DESCRIPTION:
. On September 2, 1997, the City Council requested that staff develop a Genera} Plan Amendment policy
that would address a time table for completion of certain studies when the City Council has initiated a
General Plan study. The Council was concerned that some specific actions should be taken by applicants
for a General Plan Amendment to evidence progress on the project.
The proposed General Plan Amendment Policy identifies several benchmarks:
. What actions should be taken by an applicant to demonstrate progress.
. A time table to prepare a, specific application.
. Progress reports to staff and the City Council.
. After six months, either revocation or continued processing of the application based on progress.
Specific items covered by the policy cover what planning and environmental progress the applic~t should
make in a six month period after initiation of the amendment by the City Council. In addition, the
applicant would be required to submit a completed General Plan application and a environmental check
list that would help determine the future determination of either a negative declaration or environmental
impact report. Appropriate fees for staff review would also be required. Finally, the matter of progress
would automatically return to the City CoUncil for action after six months.
In summary, staff recommends adoption of this policy along with the six month period to gauge progress,
and City Council's direction at the end of the period.
