The fiscal impacts of this project were addressed as part ofa fiscal
analysis performed for the project. The City Council reviewed the fiscal
analysis as part of the PD Rezone and Development Agreement
applications in January of 1995. In summary, the fiscal analysis
concluded that this project is consistent with the fiscal policies in relation
to provision of infrastructure and public services of the City's General Plan
and the Eastern Dublin Specific Plan and General Plan Amendment.
This application for Site Development Review is for Phase 2 of Hacienda Crossings (formerly the Santa Rita
Conunercial Center). The proposal for this phase of the 53 aCre commercial center consists of 305,00Oi: square
feet of retail space. A proj ect site plan, landscape plans, and building elevations are located on Exhibit I. The
proposed proj ect would be located at the southeast comer of Hacienda Drive and Dublin Boulevard.

BACKGROUND:
.
The Hacienda Crossings project (formerly Santa Rita Commercial Center) has included a PD Rezone to a
General Commercial Planned Development, a Development Agreement between the City of Dublin, Alameda
County and Opus Southwest (originally Homart), and two parcel maps. Auto Nation has an approved project on
the eastern 20 acres of the original 75 acre site and Opus Southwest is the new developer of the 53 acre
conunercial center. On January 23, 1995, the City Council approved a Mitigated Negative Declaration for the
Project. On January 31, 1995, the City Council approved the P.D. Rezone and Development Agreement. Two
Parcel Maps have been approved on the project site; one separated the Auto Nation Site from the proposed
conunercial center; the other separated the center into four lots. At the public hearing on the PD Rezone, the
City Council approved conditions that require approval of the Site Development Review Application for this
project be made by the City Council at a public meeting.
In June, 1997, the City Council approved the Site Development Review application for Regal Theater, a 20
screen theater plus an Imax. Staffhas received and is processing an application for a building permit for the
theater.
ANALYSIS:
Center Design:
The architects for the retail portion of the project, SGPA, have worked closely with the architects for the theater.
Staff believes that SGP A and Opus Southwest have designed a retail center that will work with the theater's.
design to create an exciting and unique destination entertainment/retail center for the Bay Area. Staff is
extremely pleased with the design of the Center.
Design Team:
The Applicant's design team includes SGPAfrom San Francisco (coordinating the entire project) and Gates and
Associates as the landscape architecture for the entire site. The Applicant and representatives from these firms
will be present at the meeting to answer questions regarding the Project.
Site Plan:
The theater provides a focal point for the entire Center. Connecting to the theater is an Entertainment Village
area which is oriented towards pedestrian traffic. The Entertainment Village faces in towards a central court
with a focal point comprised of boulders of various sizes that will spray mist. Staff anticipates that this area will
be a popular walking, shopping and gathering place. Retail space will be for smaller, pedestrian~oriented users.
The larger retail spaces will be oriented south and southwest on the site, facing the freeway, with the rear of the
structures facing Dublin Boulevard.
Access to the Center will be from one point at Hacienda Drive and three points on Dublin Boulevard. All .
access points will be constructed as part of the fIrst phase of construction of the project (Regal Theater).

Pedestrian circulation will encourage walking between the theater, Entertainment Village and the future large
retail tenants along Dublin Boulevard. Since the layout of the pads and hotel has not yet been finalized, a
condition of approval recommends that staff review and approve the final pedestrian circulation plan.
A bus stop will be installed at the Entertainment Village area, providing convenient access to the theater and
other attractions of the center. Areas not proposed for development with this Phase will be fenced offuntil
developed.
The developer is providing more parking than is required by the Planned Development standards for the site.
They are providing 534 spaces more than the required retail component of the Center and the theater.
Additional parking will also be provided when the pad areas are approved.
Elevations:
The Retail Center and Entertainment Village have used elements from the art deco style theater to bring the project
together. Neon fins, geometric shapes and lines have been incorporated into the elevations of the project. The
theater's color theme incorporated earth tones and reddish colors. The Retail and Village areas use these colors as
well as well as brighter accent colors of yellow, purple and green.
Retail Center Elevations:

The Architect has used art deco elements and landscaping to integrate the larger scale retail center with the theater
and Entertainment Village portion of the project. Each tenant in the retail portion of the Center has an embellished
entryway, with arches and geometric roof lines. On each side of the entry way is a variation of the theater's fin
element. Neon lighting on the fms (as used at the theater) are found along entryways, at major tenants and at the
large fin element in front ofM6. Materials to be used on the buildings provide a variety of texture and color.
Both split face block and a form of stucco like material called EIFS will be used. Walls between the retail spaces
reflect the same patterns that were approved for the theater. The large neon fm element at M-6 will help draw
people from the Entertainment Village along the pedestrian path towards the larger retail tenants.
Retail Center Elevations/DublinBoulevard:
The orientation of the retail center is facing towards 1-580. Therefore, the rear of the buildings and loading areas
are either along Dublin Boulevard or along the road (Auto Nation Drive) to the east-of the site. The Dublin
Boulevard orientation has been a concern for City Staff. To put the issue into perspective, the buildings will be
between 22 and 26 feet high and run from the first intersection (where the hotel will be) to Myrtle Drive. Along
this stretch of Dublin Boulevard, the seven buildings of the Center will face their rear wall to Dublin Boulevard.
The buildings are broken at one point by a major entryway to the Center. Additionally, there are two other entries
to loading areas of the project. .

The proj ect architect and developer have tried to address staff's concerns by softening the building walls by use of
extensive landscaping and some use of decorative elements. The rear elevations make use of the same type of wall
treatment that is used in the front with colored protruding blocks and vertical bar elements. In some instances the
building wall changes height to bring up the roofline. In addition, a trellis element will be used that will have
vines growing on it.

