FINANCIAL STATEMENT: None
DESCRIPTION: In January of 1996, the City Council adopted a resolution
establishing rules for the selection of Vice Mayor. These rules state a Vice Mayor is to be selected at the
City Council's fIrst meeting in December, following certification of the results of the general municipal
election in even-numbered years.
Since the time of adoption of this resolution, Council meetings have been changed to the first and third
Tuesdays, and therefore, the Council's fIrst December meeting will occur on December 3 rather than
December 10. Also, following a Team Building Workshop in July of 1996, the Council indicated that the
City Council should certify the results of the election and recognize outgoing Councilmember(s) at the
fIrSt December meeting and then hold a special meeting the following night at which time the new
Council would be sworn in and a reception held for the new Council. The Council also indicated that City
Staff should coordinate a dinner for outgoing Councilmembers.
With respect to Commission and Committee appointments, the Council requested that Staff 1) advertise
City Commission/Committee vacancies in mid-November with a submittal deadline in mid-December; 2)
circulate copies of the applications to all CounciImembers; 3) place the Mayor's proposed appointments
for Commission and Committee vacancies on the first City Council meeting in January.
Outgoing Commission and Committee members have been recognized at the beginning of a City Council
meeting subsequent to the end of their term.

related to: 1) date for dinner for outgoing Councilmember(s); 2) determination of when and how outgoing
Commissioners/Committee Members will be recognized and confirmation of the meeting schedule for
election related activities.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

ESTABLISHING RULES FOR THE SELECTION OF VICE MAYOR
AND REPEALING RESOLUTION NO. 5-87
WHEREAS, the City consolidates its general municipal election with the statewide general election
held in November of even-numbered years; and
WHEREAS, Section 36801 of the California Govenunent Code provides for the selection by the
Council of one of its members as vice mayor.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin hereby
adopts the following rules:
I. ELECTION OF VICE MAYOR

Time. At the City Council's first meeting in December, following certification of
the results of the general municipal election in even-numbered years, the City
Council shall select one of its members as vice mayor.
At the City Council's first meeting in December of odd numbered years, the City
Council shall select one of its members as vice mayor.
Term. The vice mayor shall serve in such capacity for a I-year period, or until a
successor is selected.
Rules. The procedure for selection of vice mayor shall be in accordance with the
current edition of "Roberts Rules of Order".
BE IT FURTHER RESOLVED that Resolution No. 5-87 is hereby rescinded in its entirety.
PASSED, APPROVED AND ADOPTED this 9th day of January, 1996.

WHEREAS, the City Council desires to hold a Special Meeting on the evening following
certification of the election results, at which time the new Council will be sworn into office.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin hereby
adopts the following rules:
I. ELECTION OF VICE MAYOR
(a) Time. At the City Council's first meeting in December, the Council shall certify the
results of the election. On the following evening, the new Council shall be sworn into office and
immediately following, the City Council shall select one of its members as vice mayor.
