Tri-Valley Transportation Traffic Model

Approve draft letter to Ms. Greenberg and TVTC and authorize
the Mayor to sign for the City of Dublin.
FINANCIAL STATEMENT:
None
DESCRIPTION: Barton-Aschman Associates is the consultant working on the
Tri-Valley Transportation Traffic Model. As part of the data input for this model,
the City of Dublin has been requested to submit a list of the arterial road system
which will be constructed and funded by the City or by Dublin developers. This road
system is called the Base Network. Dublin's list included Dougherty Road, Tassajara
Road, Fallon Road, and Hacienda Drive from 1-580 to Dublin Boulevard, all as four-
lane facilities.
Contra Costa County subsequently requested that Dougherty Road, Tassajara Road, and
Fallon Road be upgraded to six-lane facilities, that Hacienda Drive be extended from
Dublin Boulevard to Gleason Drive, and that Gleason Drive be added to the network.
Dublin's Staff has taken the position that if Dublin were to agree to these wider
roads and addition, Contra Costa County would have to fund its portion of the
improvements. Contra Costa County has since agreed to pay their share of these
improvements in Dublin based on Contra Costa county's traffic impacts. The Tri-
Valley Transportation Council has requested that letters be sent from both agencies
stating that Dublin and Contra Costa County will pay for these road improvements
prior to the TVTC showing the road system in the Tri-Valley Transportation Plan.
If the abovementioned roads are widened to six lanes and Hacienda Drive is extended
from Dublin Boulevard to Gleason Drive, there will be an additional impact on 1-580.
The projected level of service on 1-580 is "F" without these road widenings. These
improvements could exacerbate the congestion on 1-580 by allowing easier access to
the freeway. To mitigate some of the congestion on 1-580, Staff believes that
another east-west parallel road is needed. Therefore, Staff is recommending that
Highland Road between Tassajara Road and Highway 84 or Vasco Road be improved with
as many lanes as necessary to offset the potential traffic impact on 1-580 from
Contra Costa County development.
Dublin's Planning Department Staff has further identified some concerns with the
land use projections in the model. Dublin's Planning Staff is hosting a meeting
with Alameda County Staff to try to resolve these concerns.
Staff recommends that the City Council approve the draft letter to the Tri-Valley
Transportation Council.

Dear Madam Chairperson:
In response to the Tri-Valley Transportation Council's request, the City of Dublin
is sending this letter to confirm the City's position on the road systems to be
shown on the Tri-Valley Model for year 2010.
The City of Dublin does not object to the designation of Dougherty, Tassajara, and
Fallon Roads as six lanes, Hacienda Drive between Gleason Drive and Dublin Blvd. as
four lanes, and Gleason Drive as four-lane facilities, as long as Contra Costa
county pays its fair share of these projects and that Highland Road is constructed
to as many lanes as necessary between Tassajara Road and Highway 84 or Vasco Road to
relieve the t~affic demand on 1-580 to offset the potential traffic impact of Contra
Costa county development. The City of Dublin's developments will contribute their
fair share of the improvement cost of these projects based on the traffic generated
by the developments on these roads.
Therefore, the City of Dublin is requesting that the following be shown 0." the
roadway system of the Tri-Valley model:
1) Tassajara Road as six lanes between Contra Costa County and Dublin Blvd.
and as eight lanes between Dublin Blvd. and 1-580.
2) Dougherty Road as six lanes between Contra Costa county and Dublin Blvd.
3) Fallon Road as six lanes between Contra Costa county and Dublin Blvd.
4) Hacienda Drive, between Dublin Blvd. and Gleason Drive as four lanes.
5) Highland Road, between Tassajara Road and Highway 84 or Vasco Road, as
many lanes as necessary to offset the potential traffic impact of Contra
Costa County development on 1-580.
6) Gleason Road, between Hacienda Drive and Fallon Road, as four lanes.
