Report by Diane Lowart, Parks & Community Services Director and Paul McCreary., Recreation Coordinator ATTACHMENTS: None RECOMMENDATION: ~ Receive report and provide direction for 1999 Concert Series FINANCIAL STATEMENT: Funds are available for one additional concert in Fiscal Year 1998-99 DESCRIPTION: The 1998 Summer Concert Series featured three outdoor concerts in the Dublin Civic Center Plaza. Concerts were held on the 3rd Friday of June, July and August, from 6:30 p.m. to 8:30 p.m. Each concert featured a different type of music and food was sold by several non-profit organizations. A comprehensive marketing plan was implemented to advertise the concert series in the community. The Tri-Valley Herald served as a media sponsor for the event and, as such, provided four advertisements before each concert and a new street banner for San Ramon Road. ill addition to the . newspaper advertising, full color posters were hung in local businesses and flyers were distributed to all the elementary schools in Dublin and at all City facilities. Press releases were sent to the local media prior to each concert and Staff made an appearance on "Everything Local" on Channel 30. The 1998 concert series also featured one concert geared specifically for teens. This concert was held in late May and attracted 300 area teens. Additional teen concerts are being contemplated by the Youth Advisory Committee. Details regarding these concerts will be brought before the Council under separate cover. . At the November 16, 1998 meeting of the Parks and Community Services Commission, the Commission provided the following input for the 1999 Concert Series. CONCERT DAYS, DATES AND TIME The Commissioners expressed the desire to continue holding the concerts on Friday evenings at the Civic Center location. They felt that changing the day of the concerts after the. second season could be detrimental to attendance. However, the Commission suggested starting the concerts later so that commuters would be able to make it home in time for the concerts. The Commissioners also noted that it seemed like the concerts would end just as everyone was starting to dance. The Commission recommended holding the concerts on Friday evenings from 7:00 p.m. to 9:00 p.m. As shown on the previous page, the June concert had the lowest attendance. This could be attributable to the cooler temperatures in June. The Commission suggested adding two more concerts to the 1999 series and recommended having the first concert on the 4th Friday of June followed by two concerts each for the months of July and August, on the 2nd and 4th Friday of the month. Although they contemplated extending the season into early September, they were concerned that the concerts would conflict with high school football games typically held on Friday evenings. The Commission also discussed the feasibility of having weekly concerts at the Civic Center. While weekly concerts was the long-term vision of the Commission, they felt that it would be more prudent to . gradually expand the number of concerts each summer in order to judge the communities response to outdoor concerts. The Commission also expressed interest in combining the summer concerts with the farmers market if the farmers market continues to be held on Friday evenings. Although the farmers market is not within the purview of the Commission, they felt that the idea was worth consideration. ENTERTAINMENT When selecting entertainment, Staff tried to provide a wide variety of musical styles that would appeal to all ages. The Commission recommended selecting bands that perform songs that people know and to which they can dance. The Commission also requested adding either big band or classical music to the series. Other suggestions included disco and 50's beach party music. PUBLICITY The Tri-Valley Herald's sponsorship of the concerts provided the City with four advertisements prior to each concert. Media sponsorship is vital to the successful promotion of the concerts. Therefore Staff will be pursuing a similar sponsorship for the 1999 series. As part of the Fiscal Year 1998-99 Budget, funds were included to purchase banners for the light poles downtown that would provide additional exposure for the City's concert series. These banners will be purchased this spring and will be the same size as the seasonal banners already used downtown. The pole banners can be modified from year to year to reflect date changes if necessary. . -2- . . . t CONCLUSION In summary, Staff would concur with the recommendations of the Parks and Community Services Commission and would request City Council consideration of the following: 1) Expand concert series from three concerts to five concerts (4th Friday in June; 2nd and 4th Fridays in July and August) 2) Change the time of the concerts from 6:30 - 8:30 p.m. to 7:00 - 9:00 p.m. The City Council's input on any other aspects of the concerts would also be appropriate at this time. -3-