after the landscaping has approximately five years to grow. In the interim, the City Council should try and
visualize the project without cover of landscaping.
It is difficult to' visualize how the project will look from Dublin Boulevard. Therefore, Staffhas requested that a
model be prepared and presented at the City Council meeting that will show in 3D the Dublin Boulevard view of
the project. Staffwould like to request that the City Council review the plans and model and determine if the
Applicant has adequately screened and softened the Dublin Boulevard view of the project.
The project plans show an eight foot screen wall along Dublin Boulevard. The purpose of the wall is to screen the
loading areas from the public right-of~way. Staff recommends that the screening wall design be substantially
consistent with the wall to the north of Dublin Boulevard. This would provide for a more cohesive design along
Dublin Boulevard. Based on a Staff review of the fmal wall plans, it may be possible to incorporate some
elements of the Center design at the pilaster areas. Additionally, the entryways to the Center could be enhanced
with special colors or lighting. Staffhas included a condition requiring this modification. The Applicant has
indicated their agreement with this condition.
Entertainment Village Elevations:
The Entertainment Village has been designed to work with the theater and create an environment for the
pedestrian, smaller shops and restaurants. The Village has a 360 degree design with the comers of buildings bui..Ji..
up as focal points. Awnings will be used to break up the massing of the buildings and bring the buildings into a.
pedestrian scale. Staffhas added a condition that will give the applicant the ability for the larger tenants (over
3,500 sq.ft.) in buildings F3 and F5 to vary from the design of the center and display their business identity with a
unique design, if desired, around the entrywayand in a defined area along their secondary frontage (parking lot).
The design would vary on a case by case basis with staff reviewing for consistency with the overall intent of the
Village concept.
Many elements have been added to encourage pedestrian activity, such as, lighting with decorative banners,
landscaped pots, seat walls, and a focal point of several misting boulders of various sizes. Staffhas been
encouraging Opus Southwest to consider some public art in this area rather than the misting boulders. We would
like the opportunity to continue to work with the Applicant in this area. Therefore, a condition of approval is
included that should the Applicant replace the misting boulders with public art, the City Council would review the
proposal. The Applicant has indicated their agreement with this condition.
Staff is very pleased with the effort and results of the Applicant and their architects to create this type of
environmentlinked with the theater.
A color and material board, colored elevations, perspectives and a model of the rear of the buildings will be
displayed at the meeting.

Landscaping:
The landscaping for the site has been designed to accent, compliment and provide unifying elements for the design
of the theater and center. Pages 6 through II of Exhibit I illustrate the conceptual landscape plans for this phase
of the center. This includes landscaping, landscape furniture, lighting and accents for the north of the Center's
main drive, as well as in the Entertainment Village.
Canary Island Date Palms are used at the maj or center entrances, along pedestrian paths and at accent points
around the center to provide strong vertical elements. These palms are accented by special lighting . A lighted
monolith, is placed at the center entrances to repeat one of the strong design elements used at the theater and on the
freeway signage. The proposed landscaping for the site is consistent with the requirement of 20 percent of the
Planned Development.
Pedestrian walkways within the parking area are tree lined and easily recognizable. Additionally, they are
landscaped with many trees to provide an incentive for people to use them. The pedestrian walkways will
eventually (when the entire site is developed) provide clearly delineated pedestrian connections throughout the
center.
Landscaping, lighting, landscape furniture, accent features, signnage and lighting all are important details that set
the tone for the Center. Gates and Associates as well as SOP A have done an excellent job of bringing the Center
together with these materials.
. Consistency with the General Plan, Eastern Dublin Specific Plan and Zoning Ordinance:
The proposed Site Development Review application is consistent with the City of Dublin General Plan, the
Eastern Dublin Specific Plan and General Plan Amendment and Zoning Ordinance. Development of the
proposed shopping center will implement goals of the Dublin General Plan and Eastern Dublin Specific Plan.
The process of Site Development Review is consistent with the requirements of the Zoning Ordinance and
Eastern Dublin Specific Plan. Additionally, requirements of the Eastern Dublin Specific Plan for design review
will be satisfied by this review of the design of the Project by the City Council.
Environmental Review:
This project is a component of a larger project ("the Santa Rita Commercial Center Project"), which also
includes a rezoning and a Development Agreement that the City previously approved on January 31, 1995. The
Santa Rita Commercial Center Project, in turn, was within the scope of the Eastern Dublin Specific Plan and
General Plan Amendment, for which a Program EIR was previously certified (SCH No. 91103064). A
Mitigated Negative Declaration (SCH 94113020) already has been approved for the Santa Rita Commercial
Center Project which, together with the Program EIR, adequately describes this project for the purposes of
CEQA. Since the Mitigated Negative Declaration was adopted, the City has identified no changes in the Santa
Rita Commercial Center Project or in the circumstances under which the Santa Rita Commercial Center Project
is to be undertaken or any other new information which requires revisions to the Mitigated Negative Declaration
or to the Program EIR.

Conclusion:
The City Council's approval this evening would allow for the development of Phase 2 of Hacienda crosSings.
Entertainment Center. Approval of the project will work towards completing a new entertainment retail center for
the City and will be an admirable addition to the City of Dublin. Staff requests that the City Council review the
plans, model and elevations for the project to determine if the Dublin Boulevard elevations have been adequately
softened and screened, then approve the project as conditioned.
RECOMMENDATION:
Staff recommends that the City Council conduct a public meeting, deliberate, and adopt the Resolution
approving the Site Development Review for the Retail and Entertainment Village Portion of the Hacienda
Crossings Entertainment Center.

Project Description
Hacienda Crossings is a proposed entertainment / major retail center located on approximately
31.5 acres at the Northeast comer ofInterstate 580 and Hacienda Drive. This second phase of
the project consists of an approximately 45,400 gross square foot retail / restaurant plaza located
north of the previously approved theatre project with parking for 382 cars. To the north of the
theatre and retail / entertainment village site is 259,590 gross square feet of retail space with
parking for 1298 cars.
This phase of the project is part of a larger master plan for a proposed entertainment / x:etai1 center
to be located on the site of approximately 53 acres. The project will ultimately consist of a
95,518 square foot theater, the 45,400 square foot retail / restaurant plaza, 25,781 square feet
offree standing restaurant pad buildings, a hotel project, 259,590 square feet of retail space and
a 2,800 square foot gas / service station. The project will ultimately consist of approximately
3,276 parking stalls and will be parked at an overall ratio of 7.3 cars per 1000 square feet. .
The project is n.o.t located on a hazardous waste and substances site.

OF THE CITY OF DUBLIN

APPROVING PA 97-003, SANTA RITA COMMERCIAL CENTER, PHASE TWO,
SITE DEVELOPMENT REVIEW FOR THE RETAIL AND ENTERTAINMENT VILLAGE
PORTION OF THE HACIENDA CROSSINGS ENTERTAINMENT CENTER
WHEREAS. Opus Southwest has requested approval of Site Development Review for the Retail
and Entertaimnent Village portion of Hacienda Crossings; and
WHEREAS. the Planned Development that was approved for this site requires that the
application for Site Development Review be approved by the City Council at a public meeting; and
WHEREAS. the Site Development Review for the site is a component of the Santa Rita
Commercial Center Project. That project is within the scope of the Eastern Dublin Specific Plan and
General Plan Amendment. for which a Program EIR was certified (SCH 91103064). A Mitigated
Negative Declaration (SCH 94113020) has been approved for the Santa Rita Commercial Center Project.
That Mitigated Negative Declaration together with the Program EIR adequately describes the total
project for the purposes of CEQA; and
WHEREAS. there have not been any identified changes in the Santa Rita Commercial Center
(now known as Hacienda Crossings) Project or in the circumstances under which the Santa Rita
Commercial Center Project is to be undertaken or any new information which requires revisions to the
Mitigated Negative Declaration or to the Program EIR; and
WHEREAS. the City Council held a public meeting on said application on October 7. 1997; and
WHEREAS. proper notice of said public meeting and a ten day public review period was given
in all respects as required by law; and
WHEREAS. the staff report was submitted recommending the City Council approve the Site
Development Review application subject to Conditions of Approval prepared by Staff; and
WHEREAS. the City Council did hear and use their independent judgment and considered all
said reports. recommendations and testimony hereinabove set forth.
NOW. THEREFORE. BE IT RESOLVED that the City Council ofthe City of Dublin does hereby find
that:
A. The approval of this application (P A 97-003) is consistent with the intent/purpose of
Section 8-95.0 (Site Development Review) of the Zoning Ordinance.
B.
The approval of this application. as conditioned. complies with the policies of the General
Plan, with the Eastern Dublin Specific Plan and with Planned Development Regulations
for P A 94-001 which would allow a retail entertainment center as a permitted use at this
location.

1 Except as specifically modified elsewhere, PA 97-003 PL Ongoing
Santa Rita Commercial Center Site Development
Review is approved for the construction of 305,000
sq.ft. of the retail and Entertainment Village portion of
the Hacienda Crossing Center. This approval shall
generally conform to the plans labeled Exhibit 1,
consisting of 17 sheets, prepared by SGPA Architects,
Gates and Associates, Landscape Architects, dated
received September 23, 1997, and a color a material
board dated received by the Planning Department on
August 4,1997, and stamped approved.
2 The Applicant is responsible for those Conditions of PL Ongoing
Approval of Resolution No. 6-95 for PA 94001, the
Santa Rita Commercial Center Planned Development
Rezone; those obligations of the Development
Agreement Between the City of Dublin and Homart
Development Co. and Surplus Property Authority of the
County of Alameda for the Tri-Valley Crossings
Project/Santa Rita Commercial Center, adopted by
Ordinance No. 3-95 for which the Applicant is
responsible; the Conditions of Approval of PA97-003,
Phase I, Regal Theater Site Development Review,
where applicable; the Conditions of Approval of
Resolution No. 3-95 (of the Planning Director) and
Resolution No. 4-97 (of the Community Development
Director for PA Nos. 95-013 and 97-003 approving
Tentative Parcel Map 6879 and 7116, and any
amendments thereto relating to zoning regulations,
subdivision, and improvement of the property.
3 The Applicant is responsible for complying with all PL Ongoing
applicable mitigation measures of the Santa Rita
Commercial Center Project Mitigation Monitoring Plan
approved by the City Council on January 23, 1995,
relating to the subdivision and associated
improvements of the project site.
4 Minor modifications to location and size of buildings on PL Ongoing
the site plan may be approved by the Community
Development Director. Modifications that improve the
quality of materials may be approved by the Community
Development Director. Modifications to overall design
concepts and/or reduction in quality of materials may be
made by the City Council.

5 The Applicant shall comply with all applicable B BLDG
regulations and requirements of the Uniform Building
Code and the State of California, Title 24 provisions.
6 The Applicant shall comply with all applicable City of PL, PW, PM&
Dublin Site Development Review Standard Conditions, PO BLDG
City of Dublin Public Works Typical Conditions of
Approval for Subdivisions, and City of Dublin Non-
Residential Security Requirements. In the event of
conflict betvJeen any of these conditions and the
attached conditions, these Conditions shall prevail.
(Exhibit 4 to the Staff Report).
7 Approval of this Site Development Review shall be valid PL Ongoing
for one year, until October 7, 1998. If construction has
not commenced by that time, this approval shall be null
and void. The approval period for the Site
Development Review may be extended six (6)
additional months (Applicant must submit a written
request for the extension prior to the expiration date of
the permit) by the Community Development Director
upon the determination that the conditions of approval
remain adequate to assure that the above stated
findings of approval will continue to be met.
8 The permit shall be revocable for cause in accordance PL Ongoing
with Section 8-90.3 of the Dublin Zoning Ordinance.
Any violation of the terms or conditions of this Site
Development Review approval may be subject to the
issuance of a citation.
9 Prior to the issuance of building permit all applicable B, PL, SLDG 45-59,
fees shall be paid. These fees shall include, but not be ADM 119,
limited to, those fees required by City Ordinances such 286, 165
as Traffic Impact Fees, Traffic impact fees to reimburse
Pleasanton for freeway interchanges, Noise Fees,
Public Facilities Fees, School impact fees, Fire impact
fees, Affordable housing in-lieu fees, Specific plan
implementation fees, or any other that may be adopted.
The Tri-Valley Transportation Council is presently
studying the development of a Regional Transportation
Impact Fee. If this fee is adopted by the City of Dublin,
or incorporated into Dublin's Eastern Dublin Traffic
Impact Fee prior to building permits being issued, then
the unissued building permits shall be subject to the
new or revised fee. The present City of Dublin TIF will .
be calculated at the time of issuance of Building permit.
In addition, all fees required by DSRSD, DRFA or its
successor, Zone 7, shall be paid in accordance with

those Agencies' ordinances and regulations. If the
development agreement approved for this project
conflicts with this condition, the development
agreement shall prevail.
10 The Developer shall comply with applicable Alameda F,PW, Ongoing 8,18,

requirements or as determined based on specific

building permits applicant shall provide documentation
that all such requirements have been met.
SIGNAGE
11 Any signage on the site shall be in accordance with an PL Ongoing
approved Master Sign Program.
UTILITIES
12 The retail uses shall institute a solid waste recycling Adm Ongoing 103
program.
13 City Staff shall review and approve a utility siting plan PW, PL GRAD
showing that transformers and service boxes are placed
outside of public view where possible and/or screened.
14 Building plans shall include water efficient fixtures to B BLDG 125
City standards.
PARKING
15. All parking shall conform generally to the plans shown PW, PL BLDG
on Exhibit 1. Prior to issuance of building permit a
detailed parking plan shall be submitted. Public parking
spaces shall be double-striped with 4-inch wide stripes
set approximately 2 feet apart as shown on the "Typical
Parking Striping Detail" available in the Planning
Department. Handicapped, visitor, employee and
compact parking spaces shall be appropriately
identified on the pavement and designated on the
parking plan. The Developer shall provide a minimum
one foot wide raised curb or equivalent on landscape
fingers and islands adjacent to parking stalls. All
landscape planters within the parking area shall
maintain a five foot curb radius to facilitate vehicular
maneuvering.
16. The parking area south of M 11 and adjacent pad F9 PL, PW BLOG
shall be reviewed by staff to ensure that adequate
driving aisles, maneuvering and landscaping is
provided at the southeast property line with Auto
Nation. Revised parking and landscape plans shall
detail how that area will be handled.

17. A bus stop will be provided for the complex. The PW, PL BLDG
ultimate location shall be as designated by LAVTA but it
is expected to be at the east-west road adjoining the
retail area to the north of the theater. Interim bus
stop(s) may be provided near the theater as approved
by the Public Works Director/City Engineer. Bus stops
will require special pavement design to accommodate
the heavier loads. The location of any temporary and
permanent bus stops shall be shown on the detailed
parking plan.
18. Bicycle parking shall be provided near all building PL, PW BLDG
entries
ARCHITECTURE
19 All ducts, meters, air conditioning equipment and other PL, B BLDG
mechanical equipment that is on-site or roof mounted
shall be screened from view of all public rights of way. A
screening plan shall be submitted for review and
approval by the Community Development Director and
Building Official prior to approval of Building Permit.
Said screening plan shall show that all ducts, meters,
air conditioning equipment and other mechanical and
utility equipment shall be effectively screened from view .
with materials architecturally compatible with the
materials of the structure.
20 All trash enclosure areas shall be constructed with roof PW, PL BLDG
coverage on concrete pads. Drainage for trash
enclosure areas shall not tie into DSRSD sanitary
sewer lines.
21 At the time of tenant improvement, staff will review the PL,B BLDG 279
location and design of the trash/service area. Such (Tenant
review will include location, size, and screening. Trash Improv.)
enclosures shall provide for collection and sorting of
petrucible solid waste as well as source separated
recyclable materials.
22 All masonry walls, including screen walls shall have PL,B BLDG
masonry caps instead of metal.
23 The Dublin Boulevard screening wall shall be revised to PL, PW BLDG.
be substantially consistent in material, color and design
as the wall to on the north side of Dublin Boulevard.
Accent features at the pilasters as well as neon lighting
and accent colors at the entries to the project will be
considered by Staff at the time of submittal of final
plans. .
24 Neon elements on fins and/or other accent features PL SLDG
shall be included in the final building plans in the
Entertainment Village (buildings F3, FS, F6 and F7)

25 The interior elevations of the Entertainment Village shall PL BLDG
generally be storefront-type, pedestrian-oriented
designs, with a minimal use of solid walls. Any murals
or art work shall be approved by City Staff for
compatibility with the overall design and intent of the
Entertainment Village Area.
26 Tenants in the Entertainment Village area at Buildings PL BLDG
F3 and F7 that exceed 3,500 sq.ft. in leasable area,
may incorporate design elements that vary from the
standard design of the Village around the primary
building entry and along the secondary frontage facing
the parking area. This area shall not exceed 1/3 of the
frontage (excluding tower areas from measurement,
Le., measured on the same building plane) where the
design variation is to occur. The design variation on the
primary elevation shall be limited to around the entry
area. The design shall be reviewed for consistency,
compatibility with the overall concept of the village area
and other accent features, Le. corner tower elements.
27 The boulder focal point in the Entertainment Village PL BLDG
may be redesigned and replaced with public art. Any
public art replacement shall be approved by the City
Council.
PUBLIC WORKS:
28 All proposed bus stops and turnouts, on-site and off- PW GRAD
site, shall be constructed with Portland Cement
Concrete.
29 On-site northbound lanes exiting onto Dublin Boulevard PW GRAD
shall align with lanes intersecting Dublin Boulevard to
the north.
30 The existing traffic signals at all entrances to the project PW ace
site shall be modified by adding on-site detector loops
for outbound traffic.
31 The southeast portion of the property falls within a PW GRAD
designated flood zone. Grading plans shall be designed
to provide finished floor elevations one (1) foot above
the designated flood elevation.
32 Parking areas designed with sump conditions adjacent PW GRAD
to curbs shall have both curb and grate inlets at the low
point.
33 Analysis of the on-site storm drainage shall evaluate a PW GRAD
100 year storm event in order to establish minimum
floor elevations.

34 A final pedestrian circulation plan shall be submitted for PL,PW SLOG
approval when the site plan for the Center has been
finalized.
35 Construction of the project shall be conducted in such a PL SLOG
manner as to prevent potential conflicts with pedestrian
and vehicular traffic.
36 Prior to delivery of combustible materials, the required F, DSR, SLOG
water storage and pressure shall be available at the site S
to the satisfaction of Alameda County Fire. Developer
should note that the present interim water system is
capable of providing a maximum of 3,500 gallons per
minute of fire flow to the site.
37 During construction, access shall be provided to all F,PW SLOG
areas of the site, completely around structures. The
access road shall be 20 feet wide compacted 95%
paved roadway or equivalent.
38 During construction combustible or flammable waste F Ongoing
materials or rubbish of any kind shall be permitted on
any yard, vacant lot or open space.
39 Applicant shall work with the Dublin Police Department PO,PL Ongoing
to provide, if possible, office space within the
Entertainment Village area.
40 The project developer shall submit to the Dublin Police PO,S OCC
Department for approval a Master Security Plan for the
entire commercial center. This Master Security Plan
shall be submitted at least 6 weeks prior to occupancy
of the first structure for review and approval. The
Security Plan shall address at a minimum the following
issues: Required periodic review of the approved
Master Security Plan during the first year after
construction and then as an annual review of this plan
thereafter, the separation of responsibilities between
the City of Dublin Police and private security personnel,
physical security measures', parking lot security,
appropriate interior and exterior lighting, etc.
41 A construction security plan shall be prepared prio~ to PL, PO SLDG
issuance of building permit of this phase of the
development.
42 Seatwall surfaces shall be designed to discourage PL, PO SLDG
rollerblade users.
43 The Developer and/or Property Owner shall keep the PL, PO SLOG & .
site clear of graffiti vandalism on a regular and Ongoing
continuous basis at all times. Graffiti resistant paints for
the structures and film for windows or glass should be

used. Any graffiti appearing on the building shall be
removed within one week from notice by the City of the
problem.
44 Permits shall be required for oversized and/or PW,S Ongoing 268
overweight construction loads coming to and leaving
the site. If soil is to be imported or exported from the
site, a haul route plan shall be submitted to the City for
review and approval. All construction traffic may be
subject to specific routing as determined by the Public
Works Director, in order to minimize construction
interference with regional non-project traffic movement.
45 Exterior lighting shall be provided and shall be of a PW,PO, SLOG
design and placement so as not to cause glare onto PL
adjoining properties or onto adjacent roads. Lighting
used after daylight hours shall be adequate to provide
for security needs (1.5 foot candles). Exterior lighting
shall be provided around the entire perimeter of the
buildings to provide "wash" security lighting of
doorways. Lighting shall be required at each exit door.
Neon lighting does not satisfy this requirement.
LANDSCAPING
46. A final detailed Landscape and Irrigation Plan (at 1 inch PL, DSR, BLDG.
;:: 20 feet or larger), along with a cost estimateof the PW
work and materials proposed, shall be submitted for
review and approval by the Planning Department.
Landscape and Irrigation Plans shall be signed by a
licensed landscape architect. Final landscape plans
shall indicate the common and botanical names,
container size, growth rate and number of each plant
and all other requirements listed in the Planned
Development Zoning District for the site. Landscaping
shall be chosen for its compatibility with recycled water.
Landscape and irrigation plans shall provide for a
recycled water system.
47. The final landscape plan shall include trees along the PL, PW BLDG
south elevation of M-11 to soften the building wall.
Additionally, south of the entry aisle off of Auto Nation
Drive at M-11, a landscaped buffer area shall be
provided alo"ng the east property line to the Caltrans
right of way. The purpose of this landscaped area is

