RECOMMENDATION: Review the service level and provide comments to staff.

FINANCIAL Total contract costs for 1991-92 are estimated to be
STA'T'EMEN'T': $27 ,796 . Sufficient funds have been included in the
proposed 1991-92 budget.
BACKGROUND: Since March 1, 1988, the City of Dublin has contracted
with Alameda County on an annual basis for vector control services. Prior
to March. of 1988, services were provided on an as needed basis by the local
County Health Inspector.
The City contracts directly with the County in lieu of participating in the
countywide Vector Control Services District. The City funds vector control
services through the City' s General Fund. As a result, Dublin property
owners receive the same level of service as residents served by the Vector
Control Services District, but do not pay the assessment as part of their
property tax bill, as do other Service Area participants.
The County provides these services through the Vector Control Division of
the Department of Health Services. Services include:
1. Enforcing City Ordinances, State Health and Safety Codes and Admini-
strative Code Sections pertaining to vector control, including refuse
and animal waste.
2 . Inspecting and poisoning of creek areas for rats.
3 . Investigating public complaints and requests for service involving
insect, rodent and other animal vectors as well as conditions conducive
to harboring vectors.
4 . Conducting neighborhood surveys where there are high numbers of public
complaints concerning vectors.
5. Collecting rodents for laboratory examination for plague and for flea
counts.
6 . Inspecting potential sources of vectors and vector borne diseases,
i.e. , parks, pet shops, kennels and shopping centers.
7 . Investigating reported outbreaks of vector borne diseases .
8 . Surveillance of Rabies control and investigation of dog bites.

The City of Dublin has an ongoing contract with Alameda County for the
provision of these services (Exhibit 1 ) . The current agreement requires an
annual revision to adjust contract costs.
DISCUSSION: The County has supplied the City with a summary of the
services provided during Fiscal Year 1990-91 and with service/cost
projections for Fiscal Year 1991-92 (Exhibit 2) . The focus of Vector
Control services is to provide general information to the public as well as
areawide Vector Control services. The County provides both District
initiated activities and responds to citizen requests for service. Vector
Control cannot provide interior baiting or trapping on private property.
As indicated in the attached correspondence, during Fiscal Year 1990-91,
the County projects approximately 400 hours of service responding to
citizen requests for service, in addition to hours spent on various
administrative and District initiated activities. Of the 400 hours of
service hours provided this year, the County estimates 520 of their time to
be spent on solid waste management activities, 200 of their time on plague
control, 18% of their service hours on Rabies control, and the remaining
10% of their time on insect and general vector control activities.
The chart below presents a comparison of actual service hours provided
during 1989-90, the estimated service hours for 1990-91, and the projected
service hours for FY 1991-92 . As shown below, the number of service hours
relating to domestic rodent/plague control has decreased significantly.
The Vector Control Division indicates that they have received fewer calls
in the areas of rodent control and Rabies control and they expect this
trend to continue. This has allowed Vector Control Services to increase
service hours relating to prevention activities such as solid waste
management (garbage, rubbish and animal waste control) .
The County estimates providing the same number of service hours to the City
in 1991-92. Projected service hours as well as activities for 1991-92 will
remain consistent with those performed in 1990-91.

