FINANCIAL STATEMENT:
Cost for installing and dismantling holiday lights at the Civic Center
by Sierra Display is $3,000.84. Electrical work needed for extra
roof mounted outlets by Richardson Electric is $315. $300 for
miscellaneous lighting and equipment is also included. Total costs
for installing and dismantling holiday light for the Civic Center shall
be $3,615.84. First year operating costs shall be approximately
$500 for electricity. The annual operating costs are estimated at
$2,100 (electricity, maintenance, set-up and take doWn) for future
years. Sufficient funding is included in the budget.
DESCRIPTION: To help set a theme that makes the City inviting to visit during the
holidays, Civic Center Holiday Decorations were included in the 1996-97 Capital Improvement Program
as a high priority item.
The original thought was to decorate the Civic Center and transform the clock tower into a large holiday
tree via the use of strands of lights. Firms contacted could not design. an approach to making the clock
tower look like a holiday tree without exceeding the budgeted amount of $5,000. There was also a
concern over wind, mounting hardware and theft if lights from the clock tower were draped all the way to
the ground and the need for new electrical outlets within the clock tower.
Proposals were solicited from a number of fIrms. The City received two proposals. One proposal from
Sierra Display included lighting the Civic Center parapet wall with a single strand of lights at a cost of
$3,000.84. The other proposal from Holzmuller Productions included lighting the Civic Center roofline

with a single strand of lights at a total cost of $5,570. In order to stay within the adopted budget, lighting
of the Civic Center parapet wall (See Exhibit A) was considered the best investment for the City to cr.f.~te
a festive mood for the Civic Center.

The proposal by Sierra Display includes the installation and take down of all lights along with the storage .':',
of the lights. The majority of the installation cost is a one time charge to install clear plastic clips that will .:
hold the light strands in place. The low profile 1 1/2 inch square clips are attached to the parapet with
epoxy cement and will not be seen when the lights are taken down. Two new 20 amp electrical outlets
will be installed for capacity needed by the holiday lights.
Options given by Sierra Display include the City's choice of light color. Staff recommends using green
lights on the parapet to project both the holiday spirit and Dublin image. MultiMcolor, all white, red or
blue could also be used. Sierra Display has also given the option of a 18' lighted panel tree for outdoor
display in place of the lighting on the Civic Center. Price for the 18' lighted panel tree is $6,090.25.

Under the Sierra Display proposal, the City would own the lights for use in future years and could either
contract Sierra Display to install and take down the lights in future years or perform this task with City
personnel.

With reference to my original proposal dated October 30, the following is the
revised pricing for the lighting at City Hall. Included are the main office building,
pollee building, and the council chambers, lighting on the upper level only. All
materials and the installation technique are as described in my earlier proposal.
The pricing includes all neoessary photocell boxes to turn the lights on and off
(dusk to dawn lighting) and the extension cords necessary to run from the
service outlets on the HVAC units to the vicinity of the lighting. It will be
necessary to provide five 20-amp circuits to carry the load of the lighting; two
circuits on the main office and police buildings, and one on the council chamber. .
The circuits need to be properly located in the vicinity of the light line, or within ',:.:-
reach of the extension cords which are planned.

Greg, you also requested that I give some thought to other deoorating ideas for
the City Hall Complex. We discussed several of the magnificent light displays
that we have done for many communities across the country, but my feeling is
that simply incorporating one or two elements in that large area in front of City
Hall would not make much of an impact. These are the types of displays that
really require a lot of careful planning and it is important to include enouO'h focal
elements to really make a statement. In this case. I don't think your budget for
this year is large enough to provide an effective presentation.
One idea I did have, however, was for a Community Christmas Tree. While I
realize that a tree of this nature is somewhat over your budget, it is the best
option to consider in place of the building lighting. An 18' Tree with a 4' Star, or
22' overall height, is the minimum size that should be considered, and I really
feel that this is probably too small. It could work as a starting point, however,
since we can add sections in future years to Increase the overall height
Eventually, I think you would probably want a tree somewhere in the 35' to 40'
height range. The 22' Panel Tree (18' plus 4' star) would cost $4583.00, or a
total of $5,190.25 including sales tax and shipping. The cost for installation
services, including installation, takedown and storage would be $900.00.