All projects approved by the City of Dublin shall meet the following standard
conditions unless specificallY exempted by the Planning Department.
1. Final building and site development plans shall be reviewed and approvec
by the Planning Department staff prior to the issuance of a building
permit. All such plans shall insure:
a. That standard commercial or residential security requirements as
established by the Dublin police Department are provided.
b. That ramps, special parking spaces, signing, and other appropriate
physical features for the handicapped, are provided th~oughout the
site for all publi~ly used facilities.
c. That continuous concrete curbing is provided for all parking
stalls.
d. That exterior lighting of the building and site is not directed
onto adjacent properties and the light source is shielded from
direct offsite viewing.
e. That all mechanical equipment, including electrical and gas
meters, is architecturally screened from view, and chat electrical
transformers are either undergrounded or architecturally screened.
f. That all trash enclosures are of a sturdy material (preferably
masonry) and in harmony with the architecture of the building(S).
g. That all vents, gutters, downspouts, flashings, etc., are painted
to match the color of adjacent surface.
h. That all materials and colors are to be as approved by the Dublin
Planning Department. Once constructed or installed, all
improvements are to be maintained in accordance with the approvec
plans. Any changes which affect the exterior character shall be
resubmitted to the Dublin Planning Department for approval.
i. That each parking space designated for compact cars be identifiec
with a pavement marking reading "Sm.:;.ll Car Only" or its
equivalent, and additional signing be provided if necessary.

Section 4101
1. Doors. Exterior doors which are located at the rear, or side, or away from the
primary entrance shall be solid doors with no glazing and shall be installed in
metal frames. Exterior wood doors shall be solid wood construction 1 3/4"
thick or hollow metal doors.

2. Locking devices. Exterior swinging doors which are exit doors as setforth in
Chapter 33 shall have cylinder dead-bolt locks which shall be openable without
the use of key, special effort, or knowledge. In Group B occupancies, a double
cylinder dead-bolt lock may be used on the main exit door if there is a readily
visible, durable sign on, or adjacent, to the door stating, "this door to
remain unlocked during business hours." The sign shall be in letters not less
than 1 inch high on contrasting background. When unlocked the single door and
both leaves of a pair of doors shall be free to swing without operation of any
latching device. Doors which are not exit doors shall have the inactive leaf
secured with flush-bolts at the top and bottoms. The bolts shall be hardened
steel 1/4" minimum diameter and shall engage a metal strike plate to, a minimum
depth of 3/8 inch.
The dead bolts shall be hardened steel and shall have a mknkmum of a one inch
throw. If the cylinder of the lock protrudes from the face of the door it
shall be fitted with a cylinder ring geared so that it cannot be griped with
pliers or other wrenching devices.
Vehicle door, overhead doors, and sliding doors shall be secured with metal to
metal locking devices which prevent the door from opening.
3. Strike plates. Strike plates for wood jambs shall be the high security type
and shall be secured with a minimum of two wood screws 3" long which shall
engage the door studs.
4. Jambs. Inswinging doors with wood jambs shall have rabitted jambs. The jambs
on the strike side shall have solid shims above and below the strike plates and
the opposite jamb shall have solid shims at the level of the strike plate.
Both door studs shall be reinforced with horizontal solid blocking at the
approximate height of strike.
5. Hinges. Exterior doors shall have non-removable hinge pins.

6. Sliding glass doors. Sliding glass doors shall comply with Chapter 54.
Sliding glass doors shall be fitted with a locking device that shall engage the
strike sufficiently to prevent its being disengaged by any possible movement of
the door within the space or clearances provided for installation and
operation. The bolt and strike shall be reinforced by hardened material so as
to prevent their separation by pulling, prying or similar attack. An auxiliary
locking device shall be installed on the door which may be a pin, lock, or
similar device of not less than 1/4" diameter. The pin shall be of hardened

panels shall be locked at the meeting rails and shall have an auxiliary locking
device as described above.
8. Windows. All accessible windows which are not located at the front or main
entrance side of a non-residential building shall be made secure as follows:
a) Sliding glass windows shall be secured on the inside with a locking device
capable of withstanding prying or wrenching. An auxiliary lock shall be
installed on each sliding window that prevents movement in the sliding
track.
b) Louvered windows shall not be used within eight feet of ground level,
adjacent structures, or fire escapes.
c) Casement type windows shall be secured with ~ .etal to metal lockir.g device
contacting both frames of the window at the l1leeting edge. Auxiliary locks
such as a pin that penetrates both frame strm:tures shall be installed on
casement and double hung windows.
d) Windows shall not be located within 40 inches of the locking device of any
door not located on the main entrance side of the non-residential building
unless the windows are glazed with 1/4" tempered glass.
9.
Openable transoms. All exterior openable transoms exceeding 8 x 12 which are.
not located on the front or main entrance side of a non-residential building
shall be protected with a steel grill and 1/4" minimum bars not more than 2" on
center or by a screen with 1/8" diameter wire mesh not more than 2" on center
mounted on the inside.
9.
Roof openings. All skylights on the roof of a non-residential building shall
be protected by:
a) Iron bars 1/2 inch minimum diameter not more than 8" on center or;
b) A screen with 1/8" diameter wire mesh not more than 2" on center.
All roof access hatches of non-residential building shall be protected as
follows:
a) If the hatchway is of wooden material, it shall be covered on the inside
with at least 16 gauge sheet steel or its equivalent attached with screws at
6" o.c.;
b) The hatchway shall be secured from the inside with a slide bar or slide
bolts;
c) Outside hinges on all hatchway openings shall be provided with non-removable
pins when using pin-type hinges.

