FINANCIAL STATEMENT: Cost of Program estimated at $126 . 00 for forms and
bicycle license stickers . Sufficient funds have been
budgeted in the Police Department budget .
DESCRIPTION The Police Department has developed a summer bicycle
safety program in response to a growing number of
bicycle thefts and bicycle accidents within the City
of Dublin . The program is set for Saturday, June 2 ,
1984 at Dublin High School . It is hoped that this
program can be presented to the young people of Dublin
before summer vacation .
Chief Tom Shores will be present at the City Council
meeting to discuss this item in more depth.

Subject: DUBLIN SUMMER BICYCLE SAFETY PROGRAM
The Dublin Summer Bicycle Safety Program is a response to the growing number of
bicycle thefts and car vs bicycle accidents in the City of Dublin.
The cost of an -average bicycle has risen greatly over the past few years with
the popularity of the sport. It is not unusual for a bicycle to cost over
$200. Some of the expensive 20" BMX bicycles cost $500 to $600 because of the
expensive materials used in their construction. Similarly, a racing 10 speed
bicycle, custom made, can easily run in excess of $1,000. The bicycle is the
mode of transportation for most young people. Easily stolen, it has become
the object of increasing theft.
Also on the rise, is the incident of auto vs bicycle accidents. A drive
through the City of Dublin will tell you why. It is not uncommon to see
bicyclists running stop signs, riding two on a bicycle or cutting across
traffic. This type of activity is hazardous to both the cyclist and the
motorist. The drivers of autos look for other autos, not bicyclists. This
has been the formula for auto vs bicycle accidents in the past and will
continue to be in the future. The bicyclist always looses.
To address these problems, the Dublin Summer Bicycle Program was originated.
The goals of the Program are to educate the young cyclist in safety and the
laws governing operation of a bicycle on the streets, safety check bicycles
involved in the Program and register locally owned bicycles for easier recovery
if stolen. To accomplish this, the following program was devised by the Dublin
Police Services Crime Prevention Unit, the Alameda County Sheriff's Department
Reserve Platoon #1 and the Valley Spokesmen (a local non-profit organization
of bicycle enthusiasts) .
The Program is set for Saturday, June 2, 1984, with a start time of 10:00 a.m.
at the south parking lot of Dublin High (the site has been arranged ) . The
target date of June 2, 1984 was set to provide this Program to the students
of Dublin before summer vacation.
The Program will be divided into five sections:
1. Safety check of participants bicycles with the use of the attached form.
2. Written test on the rules of the road (see attached) .
3. Riding skills test.
4. Issuing of licenses and registration of bicycles.
5. Issuing of proficiency cards and placement of the participants name in
a drawing for prizes.

To implement this program the following volunteer personnel have been
secured. Twelve (12) members of the Valley Spokesmen, six (6) Sheriff
Reserves, two (2) Sheriff 's Cadets, one (1) City of Dublin Crime Prevention
Volunteer.
All equipment for the program, traffic cones, Bicycle Safety Test Forms
and Cards, tables, A-frames and Riding Skills Tests have all been donated
by Private Companies or Organizations at no cost.
Prizes for the Program are being collected by the Valley Spokesmen. The
projected grand prize is a new bicycle, which should be quite an inducement
for participation (no cost to the City) .
Publicity for this event will be handled by local news agencies and by printed
fliers distributed to the Dublin area Schools and bicycle shops.
Projected cost to the City of Dublin is limited to the following items:
700 blue sticker type bicycle license plates @ .10 ea. 70.00
700 bicycle registration forms @ .03 ea. 21.00
500 registration stickers (3 year life) @ .07 ea. 35.00
Total $126.00
Bicycle licensing stickers and forms from the State of California Department
of Motor Vehicles.
The use of the California sticker system will take the place of the "AC"
number stamped on the bottom of the bicycle frame. With the advent of the
new alloy frames, the use of steel stamps has caused problems. In some
cases, frames have veen dented or cracked when the stamp is hammered into
the bottom of the frame. This has a "chilling" effect on registration by
owners of expensive bicycles. This sticker system is the cheapest, safest
alternative to the "AC" stamp.
Art work for the poster is projected to be about $20. This will be done by
a Spokesmen member who is a graphic artist and at a reducted rate. Printing
is projected at $50 with the paper having already been donated.