In addition to the above projections, the County estimates a slight
increase in the number of "equivalent benefit units" served from 7,129 to
7 , 200 ( lo) and an increase in the "benefit assessment rate" from $3 . 80 to
$3 . 98 ( 4 .70) . The number of Dublin "equivalent benefit units" indicated in
the proposed amendment to the agreement (Exhibit 3 ) is an estimate. The
actual number is based on the County Assessor' s records at the time the
County levies the property tax surcharge for those cities which are part of
the special district.
The "benefit assessment rate" is equivalent to the rate paid by each
residential unit in those cities participating in the Vector Control
Services District. The proposed 4 .7% increase in the "benefit assessment
rate" for 1991-92 is slightly lower than last year ' s 6% increase. The
special terms and conditions relating to the calculation of vector control
services are outlined in Exhibit 3 . Sufficient funds for the increased
program costs are included in the proposed 1991-92 budget.
In addition to reviewing the summary of services and costs provided by the
County, staff has also considered the following options with regard to
vector control services :
• Discontinue County vector control services
• Seek another service provider
• Participate in the Countywide Vector Control Services District
The advantages and disadvantages to each of these alternatives is discussed
below:
If the City of Dublin were to discontinue services offered through the
Vector Control District, then the City would revert back to receiving
services on an as needed basis through the local County Health Inspector.
The County Health Inspector would bile the City hourly for services
provided. While this may result in a cost savings to the City, the scope
of services would be significantly reduced. All proactive and maintenance
services currently being provided by Vector Control would cease.
In seeking another service provider, staff has considered both public and
private sector options. It appears as though the County Health Services
Department is uniquely qualified to offer the range of services currently
being provided. Because Vector Control Services is an arm of the Department
of Environmental Health, it has the authority to enforce State laws and
local ordinances. A private sector company would not have such authority.
In addition, staff is unaware of any other public or private agency
qualified to provide vector control services.
Lastly, the City could consider direct participation in the Countywide
Vector Control Services District. Presently, the City of Dublin is one of
three Alameda County cities not participating in the countywide District.
According to Alameda County both the scope and the cost of services
associated with participation in the District are identical to those
currently received by the City. The only difference would be that the
property owner rather than the City would be responsible for paying the
cost of service. Payment would be calculated on the property owner ' s tax
bill. The annual cost to the property would be approximately $4 . 00 per
year. The annual cost savings to the City- General Fund would be
approximately $27,796. Further, Vector Control Services would support the
City' s participation in the countywide Vector Control Services District.
In the event that the City Council is interested in pursuing this option,
staff could investigate the procedure necessary to participate in the
District.
If the City Council chooses to continue to contract directly with Vector
Control for services, then staff would recommend funding Vector Control at
the estimated program cost of $27,796 for Fiscal Year 1991-92. This level
represents a 5. 8% increase over FY 1990-91. The current agreement between
the County and the City provides for an automatic renewal of services.
The proposed amendment to the agreement provides for a slight increase in
the number of Dublin "equivalent benefit units" as well as an increase in
the "benefit assessment rate. " Staff recommends that the City Council
review the proposed amendment and if appropriate, adopt the attached
resolution amending the agreement between Alameda County and the City of
Dublin for the provision of Vector Control services for Fiscal Year
1991-92.
If the City Council chooses another option, staff will receive appropriate
direction.

politic of the State of California , and on behalf of the County Service
Area , hereinafter referred to as "COUNTY" and City of Dublin , a municipal
corporation , hereinafter referred to as "CITY" .
W I T N E S S E T Ho
WHEREAS , CITY which is not located within the boundaries of the County
Service Area for Vector Control ( V .C . No . 1984-1 ) , requests Vector Control
Services from the County Service Area and agrees to pay for the costs of
such services from its general funds ; and
WHEREAS , the County Service Area is willing to provide such services .
NOW, THEREFORE, it is mutually agreed as follows :
1 . The term of the contract begins on the 1st day of July 1988 and ends on
the 30th day of June , 1989 •
2 . COUNTY shall perform the following Vector Control Services within CITY
a . Enforcement of CITY Ordinances and State Health and Safety Code and
Administrative Code Sections pertaining to vector control including
refuse and animal wastes .
b . Inspection and poisoning of creeks for rats .
C . Investigation of public complaints and requests for services
concerning insect , rodent and other animal vectors as well as
conditions conductive to harboring vectors .
d . Neighborhood surveys where there are high numbers of public
complaints concerning vectors:-
e . Collection of rodents for laboratory examination for- plague and for
flea counts .
f. Inspection of potential sources of vectors and vector borne
diseases such as Shopping Centers , Parks , Pet Shops and Kennels .

a . CITY has appropriated funding for Vector Control Services in its
annual Budget .
b . County has calculated the CITY ' s payment based on the formula
contained in Exhibit A .
c . CITY shall pay to COUNTY the amount shown on Exhibit A in paragraph
11( c) as "Net Revenue . " Payment by CITY to COUNTY shall be invoiced
in equal installments during the Fiscal Year .
d . Payment shall be due within sixty ( 60) days after receiving an
invoice from COUNTY for services .
e . Monies paid by CITY shall be expended by COUNTY solely to provide
those vector control services as described hereinabove .
f. The "Net Revenue" as shown on Exhibit A shall automatically be
adjusted on "an annual basis , " as set forth in paragraphs 5 , 6 , 7
and Exhibit A . COUNTY shall provide a preliminary estimate to
CITY of anticipated adjustments to "Net Revenue" by April 15th of
each year . COUNTY shall notify CITY in Writing of the "Final Net
Revenue" for the Fiscal Year within 10 days of County Public
Hearing to establish Benefit Assessment Rate for area included in
V .C . No . 1984-1 .
11 . COUNTY shall keep a record of the money received from CITY . Such monies
will be deposited to the revenue account of the County Service Area for
Vector Control ( V -C - 19811-1 )
5 . Upon written request , CITY shall. have access to COUNTY ' S financial
records regarding this contract .
6 . a . COUNTY shall defend and hold harmless CITY , its officers , and
employees against any and all liability for injury or damage
caused by any act or omission of COUNTY , its officers , employees
or volunteers in the performance of this contract .
b . CITY shall defend and hold harmless COUNTY , its officers , and
employees against any and all liability for injury or damage caused
by any act or omission of CITY , its officers , employees or
volunteers in the performance of this contract .

7 . This contract shall. be automatically renewed each fiscal year . However ,
COUNTY and CITY shall have the right to terminate this contract with or
without cause at any time upon giving at least 30 days written notice
prior to the effective date of such termination .
8 . This contract can be amended only by written agreement of CITY and
COUNTY .
9 . Neither COUNTY nor any of its employees shall by virtue of this contract
be an employee of CITY for any purpose whatsoever , nor shall it or they
be entitled to any of the rights , privileges , or benefits of CITY
employees . COUNTY assumes exclusively the responsibility for the acts
of its employees as they relate to the services to be provided during
the course and scope of their employment .
10 . COUNTY shall assign a liaison to CITY with respect to the performance of
this contract .
11 . COU14TY assures that it will. comply with Title VI of the Civil Rights
Acts of 19611 and that no person shall , on the grounds of race , creed ,
color , handicap , sex or national origin be excluded from participation
in , be denied the benefits of, or be otherwise subjected to
discrimination under the contract .

Attached is the proposed contract Exhibit A for 1991-92 . The
exhibit includes an estimated 1% increase in equivalent benefit
units for Dublin and increase of the Benefit Assessment Rate from
$3 . 80 to 3 .98. The 5. 8% increase in the total contract was
necessitated by increased costs in personnel, services, and
supplies.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

AMENDING CONTRACT BETWEEN THE CITY OF DUBLIN
AND A7 AME A COUNTY FOR THE PROVISION OF
VECTOR CONTROL SERVICES
WHEREAS, since March 1, 1988, the City of Dublin has contracted with
Alameda County on an annual basis for Vector Control services; and
WHEREAS, in lieu of participating in the countywide Vector Control Services
District, the City of Dublin contracts directly with the County for these
services, and pays for program services with General Fund monies rather than
assessing Dublin property owners; and
WHEREAS, the Dublin City Council wishes to continue to contract with
Alameda County for the provision of Vector Control Services; and
WHEREAS, Section 7 of the current agreement between the City and the County
provides for automatic renewal of the contract; and
WHEREAS, it is necessary to amend the agreement in order to update the
contract SPECIAL TERMS AND CONDITIONS.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Dublin
does hereby amend the agreement between the City of Dublin and Alameda County for
the provision of Vector Control services, dated September 26, 1988, by
incorporating Exhibit A, which is attached hereto and shall be considered as a
part of this Resolution.
BE IT FURTHER RESOLVED, that this shall be effective July 1, 1991 and shall
supersede Exhibit A contained in the current agreement.