FOR HACIENDA CROSSINGS, PHASE II
The Developer and it's representatives (engineer, contractor, ,etc.) must meet and follow all the
City's requirements and policies, including the Urban Runqff Program and Water Efficient
Landscaped Ordinance.
ARCHAEOLOGY:
I. If, during construction, archaeological materials are encountered, construction within 100 feet of
these materials, shall be halted until a professional Archaeologist who is certified by the Society
of California Archaeology (SCA) or the Society of Professional Archaeology (SOP A) has had an
opportunity to evaluate the significance of the find and suggest appropriate mitigation measures,
if they are deemed necessary.
BONDS:
2. Developer shall provide Performance (100%), labor and material (50%) securities and a cash
monumentation bond to guarantee the installation of subdivision improvements, including
streets, drainage, grading, utilities and landscaping subject to approval by the Director of Public .
Works/City Engineer/City Engineer prior to approval of the Final or Parcel Map.
3. Prior to acceptance of the project as complete and the release of securities by the City:
a) All improvements shall be installed as per the approved Improvement Plans and
Specifications.
b) All required landscaping shall be installed.
c) An as-built landscaping plan prepared by the project Landscape Architect and a declaration by
the Project Landscape Architect that all work was done under his supervision and in accordance
with the recommendations contained in the landscape and soil erosion and sedimentation control
plans shall be submitted to the Director of Public Works/City Engineer/City Engineer.
d) Photo mylar and AutoCAD (or approved equal) electronic copies ofthe Improvement,
Grading and Storm Drain plans along with the Final or Parcel and Annexation Maps, if any,
which are tied to the City's existing mapping coordinates including all as~built plans prepared by
a registered Civil Engineer.
e) A complete record, including location and elevation of all field density tests, and a summary .
of all field and laboratory tests.

f) A declaration by the Project Civil Engineer and Project Geologist that all work was done in
accordance with the recommendations contained in the soil and geologic investigation reports
and the approved plans and specifications.
4.
Upon acceptance of the improvements and receipt of required submittals, the performance
security may be replaced with a maintenance bond that is 25% of the value of the performance
security. The maintenance bond is released one year after acceptance of the project and after the
repair of deficiencies, if any, are completed.
5.
The labor and materials security is released in accordance with the City's Subdivision Ordinance
and the Subdivision Map Act.
DRAINAGE:
6. All lots shall be graded so as not to drain on any other lot or adjoining property prior to being
deposited to an approved drainage system.
7. 18" minimum diameter reinforced concrete pipe (RCP) shall be used for all public storm drain
main lines and 12" minimum diameter RCP shall be used for laterals connecting inlets to main
drain line.
8.
Storm drainage facilities shall be designed to meet the following capacity:

9. All streets shall be designed so that the 15-year storm is contained within the gutter and shoulder

II. Developer shall provide "trash racks" where storm drainage improvements intercept natural
drainage channels. An all-weather maintenance road shall be constructed to the trash racks.
12. Drainage in all concrete ditches shall be picked up and directed to the bottom of an approved
drainage channel. The slope on these ditches shall not be less than 5%.
13.
All sub drains shall tie into storm drain catch basins or manholes at the downstream end of the
subdrain. There shall be a clean-out at the upper end of all subdrains.
14.
Streets designed with sump areas shall have a curb inlet at the low spot and two additional inlets
within 50 feet of the low area.

15. No drainage shall be directed over slopes.

16. The storm drainage system shall be designed and constructed to the standards and policies of the
City of Dublin. Design calculations shall be submitted to the City, reviewed by staff and
approved by the City Engineer prior to issuance of any approvals, grading permits, etc.
17. All concentrated storm drain flow shall be discharged into established drainage channels, not
onto slopes. Concentrated flow on-site shall be conveyed overland (not in paved areas in pipes)
via concrete swales, ditches or curb and gutter to an approved drainage facility.
18. All public streets shall drain into storm drain systems before being discharged into established
drainage channels. .
19. All median islands which will have landscaping installed shall include subdrains to capture and
convey water away from the adjacent street.
DUST:
20.
Areas undergoing grading, and all other construction activities, shall be watered, or other dust-
palliative measures may be used, to control dust, as conditions warrant or as directed by the
Director of Public Works/City Engineer.

NPDES:
General Construction:
21. For projects disturbing five (5) acres or more, the applicant shall submit a Storm Water Pollution
Prevention Plan (SWPPP) for review by the City prior to the issuance of any building or grading
permits. The SWPPP shall be implemented by the general contractor and all subcontractors and
suppliers of material and equipment. Construction site cleanup and control of construction
debris shall also be addressed in the SWPPP. The developer is responsible for complying with
the SWPPP. Failure to do so will result in the issuance of correction notices, citations or a
project stop work order. For projects disturbing less than five (5) acres an erosion control plan
shall be submitted with the grading plan (169 & 201).
22. Prior to the commencement of any clearing, grading or excavation resulting in a land disturbance
greater than five acres, the developer shall provide evidence that a Notice oflntent (NOI) has
been sent to the California State Water Resources Control Board.
23.
Construction access routes shall be limited to those approved by the Director of Ppblic
Works/City Engineer and shall be shown on the approved grading plan.

Gather all construction debris daily and place them in a covered dwnpster or other container

25.
Remove all debris from the sidewalk, street pavement and storm drain system adjoining the
project site daily or as required by the City inspector. During wet weather, avoid driving
vehicles off paved areas.
26.
Broom sweep the sidewalk and public street pavement adjoining the project site on a daily basis.
Caked on mud or dirt shall be scraped from these areas before sweeping.
27.
Install filter materials (e.g. gravel filters, filter fabric, ,etc.) at all on-site storm drain inlets and
existing inlets in the vicinity of the project site prior to:
I) start of the rainy season (October 15)
2) site de-watering activities,
3) street washing activities,
4) saw cutting asphalt or concrete
Filter materials shall be cleaned or replaced as necessary to maintain effectiveness and prevent
street flooding. Dispose of filter particles in an appropriate manner.
28.
Create a contained and covered area on the site for the storage of bags of cement, paints,
flammable, oils, fertilizers, pesticides or any other materials used on the project site that have the
potential for being discharged to the storm drain system. Never clean machinery, tools, brushes,
etc. or rinse containers into a street, gutter, storm drain or stream. See "Building
Maintenance/Remodeling" flyer for more information.
29. Concrete/gunite supply trucks or concrete/plasters or similar finishing operations shall not
discharge wash water into street gutters or drains.
30. Minimize the removal of natural vegetation or ground cover from the site in order to reduce the
potential for erosion and sedimentation problems. All cut and fill slopes shall be stabilized as
soon as possible after completion of grading. No site grading shall occur between October 15
and April 15 unless a detailed erosion control plan is reviewed by the Director of Public
Works/City Engineer and implemented by the contractor.
31. Fueling and maintenance of vehicles shall be done off-site unless an approved fueling and
maintenance area has been approved as part of the SWPPP.
Commercial/Industrial Developments:
32.
The project plans shall include storm water pollution prevention measures for the operation and
maintenance of the project for the review and approval of the Director of Public Works/City
Engineer. The project plan shall identify Best Management Practices (BMPs) appropriate to the
uses conducted on-site to effectively prohibit the entry of pollutants into storm water runoff.

BMPs will result in the issuance of correction notices, citations and/or a project stop order.

All washing and/or steam cleaning must be done at an appropriately equipped facility which
drains to the sanitary sewer. Any outdoor washing or pressure washing must be managed in such
a way that there is no discharge of soaps or other pollutants to the storm drain system. Wash
waters should discharge to the sanitary sewer. Sanitary connections are subject to the review,
approval, and conditions of the Dublin-San Ramon Services District (DSRSD).
All loading dock areas must be designed to minimize "run-on" to or runoff from the area.
Accumulated waste water that may contribute to the pollution of storm water must be drained to
the sanitary sewer, or filtered for ultimate discharge to the storm drain system. BMPs should be
implemented to prevent potential storm water pollution. Implement appropriate BMPs such as,
but not limited to, a regular program of sweeping, litter control and spill clean-up.
37. All metal roofs and roof mounted equipment (including galvanized), shall be coated with a rust-
inhibitive paint. .
38. Trash enclosures and/or recycling area(s) must be completely covered; no other area shall drain
onto this area. Drains in any wash or process area shall not discharge to the storm drain system.
Drains should connect to the sanitary sewer. Sanitary connections are subject to the review,
approval, and conditions of the DSRSD.
39. All paved outdoor storage areas must be designed to eliminate the potential for runoff to carry
pollutants to the storm drain system. Bulk materials stored outdoors may need to be covered and
contained as required by the Director of Public Works/City Engineer.
40. All landscaping shall be properly maintained and shall be designed with efficient irrigation
practices to reduce runoff, promote surface filtration, and minimize the use of fertilizers and
pesticides which contribute to runoff pollution.

Sidewalks and parking lots must be swept weekly, at a minimum, to prevent the accumulation of
litter and debris. If pressure washed, debris must be trapped and collected to prevent entry to the

agent or degreaser is used, wash water shall not discharge to the storm drains; wash waters
should be collected and discharged to the sanitary sewer. Discharges to the sanitary sewer are
subject to the review, approval and conditions of the DSRSD.

should discharge to the sanitary sewer. Sanitary connections are subject to the review, approval,
and conditions of the DSRSD.

Vehicle/Equipment Washers: No vehicle or equipment washing activity associated with this
facility shall discharge to the stOffil drain system. Wash areas should be limited to areas that
drain to the sanitary sewer collection system, or the wash water collected for ultimate disposal to
the sanitary sewer. This wash area must be covered and designed to prevent "run-on" to, and
runoff from, the area. A sign must be posted indicating the designated wash area. Sanitary
connections are subject to the review, approval and conditions of the DSRSD.
46.
Fuel dispensing areas must be paved with concrete extending a minimum of 8'-0" from the face
of the fuel dispenser and a minimum of 4' -0" from the nose of the pump island. Fuel dispensing
areas must be degraded and constructed to prevent "run-on" to, or runoff from, the area. Fuel
dispensing facilities must have canopies; canopy roof down spouts must be routed to prevent
drainage flow through the fuel dispensing area. The facility must have a spill cleanup plan. The
fuel dispensing area must be dry swept routinely. Dispensing equipment must be inspected

47. All on-site storm drain inlets must be labeled "No Dumping-Drains to Bay" using an approved
methods.
48. All on-site storm drains must be cleaned at least twice a year; once immediately prior to the rainy
season (October 15) and once in January. Additional cleaning may be required by the Director of
Public Works/City Engineer.
GENERAL DESIGN:
49. The developer is responsible for the construction site and construction safety.
50. All public sidewalks must be within City right-of-way or in a pedestrian easement except as
specifically approved by the Director of Public Works/City Engineer.
51.
Special paving or concrete paving a minimum often feet wide shall be installed an private streets
where they intersect public streets. No special paving or concrete paving will be allowed in

using standard City title block and format. Minimum lettering size on all plans submitted shall
be 1/8". All engineering plans must be designed and signed by a Registered Civil Engineer.
Plans are subject to the review and approval of the Director of Public Works/City Engineer, and
after his approval, original mylars or photo mylars with three sets of blue prints must be
submitted to the City.
53. All approved Plans, Maps, etc. shall be submitted to the City of Dublin in electronic files. The
files shall be AutoCAD release 12 format or approved equal.
54. The minimum uniform street gradient shall be 1%. The structure design of the road shall be
subject to approval of the Director ofPubIic Works/City Engineer. Parking lots shall have a
minimum gradient of I % and a maximum gradient of 5% unless approved otherwise by the
Director of Public Works/City Engineer.
A registered civil or structural engineer shall design all retaining walls over three feet in height
(or over two feet in height with a surcharge) and a building permit shall be required for their
construction. A maintenance and inspection program shall be implemented by the developer or
homeowners' association for the periodic inspection and maintenance of all retaining walls that
could possibly affect the public right-of-way.

56. Minimum sight distance for public streets, including intersection sight distance, shall meet the
CAL TRANS Highway Design Manual.
57. Prior to filing for building permits, precise plans for street improvements, grading, drainage
(including size, type and location of drainage facilities both on and off-site) and erosion and
sedimentation control shall be submitted and subject to the review and approval of the Director
of Public Works/City Engineer.
58. The Contractor shall be responsible for acquiring permits required by other agencies. (Fish &
Game, Army Corps of Engineers, Zone 7, Etc.)

EROSION:
Prior to any grading of the site and filing of the Final Map or Parcel Map, a detailed construction
grading/erosion control plan (including ph!l5ing); and a drainage, water quality, and erosion and
sedimentation control plan, for the post-construction period, both prepared by the Project Civil
Engineer and/or Engineering Geologist; shall be approved by the Director of Public Works/City
Engineer. Said plans shall include detailed design, location, and maintenance criteria, of all
erosion and sediment control measures. The plans shall provide, to the maximum extent
practicable, that no increase in sediment or pollutants from the site will occur. The post- .
construction plan shall provide for long-term maintenance of all permanent erosion and sediment
control measures such as slope vegetation. The construction grading/erosion control plan shall
be implemented in place by October 15th and shall be maintained in place until April 15th unless

