SUBJECT Resolution Establishing Position of Secretary

RECOMMENDATION. ) 1) Adopt Resolution
2) Authorize City Manager to proceed with recruitment for
secretary position.
FINANCIAL STATEMENT: Salary range $1,300 - 1,600 per month. Adequate funds have
been included in the 1983-84 budget.
DESCRIPTION During the 1983-84 Budget Hearings, the City Council authorized the
addition of a secretarial position to provide primary clerical
support to the Building Inspection Consultant and secondary
clerical support to Engineering.Planning and City Manager functions
when necessary.

Prior to commencing the recruitment for this position, the City
Council must establish a salary range for the position and approve
the job description (see attached) prepared by Staff.
In reviewing the requirements for this position, it appears necessary
that this position relieve the Building Inspector of as much counter
work as possible. This will require some training in order that the . .
secretary can perform para-technical tasks involved on permit
issuance. This position would also provide vacation relief for the
Planning Secretary and the Secretary to the City Manager.
It is recommended that the salary range for this position be benchmarked
with the salary range for the Planning Secretary, which is presently
$1,300-1,600 per month.

SECRETARY
Definition
This position serves as Secretary in the Building Inspection Office and provides
secondary clerical support to Engineering, Planning and City Manager's Office,. The
secretary will be required to perform difficult and responsible secretarial duties.
This work involves extensive public contact.
Examples of-Duties
- Assists the public with building permit issuance
- Answers routine building inquiries and provides routine information to interested
persons
- Develops and maintains departmental filing system
- Types and transcribes from dictating equipment, letters, staff reports and agendas
related to building inspection and any other municipal activities as directed
- Gathers source material and prepares a variety of information for the use of the
Building Inspector requiring knowledge of departmental policies and procedures
- Receives visitors, telephone calls and mail directed to the Building Inspection
Office, arranges appointments and meetings
- Attends evening meetings and takes minutes in the absence of the secretary to the
City Manager and Planning secretary.
Employment Standards
Experience and Training
- High School diploma or G.E.D. including or supplemented by course work in typing and
business office practices
- A minimum of five (5) years experience in performing progressively responsible secre-
tarial work

- Knowledge of modern office practices and procedures
- Knowledge of business English, punctuation, spelling and arithmetic
- Ability to learn, understand and interpret rules, regulations, laws and ordinances
affecting the operation of the city
- Ability to exercise good judgment, courtesy, and tact in meeting or talking with
the public and other city employees
- Ability to type at least 60 words per minute
- Ability to transcribe rapidly
- Shorthand is desirable, but not required
RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
ESTABLISHING THE POSITION OF -SECRETARY
WHEREAS, the Dublin City Council is desirous of providing support to
the Building Inspection function in the Dublin City Offices; and
WHEREAS, the City Council recognizes that the addition of this position
is necessary to provide an adequate level of service to the public; and
WHEREAS, the City Council has allocated sufficient funds in the City's
budget for this position.
NOW, THEREFORE, BE IT ALL RESOLVED that the Dublin City Council hereby
establishes the position of Secretary as described in the job description, which
is attached hereto and made a part hereof; and further establishes the following
salary range for this position as shown below:
