CITY COUNCIL MEETING DATE: December 12 , 1983
SUBJECT: Functional classification of streets and the
urban limits ; addition of City streets to the
F.A.U. System

RECOMMENDATION: TXApprove resolution determining urban. limits,
unctional classification of roads and designating
certain roads to be in the Federal-Aid System.
FINANCIAL STATEMENT: Will allow City more streets on which to apply for
and spend Federal Aid to Urban monies .
DESCRIPTION: A number of months ago, the State (Cal Trans)
requested cities to review and recommend changes in their Federal
Aid to Urban Systems .
The City Engineer requested that certain streets
or portions of streets be added to the City' s existing F .A.U.
system and an extension of the City' s urban limits . The purpose
of these extensions was to give the City more flexibility in
finding eligible projects within the City for F.A.U. funding.
The street extensions are: 1) Dougherty Road
from Dublin Blvd. north to the city limit, 2 ) Amador Valley Blvd. ,
Village Parkway to Dougherty Road, and 3 ) Davona Drive, Alcosta
Blvd. to Village Parkway. The existing urban limit on the west
follows Dougherty Road up to the railroad tracks, then up the
Southern Pacific Railroad right-of-way. Staff is proposing to
extend this limit to conform to the City limit line. The existing
urban limit on the west generally follows the City limit line,
except that it leaves out the area north of Shannon Avenue and
west of San Ramon- Road. Staff is proposing to extend this westerly
urban limit all the way to Hollis Canyon.
Staff has already applied for F.A. U. monies on the
new Amador Valley Boulevard extension and has been successful in
its completion within the tri-valley area for funding.
The F.A.U. funding is apportioned to eligible
projects on a 86% Federal, 14% local matching basis .
A map of these changes (Exhibit A) will be available
at the Council meeting.

Dear Mr. Ambrose:
The attached map and tabulation depict the proposed revision to the Oakland/
San Francisco Urban Area in the vicinity of Dublin. The Urban Limit changes
are to coincide to the 1980 census tract boundaries as required by FHWA. The
additions to the F.A.U. system of streets are those proposed by your staff
and Alameda. County Department of Public Works. Please have your City Council
accept this proposal by resolution. A sample resolution is provided as a
guide. The resolution must speak to three issues - ie - The Urban Limits,
the addition of the streets to the system at a specific functional classification.
The attached map and tabulation are offered as exhibits to your City Resolution.
Please return two of the three copies with copies of your accepting resolution.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

DETERMINING URBAN LIMITS, FUNCTIONAL CLASSIFICATION
OF ROADS, AND DESIGNATING CERTAIN ROADS
TO BE IN THE FEDERAL-AID SYSTEM
WHEREAS, the Federal Highway Administration has requested revised
urban limits to reflect the 1980 Bureau of Census boundary; and
WHEREAS, the currently approved functional classification of all
streets and roads has been reviewed; and
WHEREAS, under regulations issued by the Secretary of Transportation
under the Federal-Aid Highway Act (Title 23 U. S. Code) , the CITY with the
concurrence of the California Department of Transportation, has been
designated to select a Federal-Aid Urban System in this CITY.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Dublin, State of California, that:
1 . This Council concurs in and approves the urban. limits as
shown on EXHIBIT A.
2 . This Council concurs in and approves the functional
classification of streets and roads as shown on EXHIBIT A.
3 . This Council concurs in and approves the roads as graphically
shown on EXHIBIT A and as designated in EXHIBIT B (all exhibits
being attached hereto and hereby made a part of this resolution)
as additions, to and deletions from the Federal-Aid Urban
System eligible for Federal-Aid in the City of Dublin, State
of Californa, subject to the concurrence of the California
Department of Transportation and approval of the Federal
Highway Administration.
