RECOMMENDATION: Appoint a two-person Council Subcommittee to work with Staff
~ develop and negotiate a Dublin/Pleasanton Agreement for the
n handling and transfer of funds collected under the East Dublin 1-580
Interchange Fee.
FINANCIAL STATEMENT:
The proposed Agreement will condition and establish procedures for
the transfer of East Dublin 1-580 Interchange Fees from Dublin to
Pleasanton. The Fee is proposed to collect $7,384,000 from Eastern
Dublin Development.
DESCRIPTION: In January of this year, the City Council adopted a resolution
establishing a "Freeway Interchange Fee" for future developments within the Eastern Dublin General
Plan Area. These fees, once collected, are proposed to be transferred to the City of Pelasanton to re-pay
Pleasanton for the over-sizing of the 1-580 interchanges at Hacienda Drive and at Tassajara Road.
As this Fee was voluntarily adopted by the Dublin City Council, and has been a sensitive issue between
the two Cities, Staff believes it prudent to have City Council input on the Agreement language and in the
negotiations.
Staff, therefore, recommends that the City Council appoint a two-Councilmember Subcommittee to work
with and provide direction to Staff on this issue.
