CITY CLERK File # ,9 I51[O - 4 0 AGENDA STATEMENT CITY COUNCIL MEETING DATE: April 7, 1998 SUBJECT: Proposal to have GoodTimes Pasta and Jazz Festival in Dublin (Report by Greg Reuel, Economic Development Manager) EXHIBITS ATTACHED: Exhibit 1: Letter dated March 31, 1998 from Michael Nohr, President of GoodTimes Promotions, Inc. RECOMMENDATION: 1. Receive Staff presentation on proposed GoodTimes Pasta& Jazz Festival n 2. Conceptually approve the use of City streets for the event \ 3. Conceptually approve the dates of September 12th& 13th to hold the event 4. Authorize Staff to negotiate conditions on Encroachment Permit with GoodTimes Promotions, Inc. FINANCIAL STATEMENT: Staff would propose that the festival be conditioned so that no net costs would be incurred by the City. DESCRIPTION: Good Times Promotions, Inc. has approached the City.with the desire to hold its annual Pasta and Jazz Festival in the City on the 12th and 13th of September(see Exhibit 1). The event would require the closing of Amador Plaza Road in order to accommodate over 180 vendors of food, drink, fine art and jazz performances. There will be no entrance fee associated with this festival that is expected to draw over 45,000 visitors. The GoodTimes Pasta and Jazz Festival will offer a variety of entertainment. Activities will include special events, a Friday Night Preview Party, a Saturday morning 5 & 10 K Fun Run, pasta and wine tasting, and lots of shopping at more than 180 fine Arts and Crafts and Commercial booths which line the streets. Entertainment will be continuous throughout the two day festival. A variety of Jazz including Dixieland, Big Band, and Contemporary will be featured. Delicious food will be serviced by area restaurants. GoodTimes Promotions, Inc. has managed a pasta and jazz festival in Pleasanton in the past and found the success and growth of the event needing a larger location. The Amador Plaza site in Dublin with the abundant parking in adjacent shopping areas seems to be an excellent fit for this festival. The use of Amador Plaza Boulevard would require an encroachment permit, which would be the mechanism used by the City to impose any conditions deemed necessary for the event. RECOMMENDATION: Staff recommends that the Council conceptually approve the holding of a Pasta and Jazz Festival in Dublin on the dates of September 12th and 13th and approve conceptually the closing of Amador Plaza Road for the event and direct Staff to work out the conditions of an encroachment permit with GoodTimes Promotions,Inc. to manage the festival at its cost and no expense to the City. March 31, 1998 Dear City Council Member, I would like to take this opportunity to introduce my company, GoodTimes Promotions, Inc. and my desire to hold a Pasta & Jazz Festival within the City of Dublin. I sincerely believe that this can help promote Dublin and its Downtown area in a positive manner. According to research by Petra Schumann for the California Arts Council in Sacramento, it is proven that festivals such as the one we are proposing provide direct economic benefits to the community, promote tourism, and facilitate community revitalization. According to the study cited above, festivals attract new customers into the stores, restaurants, and hotels, promote business year round, provide employment for local artists and provide an attractive destination for out of town and state visitors. Festivals, such as the one proposed, generate significant revenue for the region. It should also be noted that this Pasta and Jazz Festival will i employ local residents during the festival weekend. The Monterey Jazz Festival held each year in September generates a direct economic impact of $10,499,260. The average attendee at the Monterey Jazz Festival spends $330.00 per person. While this festival is much larger and has been in existence longer than the one we are proposing, the _ potential for economic impact to Dublin and the surrounding area businesses is great: The California Arts Council has been contacted regarding grant funding available for festivals. GoodTimes Promotions, Inc. will apply for funding if available in our area. GoodTimes Promotions, Inc. is a promotion and production company that is owned and operated in the Dublin community since 1987. The owners and staff have a commitment to providing quality festivals and events in the Tri-Valley area. GoodTimes Promotions, Inc. currently promotes and produces four events each year in the Tri-Valley with a total of 23 events in the last nine years. The staff and management of GoodTimes Promotion, Inc. are very enthusiastic about the prospect of producing this upscale event. Thank you for your consideration of holding this proposed event.
