AGENDA STATEMENT CITY COUNCIL MEETING DATE: April 1 , 1997 SUBJECT: Summer Concerts at the Civic Center Report by: Diane Lowart, Parks & Community Services Director EXHIBITS ATTACHED: Drawing of Plaza RECOMMENDATION: 0~ Review and approve preliminary plans; provide direction on date ev. and type of band. FINANCIAL STATEMENT: The estimated cost to the City is $1,200.00 - $1,500.00; funds ",rill be included in the 1997-98 Fiscal Year Budget. DESCRIPTION: On February 25, 1997 the City Council conducted a Goals and Objectives Study Session to review the progress made on 1996 goals and objectives and to develop goals and objectives for 1997. At the suggestion of Mayor Houston, the following objective was added and was given a high priority rating from the City Council: Music at the Civic Center - Summer concerts with variety of music for Summer 1997; involve youth. Given the limited time frame with which to plan a concert series, the Council agreed that one concert for the upcoming summer would be a good beginning. :'.-:.. Staff would propose that the concert be held on a Friday evening in August, either August 8 or IS, from -, 6:30 p.m. to 8:00 p.m. The concert could be staged in the plaza area (see attached drav, ring) and people could sit on the grass or seat walls. It may also be desirable to set up chairs in order to provide additional seating opportunities. Staff would recommend that the music be upbeat and appealing to a broad range of ages and a theme may want to be considered (50's, 60's or 70's, beach music, big band, etc.). People would be encouraged to bring a picnic dinner and soft drinks and ice cream could be sold. Although the budget has not yet been finalized, Staff anticipates that the cost to the City to range from $1,200.00 to $1,500.00. The concert will be publicized through the Summer Schedule of Recreation Classes and Programs and on posters that will be distributed to the business community. The preliminary plans were reviewed by the Parks and Community Services Commission at their March 17, 1997 meeting. The Commission was enthusiastic about the plans that were presented and felt that either date (August 8 or 15) was acceptable. They did not have a firm recommendation on the music but agreed v,rith Staff that the music should be upbeat and appealing to all ages. It is the recommendation of Staff that the City Council review the preliminary plans for the Summer Concert at the Civic Center and provide Staff v,rith direction regarding the date for the concert and, if the Council has a preference, the type of band that should be sought. It should be noted that Staff is also considering another concert at the Civic Center for the month of September which would be geared for teens. Additional information on this concert will be brought .e.. before the City Council at a future meeting. ':. ------------------------------------------------------------------- ,.
