Direct Staff to prepare necessary revisions to Planning Commission Ordinance and Park & Recreation Commission and Senior Center Advisory Committee Bylaws and Rules of Procedure and present at a public hearing scheduled before the City Council on November 9, 1992. FINANCIAL STATEMENT: None. DESCRIPTION: . In June, 1992, Dublin citizens voted to directly elect the position of Mayor, beginning at the November, 1992 General Municipal Election. In accordance with the provisions for General Law cities which have a directly elected Mayor, the Mayor shall make all appointments to Boards, Commissions and Committees, with the approval of the City Council. In the past, appointments to the City's Planning Commission (PC) , Park & Recreation Commission (P&RC) and Senior Center Advisory Committee (SCAC) were made by individual Councilmembers. Terms ran concurrent with the appointing Councilmember for 4 years, and the appointee served at the sole pleasure of the appointing Councilmember. Appointees could be removed without the approval of other Councilmembers. Dublin Municipal Code Chapter 2. 12 specifies the regulations related to PC membership. Section 2 .12. 020 specifies that no person shall be appointed to more than two consecutive four year terms. The P&RC and the SCAC operate in accordance with Bylaws and Rules of Procedure. Appointments are made in the same manner as for the PC; however, no term limits are specified for members of either the P&RC or the SCAC. ---------------------------------------------------------------------- 'COPIES TO: Members of: ITEM N0. ♦ Planning Commission Park & Recreation Commission CITY C L E R K Senior Center Advisory Committee FILE l 1 /1 / 0 - AGENDA STATEMENT: Appointments Page 2 In order to comply with the new regulations whereby the Mayor makes all appointments, certain documents will need to be amended. These include: 1) Dublin Municipal Code Section 2 . 12. 020 A & B (PC) ; 2) Resolution No. 135-90 (P&RC) ; and 3) Resolution No. 48-92 (SCAC) .- Because the term of office for the City's directly elected Mayor is 2 years, the Council should determine whether terms for the 3 Boards should also be changed from 4 years to 2 years. From a practical standpoint, it would be appropriate for the Mayor to make an announcement at the first December City Council meeting each year with regard to which members of the 3 Boards will continue to serve and/or if openings will exist as a result of expiring terms. This will allow the City Clerk to comply with the provisions of Government Code Section 54972 which requires that a Local Appointments List be posted not later than December 31st. This list must indicate all appointive terms which will expire during the next calendar year, with the name of the incumbent appointee, the date of appointment, the date the term expires, and the necessary qualifications for the position. The City Council should also discuss the actual process to be used for making and confirming appointments. Staff recommends that the City Council review the issues, provide direction to Staff, and direct Staff to prepare the necessary documents for presentation at a public hearing at the City Council meeting of November 9, 1992. 2.12.010 Chapter 2.12 2.12.130 Appeals—Procedures. 2.12.140 Appeals—Transmittal PLANNING COMMISSION of record. 2.12.150 Appeals—Planning Sections: Director to be 2.12.010 Planning Agency represented. established. 2.12.160 Appeals—Notice of 2.12.020 Membership— hearing.
