FINANCIAL STATEMENT $12 ,778 is included in the FY91-92 Budget for
this event
DESCRIPTION one of the 1991 goals given a "high" ranking by
both the Parks and Recreation Commission and the City Council was to
coordinate an expanded St. Patrick's Day Celebration with the Dublin
Chamber of Commerce.
Background
For the past eight years, the City and the Dublin-San Ramon Lions Club
have worked cooperatively on the annual St. Patrick's Day Celebration.
The Lions Club has coordinated the parade while the City's Recreation
Department has planned the community celebration. Both events have
been well attended by the community.
For the 1991 event, the Dublin Chamber of Commerce proposed that the
City and the Chamber work cooperatively to expand the scope of the St.
Patrick's Day Celebration to include the business community. Although
the City was in favor of working with the Chamber to expand the
Celebration, it was determined that there was not sufficient time in
which to coordinate an expanded event for 1991. Therefore the City
Council directed Staff to work with the Chamber on the 1992 event.
1992 St. Patrick's Day Celebration
Staff has had several preliminary planning meetings with
representatives from the Chamber to discuss the 1992 Celebration and,
in addition, a steering committee has been formed to assist with the
planning of the celebration. Representation on the steering committee
is as follows:.

The committee has formulated preliminary plans for the 1992
celebration which include the traditional parade through downtown
Dublin, sponsored by the Dublin-San Ramon Lions Club, the community
celebration, sponsored by the City and the Chamber, and the
corned-beef and cabbage dinner and dance, sponsored by the Dublin
Sister City Association.
Staff has also conducted a survey of downtown businesses to obtain
their input on the parade route, sidewalk sales and promotional signs.
Attached in Exhibit A is a copy of the letter and questionnaire which
was sent to 410 businesses. of those businesses surveyed, 92 or 22%
responded to the survey. The survey responses have been compiled by
street and are attached in Exhibits B-G.
Parade
The parade route that has been used for the past four years utilizes
Amador Plaza as the staging area and then proceeds west on Amador
Valley Boulevard, south on Regional Street, east on Dublin Boulevard,
north on Village Parkway, west on Amador Valley Boulevard, ending at
Amador Plaza.
Although the aforementioned route has been used successfully for
several years, Staff continues to receive complaints from businesses
in the area who are not pleased with having the access to their
businesses blocked during the parade. Consequently Staff has looked
at alternate routes for the parade in order to address the concerns
expressed by these businesses.
Attached in Exhibit J are two possible parade routes for consideration
by the City Council . The current route is shown in blue and the
alternate route is shown in orange. The length of the current route
is 1.6 miles while the alternate route varies from 1.15 to 1. 35
miles, depending on the staging area.
The alternate route would traverse the north side of Dublin Boulevard
with staging at one of two possible locations: 1) Pak 'n' Save lot,
or 2) Sierra Court. The parade would end on Regional Street, one
block from the site of the community celebration.
The advantages to a lineal route on Dublin Boulevard are as follows:
1 . Since the parade could proceed in the westbound direction of
Dublin Boulevard, fewer business sites would be affected by
the parade route. With the exception of a few isolated
areas, many of the businesses south of Dublin Boulevard do
not have Saturday hours.
2 . Better traffic flow would result downtown. Amador Valley
Boulevard would be the main detour route to bypass Dublin
Boulevard. Eastbound Dublin Boulevard could also remain
open during the parade.
3 . The amount of labor, equipment and materials would be
significantly less to close one direction of travel on an
entire street as opposed to the current route which involves
traffic control on every major downtown street. This would
result in a savings to the City of approximately $2,000 .00 .
one major disadvantage to the linear route on Dublin Boulevard is that
the start/finish of the parade is not in the same location.

In addition, Exhibits H and I contain summaries of the survey
responses, by business, to each of the parade routes.
Generally, the businesses that favor the current parade route do so
because of it's proximity to the downtown area. The businesses that
are not in favor of the current route cite the continued inconvenience
to the same businesses, traffic problems and loss of business due to
isolation of businesses. The steering committee favors the current
parade route because of it's proximity to both the downtown area and
the site of the community celebration.
Business Participation
The Committee has developed a number of ways to gain business
participation in the annual celebration. Two of the suggestions
require action on the part of the City Council . They are as follows:
Promotional Signs
In order to advertise the celebration while gaining business support
for the celebration, the Committee has requested that the City 1)
waive the promotional sign processing fees, and 2) waive two weeks of
promotional sign display for individual businesses that a) obtain
promotional sign permits, b) include Dublin St. Patrick's Day
Celebration in the signage, and c) display the signage two weeks or
less prior to the March 14 , 1992 celebration date.
The processing fee for a Conditional Use Permit (CUP) for temporary
promotional signs, 60-day time frame, is $130 .00 . The processing fee
for an Administrative Conditional Use Permit (ACUP) for temporary
promotional signs, 30-day time frame, is $25 .00 , although the City's
fee waiver policy would allow Staff to grant a Dublin based non-profit
group a fee waiver for an ACUP.
The City Council has approved similar requests for the Dublin
Shamrock Potato Festival and for Red Ribbon Week.
Of those businesses surveyed, 39 indicated that they would participate
by displaying promotional signage, 34 indicated that they would not
participate, and 19 did not respond to the question.
Sidewalk or Outdoor Sales
The committee has requested that businesses throughout Dublin be
allowed to conduct sidewalk sales for one day only, the day of the
celebration, March 14 , 1992. Although the City's Zoning Ordinance
does not provide for sales of items outside of buildings, the St.
Patrick's Day Sidewalk Sales would be a component of the overall
celebration sponsored by the City of Dublin, and would, therefore, be
exempt from the ordinance.
Of those businesses responding to the survey, 32 indicated that they
would participate in sidewalk sales, 53 indicated that they would not
participate, and seven did not respond. Many of the businesses that
indicated that they would not participate in sidewalk sales were
service oriented businesses that did not conduct retail sales.
Community Celebration
It is proposed that the community celebration, once again, be held at
the Dublin Place Shopping Center. The event was held successfully at
the center in 1991 and the merchants were extremely pleased with the
exposure their businesses received. Further, the management company
for the center has granted permission for the center to again be used
for the celebration.
In addition to food and information booths sponsored by local service
clubs, the celebration will be expanded to include an arts and crafts
faire, a baseball card trading show, a children's game area and a
petting zoo. ongoing entertainment will be staged and the Committee
is investigating the possibility of having a children's stage as well.
San Ramon Regional Medical Center has also expressed interest in
staging a mini health faire as part of the celebration. In the event
that there are insufficient food booths sponsored by service clubs,
local restaurants will be given the opportunity to sponsor a booth.
Dinner/Dance
The Dublin Sister City Association will be hosting a traditional
corned beef and cabbage dinner followed by a dance at the Shannon
Community Center. As this event is in the preliminary planning
stages, more detailed information will be made available to the
Council at a later date.

