In order to proceed with development of the master plan, Staff has prepared a Request for Proposals (attached) seeking the services of a consultant to work with Staff and a community task force to develop the ultimate uses for this park. Background: The City of Dublin adopted a Parks and Recreation Master Plan in July of 1994. The Master Plan provides direction for addressing the long-term recreational needs of the City and its changing population through the next twenty years. The plan contains goals, long-term policies and standards to guide the City in the acquisition, development and management of park and recreation facilities. The Parks and Recreation Master Plan includes standards for the following park and recreation facilities: .. City Park . Sports Park . Community Park . Civic Park . Neighborhood Park/Square . Comnlliility Center . Recreation Center . Aquatic Center . Senior Center . Community Theater Additionally the Master Plan includes prototypes for the following parks: City Park; Sports Park; Community Park; Civic Park; Neighborhood Park; and Neighborhood Square. The City of Dublin is experiencing major growth to the East of the current City which will more than double the size and population of the City within the next 20 years. It is anticipated that the majority of the new park and recreation facilities will be located in the Eastern expansion area. . The PrQject: The proposed project entails the development of a comprehensive master plan for the new 56:!: acre City Park which is located on Tassajara Road between the Transit Spine and Gleason Road on the Santa Rita property in Eastern Dublin. Planning (510) 833-6610 The City Park Standards as contained in the Parks and Recreation Master Plan envision that this park should offer a variety of recreational opportunities that attract a wide range of local age groups an. interests. It should feature large open space areas, unique natural and cultural areas as well as group picnic areas, interpretive centers, bicycling and hiking trails, sports facilities, recreational facilities and other unique features or facilities. An extensive community input process is anticipated for this project. The consultant will be working closely with a community task force to identify the recreational needs of the residents who reside in the immediate vicinity of the park as well as the recreational needs of the overall Dublin community who will be served by the park. As part of the design process, it is anticipated that the consultant will be assessing the development potential of not only the 56:1: City Park but also the 66i: Sports Park. Both of these park sites are located in Eastern Dublin and contain major community facilities. The ultimate uses that are determined for the City Park may be affected by the proposed uses for the Sports Park. For example, the City Park prototype currently indicates that an aquatics center will be located at this park. However, through the design process, it may be determined that the aquatics center would be better suited for the Sports Park. Conversely, the Recreation Center that is currently located on the Sports Park prototype may be better suited for the City Park. Work to be undertaken as part of this project includes, but is not limited to: · Review of the Parks and Recreation Master Plan and other related planning documents. . · Evaluation of existing inventory of park and recreatIonal facilities. · Assessment and prioritization of recreational needs of the community. · Preparation of opportunities and constraints map of the site. · Preparation of pre]imin~ry design alternatives for the site. · Preparation of master plan identifying recreational amenities planned for the site including the location and configuration of all site elements. : · Preparation of phasing plan for the park which identifies logical phases for development of the park and designates the park and recreational amenities which will be included in each phase. · Preparation of a prelimin~ry cost estimate for the proposed project. Selection Process: Five copies of your proposal should be submitted to the office of the Parks and Community Services Director by 5:00 p.m., August 29, 1997. Proposals may be hand delivered to 100 Civic Plaza, Dublin or mailed to P.O. Box 2340, Dublin, California, 94568. The following information should be provided as part of your proposal: · A brief narrative describing the fIrm's approach to accomplishing the project. · A Sl1mrn~ry of the frrm's background and capabilities, including information on the frrm's history and areas of specialization, or particular expertise. . · Identification and background of the individua1(s) who will do the actual design work and who will work with the City on a regular basis. An organization chart should be included as well as resumes for each individual. - - . Identification and background of any other consultants who are proposed to assist in the development of this project. . A statement of qualifications including a list of relevant projects that the firm has completed which are similar to the project described above. Submittals should include reference names and phone numbers. . Consultant fee schedule. . Statement of professional liability coverage. Following a review of the proposals, the City may elect to conduct interviews with qualified firms. The following criteria will be used in evaluating proposals: . Understanding of project . Education and experience of key personnel . Quality of completed work . Experience on similar projects . Ability to meet schedules .
