they would no longer be participating in the St. Patrick's Day Festival. The
owner indicated that about 60% of the merchants in the shopping center did not want the festival. held in
their lotin the future. Additionally, Popeye's Restaurant with a drive-through will be opening at the site
of the oldEl PolIo Loco Restaurant between the Automatic Rain Companyand Grand Auto Supply. This
prompted Staff from Police, Fire, Public. Works, Economic D~velopment and Parks & Community
Services Departments to meet and dis.cuss the location of the 2000 St. Patrick's Day Festival. Based upon
the results of that meeting and fur1:herdiscussions with the festival promoter, Staff has identified two
options for the festival site.
Option 1- Regional Street ___
The event would remain on Regional Street. However, in order to avoid "land-locking" the Almond Plaza
Shopping Center and thePopeye's Restaurant, traffic access would be required to Regional Street from
both Dublin Boulevard and Amador Valley Boulevard. Booths and vendors would be located on
Regional Street north of the driveway for Popeye's Restaurant and south of the driveway by Pasta
Primavera.- The amount of space on Regional Street would. be reduced by. approximately: 60%._ . The

1. This option would provide 115,000 square feet of space for the festival, which includes 450 liriear feet
on Regional Street.

Option 2 - Amador Valley Bouleyard
Staff identified Amador Valley Boulevard, between Regional Street and Donohue Drive as an alternate
site. Booths and cafes would line either side of the median along Amador Valley Boulevard. The main :'".l~
stage, dining tent and children's attractions would be located in the eastern half of the parking lot at the
Shamrock Village. Shopping Center. An aerial photograph of the Amador Valley Bouleyard site is shown
in Attachment 2. This option would provide 175,000 square feet of space for the festival, which includes
1,000 . linear feet on Amador Valley Boulevard.
The City used this same area at Shamrock Village for the festival before moving it to Regional Street in
1998. Staff has been in contact with the property owner and merchants in Shamrock Village. They are
agreeable to hosting the event in a portion of their parking lot. Staff identified Amador Valley Boulevard
as a potential site because it provides access to. all businesses surrounding the festival. The only property
that would not have vehicle access is the Dublin Library. Staff contacted the Librarian to discuss the road
closure. She was in favor of moving the festival. The move would provide better exposure for the Friends
of the Library's Semi-Annual Book Sale, which is held the same weekend as the St. Patrick's Day
Festival. Temporary library parking would be made available in the parking areas behind the library, next
to Target and the vacant Copeland Sports bUilding.
While reviewing this location, Staff developed a potential traffic plan. Traffic travelling east on Amador
Valley Boulevard from San Ramon Road would be diverted south onto Regional Street, or north into the
Shamrock Village Shopping Center. Traffic travelling west on Amador Valley Boulevard from Village
Parkway would be diverted south onto Amador Plaza Road. Local traffic would be allowed past Amador _
Plaza Road to Donohue Drive.
Impact On St. Patrick's Day Parade
Moving the festival to the Amador Valley Boulevard site would shorten the St. Patrick's Day Parade route
byJ75 feet. Instead of dispersing the parade into the Ralph's parking lot, parade entrants would turn left
into the Target Shopping Center at Donohue Drive. Lion's Club approves of shortening the parade route.

During the parade the traffic plan for the downtown area would be different than described above. Traffic
travelling south on Village Parkway would be detoured onto Amador Valley Boulevard and through the
residential area to Dublin Boulevard at Clark Avenue. Traffic travelling west on Dublin Boulevard would
be.diverted either north or south on Village Parkway. Traffic travelling east on Dublin Boulevard would
not be affected. Traffic travelling west on Amador Valley Boulevard would be detoured north onto
Village Parkway to Alcosta..- Although these road closures will limit east to west traffic through
downtown, the length of the _ parade is short enough to .minimize the inconvenience to motorists.
Notification of road closures would be mailed to residents living in the neighborhood north of the festival
location.
Conclusion
Although there is some benefit of holding the festival in the same location, the Regional Street site would
be 45,000 square feet smaller than hi previous years. The site could not hold as many vendors as before,
which would reduce the amount of revenue the City receives for booth sales. A smaller site. would also
make the festival more congested and feel too crowded to visitors. When the festival moved to Regional
Street two years ago, the intent was to change it into a street festival. Using the Regional Street site
would force the City to move a majority of the festival into parking lots. The area of the Mervyns parking
lot that would be used for the festival borders a major arterial road through the shopping center. Staff is
concerned with visitor safety.

The Amador Valley Boulevard site is larger than the 1999 festival site on Regional Street. Amador
Valley Boulevard is 35 feet wider than Regional Street and therefore could accommodate more visitors.
Since the site is larger the festival could also grow in this location. Moving the festival to this site would
bring the event into closer proximity with the Pancake Breakfast and Library Book Sale. Staff reviewed
the locations with Terry Pims1eur and Company, the event promoter. They prefer t4e Amador Valley
Boulevard site and indicated that moving the festival to Amador Valley Boulevard would present some
logistical challenges in the first year. The move would require drafting a new festival layout. In addition
to the Shamrock Village Shopping Center, the promoter might require utilizing parking lots on the other
end of. the festival for entertainment stages, patio cafes or special attractions. This would encourage
visitors to explore all areas of the festival, preventing One side of the festival from becoming too crowded.
The promoter is confident the festival can be to Amador Valley Boulevard without any major problems.

In reviewing the advantages and disadvantages of both sites, Staff believes that the Amador Valley
Boulevard location is more suitable for the festival. The Parks & Community Services Commission
concurs with the recommendation of Staff.
Vehicle Code section 21101, subdivision (e), provides that local authorities may, by ordinance or
resolution, temporarily close a portion of any street under their jurisdiction for "celebrations, parades,
local special events;' and other purposes" as long as the authorities determine that the closing is "necessary
for the safety and protection of persons who are to use that portion of the street during the temporary
closing." Attached is a resolution authorizing the temporary street closure for the festival (Attachment 3).
In addition to authorizing the temporary street closure for the festival, the resolution also authorizes the
temporary street closures necessary for the St. Patrick's Day Parade and the Shamrock 5K Fun Run and
Walk.

Staff recommends thatthe City Council determine the location for the 2000 St. Patrick's Day Festival and
adopt the resolution authorizing the temporary street closure for the selected location and for the parade
and fun run.

AUTHORIZING TEMPORARY STREET CLOSURES FOR
2000 ST. PATRICK'S DAY FESTIVAL, PARADE AND
SHAMROCK 5K FUN RUN & WALK
WHEREAS, the California Vehicle Code section 21101, subdivision (e) provides that local
authorities may, by ordinance or resolution, temporarily close a portion of any street under their
jurisdiction for "celebrations, parades, local special events, and other purposes: as long as the authorities
determine that the closing is "necessary for the safety and protection of persons who are to use that
portion of the street during the temporary closing"; and
WHEREAS, the City annually celebrates St. Patrick's Day with a Festival, Parade and Fun Run;
and
WHEREAS, these events are held on City streets; and
WHEREAS, the City has determined that it is ~ecessary for the safety and protection of the public