The preliminary cost estimate for the St. Patrick's Day Celebration is

In conclusion, it is recommended that the City Council review and
provide input on the preliminary plans for the 1992 St. Patrick's Day
Celebration and take action on the following items:
1. Determine the parade route.
2 . Approve the site for the community celebration
3 . Adopt Resolution approving sidewalk sales and promotional
signs

Dear Business Owner:
The City of Dublin is making plans for the 9th Annual St. Patrick's
Day Celebration. As with in past years, the festivities will include
a parade through downtown Dublin and a community celebration at the
Dublin Place Shopping Center. The event is scheduled for Saturday,
March 14, 1992.
Currently there are two parade routes under review, and prior to
making a final decision on the route, we are soliciting input from the
local business community. The routes under consideration are as
follows:

Amador Plaza Road - Staging Area
Amador Valley Boulevard (south side) - West
Regional Street - South
Dublin Boulevard (north side) - East
Village Parkway (west side) - North
Amador Valley Boulevard (south side) - West
Amador Plaza Road - End

Staging of the parade typically begins at 7:00 a.m. with the parade
beginning at 9:30 a.m. The parade usually lasts one hour. The parade
will necessitate street closures on the affected streets however they
will be kept to a minimum.
As the parade and celebration will be in downtown Dublin, it is our
desire to allow the business community to be more involved with the
event. Two ideas under consideration include St. Patrick's Day
Sidewalk Sales and promotional sign variances.
Enclosed you will find a short questionnaire soliciting your opinion
on the parade route, sidewalk sales and promotional signs. Please
take a few minutes to complete the questionnaire and return it in the
enclosed self-addressed, stamped envelope. The deadline for receipt
of questionnaires is Monday, December 2, 1991.
Your comments will be included as part of a staff report on the St.
Patrick's Day Celebration that the City Council will be discussing at
their regular meeting of December 9, 1991. You are welcome to attend
the meeting which will be held in the Council Chambers at the Dublin
Civic Center, 100 Civic Plaza, Dublin, beginning at 7:30 p.m.

• Either route fine with us. Obviously, we'd prefer the route
passing our store on Amador Valley Blvd.
• Although this would force some street closure I feel that the
businesses would get plenty of foot traffic.

lose over 112 day revenue each time there is a parade.

o The St. Patrick's Day Parade is a City function that should
interfere with city commerce as little as possible. The
parade should go up Village Parkway to Amador Valley Right -
to Regional Street Left - to Dublin Blvd - ending at the
Sports Park/Civic Center. This design facilitates easy
organization, parking, egress and focuses on our three most
important Dublin civic areas - our schools, our business, and
our sports/civic plaza.

RESOLUTION NO. - 91
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
SUPPORTING THE 1991 ST. PATRICK'S DAY CELEBRATION
WHEREAS, the City of Dublin has for the last eight years
sponsored a community-wide St. Patrick's Day Celebration; and
WHEREAS, the City of Dublin and the Dublin Chamber of Commerce
have joined together for the planning of the 1992 celebration; and
WHEREAS, a committee comprised of representatives from the City,
the Chamber and the community has been formed to assist with the
planning of the celebration; and
WHEREAS, in an attempt to gain business participation in the
annual celebration the committee has recommended that businesses be
allowed to conduct sidewalk sales on the day of the celebration,
Saturday, March 14 , 1992; and
WHEREAS, the committee has further requested 1) a waiver of
promotional sign processing fees and 2) a waiver of two ( 2) weeks of
promotional sign display; and
WHEREAS, the request would be limited to those individual
businesses that 1) obtain promotional sign permits, 2) include "Dublin
St. Patrick's Day Celebration" in the signage, and 3 ) display the
signage two (2) weeks or less prior to the March 14, 1992 celebration;
and,
WHEREAS, the City Council finds that approval of these requests
promote the St. Patrick's Day Celebration in a positive manner.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Dublin does hereby approve these requests regarding sidewalk sales
and promotional signs .
PASSED, APPROVED AND ADOPTED THIS 9th day of December, 1991.
