Bain Y}I' "\ FINANCIAL STATEMENT: None DESCRIPTION: At the January 7, 1997 meeting of the Dublin City Council, Mayor Houston indicated that he had been in contact with Col. Bain regarding a long term permit of property along Adams Street at Camp Parks for soccer purposes. Staff was directed to contact Col. Bain to initiate the process. Back.euround In April of 1996 the City Council received a presentation from Dublin United Soccer League (DUSL) regarding their plans to construct soccer fields at Camp Parks. The plan that was discussed entailed the development of soccer fields on approximately twenty acres of Camp Parks land over the ne},.i three to five years (Exhibit A). The first phase of the project was scheduled to begin in May of 1996 and consisted of development of one regulation-sized soccer field on approximately two acres of the available land. DUSL requested from the City, and was granted, $20,000 towards the cost of the field development. For the initial development of the first phase of the project, a Memorandum of Agreement between Camp Parks, DUSL and the City was executed. An agreement of this type can be approved by the Base Commander and can be terminated by the Army with 30 days notice. Prior to development of the remainder of the soccer fields, Col. Bain, had recommended that a request for a long term permit be submitted by DUSL. Staff has been in contact with DUSL to inquire as to the status of the request and has learned that a draft letter requesting the long term permit was under development, but has not yet been submitted to Col. Bain. They indicated that they would defer to the City if it was the desire of the City to pursue the long term permit. They did, however, want an assurance that they could still pursue development of the property as originally proposed. Staff has also been in contact with Col. Bain who has suggested that the City provide him with a letter requesting a long term permit for the property originally earmarked for development by DUSL. Col. Bain will then forward the letter with his recommendation of approval to a higher command at Fort Lewis. A draft letter is attached in Exhibit B for review and approval by the City Council.