otherwise allowed in writing by the City Engineer. It shall be the developer's responsibility to
maintain the erosion and sediment control measures for the year following acceptance of the
subdivision improvements by the City Council.
FINAL MAP / PARCEL MAP:
60. Prior to filing the Final Map or Parcel Map, precise plans ana specifications for street
improvements, grading, drainage (including size. type, and location of drainage facilities both
on- and off-site), and erosion and sedimentation control, shall be approved by the Director of
Public Works/City Engineer.
61. Submit tlU'ee (3) sets of approved blueprints and approved original mylars or photo mylars of
improvement plans, grading plans, and recorded Final/Parcel Map to the City of Dublin Public
Works Department. Upon completion of construction. the City's mylar shall be modified to an
"as-built" plan (mylar) prepared by a Registered Civil Engineer. A declaration by a Civil
Engineer and Soils Engineer that all work was done under his supervision and in accordance with
recommendations contained in the soils report shall be submitted to the Public Works
Department.
62. For storm drains outside the public right-of-way. a "Storm Drain Easement" or "Private Storm
Drain Easement" shall be dedicated on the final/parcel map.
63.
A current title report and copies of the recorded deed of all parties having any recorded title
interest in the property to be divided, copies of the deeds and the Final/Parcel Maps for adjoining
properties and easements shall be submitted at the time of the submittal of the final subdivision
maps.
64. Existing and proposed access and public utility easements shall be submitted for review and
approval by the Director of Public Works/City Engineer prior to approval of the FinallParcel
Map. These easements shall allow for vehicular and utility service access.
65. A 10-foot public services easement shall be shown on the Final/Parcel Map along all street
~rontages, in addition to all other easements required by the utility companies or governmental
agencies as required by the City Director of Public Works/City Engineer.
66. The boundary of all lots and the exterior boundary of the Subdivision. as well as the centerline of
the streets. shall be survey monumented. At least three (3) permanent benchmarks shall be
established. Plats and elevation data shall be provided to the City in a form acceptable to the
Director of Public Works/City Engineer.
FIRE:
67.
Install fire hydrants at the locations approved by the Alameda County Fire Department in
accordance with the standards in effect at the time of development. A raised blue reflectorized
traffic marker shall be epoxied to the center of the paved street opposite each hydrant.

68.
All materials and workmanship for fire hydrants, gated connections, and appurtenances thereto, e
necessary to provide water supply for fire protection, must be installed by the developer and
conform to all requirements of the applicable provisions of the Standard Specifications of Dublin
San Ramon Services District and Alameda County Fire Department. All such work will be
subject to the joint field inspection of the Director of Public Works/City Engineer and Dublin
San Ramon Services District.
69.
The improvement plans must be approved by the Alameda County Fire Department, as indicated
by their signature on the title sheet.
FLOOD CONTROL:
70. The developer shall comply with Alameda County Flood Control District requirements.
71. In the 1 OO-year Flood Hazard Zone, all residential units shall have their finished floor elevation a
minimum of one foot (1 ') above the I DO-year flood level. Commercial buildings shall either
provide flood-proofing, or have their finished floor elevation above the 1 DO-year flood level.
FRONTAGE IMPROVEMENTS:
72. Dedication of land shall be made to the City of Dublin such that it conveys land sufficient for the
approved streets' right-of-way. Improvements shall be made, by the applicant, along all streets e
within the development and as required off-site including curb, gutter, sidewalk, paving,
drainage, and work on the existing paving, if necessary, from a structural or grade continuity
standpoint.
FUTURE CONFORMANCE:
73. The design and improvements of the Subdivision shall be in conformance with the design and
improvements indicated graphically, or as modified by the Conditions of Approval. The
improvements and design shall include street locations, grades, alignments, and widths, the
design of storm drainage facilities inside and outside the Subdivision, grading of lots, the
qoundaries of the Tract, and shall show compliance with City standards for roadways.
GRADING:
74. Grading shall be designed in conformance with the approved tentative map and the approved
soils report. Final plans shall be signed by the Civil Engineer and the Soils Engineer prior to
final approval of the City Engineer. The grading plan shall incorporate the recommendations of
the soil report. The grading plan shall conform with the City specifications and ordinances, City
policies and the Uniform Building Code (UBC). In case of conflict between the $oil engineer's
recommendations and City ordinances the City Engineer shall determine which shall apply.
75.
Prior to [mal preparation of the subgrade and placement of base materials, all underground
utilities shall be installed and service connections stubbed out to property lines. Public utilities,
Cable TV, sanitary sewers, and water lines, shall be installed in a manner which will not disturb

the street pavement, curb, gutter and sidewalk, when future service connections or extensions are
made. All public and private utilities shall be undergrounded.
76.
Grading shall be done under the continuous inspection of the Project Soils Engineer. Grading
shall be completed in compliance with the construction grading plans and recommendations of
the Project Soils Engineer and/or Engineering Geologist, and the approved erosion and
sedimentation control plan, and shall be done under the supervision of the Project Soils Engineer
and/or Engineering Geologist, who shall, upon its completion, submit a declaration to the
Director of Public Works/City Engineer that all work was done in accordance with the
recommendations contained in the soils and geologic investigation reports and the approved
plans and specifications. Inspections that will satisfy final subdivision map requirements shall be
arranged with the Director of Public Works/City Engineer.
77.
If grading is commenced prior to filing the Final Map or Parcel Map, a surety or guarantee shall
be filed with the City of Dublin. The surety shall be equal to the amount approved by the City
Director of Public Works/City Engineer as necessary to insure restoration of the site to a stable
and erosion resistant state if the project is terminated prematurely.
78.
Any grading, stockpiling, storing of equipment or material on adjacent properties will require
written approval of those property owners affected. Copies of the rights-of-entry shall be
furnished to the Director of Public Works/City Engineer prior to the start of work.
79.
Street grades shall be designed and built in accordance with the General Plan, unless otherwise
approved by the Director of Public Works/City Engineer.
80. No cut and fill slopes shall exceed 2:1 unless recommended by the project soils engineer and
approved by the Director of Public Works/City Engineer.
81. The developer shall keep adjoining public streets free and clean of project dirt, mud, materials,
and debris.
82. Where soil or geologic conditions encountered in grading operations are different from that
anticipated in the soil and geologic investigation report, or where such conditions warrant
changes to the recommendations contained in the original soil investigation, a revised soil or
geologic report shall be submitted for approved by the Director of Public Works/City Engineer.
It shall be accompanied by an engineering and geological opinion as to the safety of the site from
hazards ofland slippage, erosion, settlement, and seismic activity.
83. Grading plans shall indicate the quantity of soil that must be imported or off-hauled. If soil must
be imported or off-hauled, the Applicant shall submit details as to how it will be done and routes
of travel for the Director of Public Work's approval.
84.
All unsuitable material found at the site shall be removed from the site or stockpiled for later use
in landscape areas.

IMPROVEMENT PLANS. AGREEMENTS. AND SECURITIES:
87. Obtain copies of and comply with conditions as noted on "City of Dublin General Notes on
Improvement Plans" and "City of Dublin Improvement Plan Review Check List."
88. All improvements within the public right-of-way, including curb, gutter, sidewalks, driveways,
paving, and utilities, must be constructed prior to occupancy and in accordance with approved
City Standards and/or Plans.
89.
Complete improvement plans, specifications, and calculations shall be submitted to, and be
approved by, the Director of Public Works/City Engineer and other affected agencies having
jurisdiction over public improvements, prior to execution of the Subdivision Improvement
Agreement. Improvement plans shall show the existing and proposed improvements along
adjacent public street(s) and property that relate to the proposed improvements.

90. The Developer shall enter into an Improvement Agreement with the City for all subdivision
improvements prior to issuance of improvement permit. Complete improvement plans,
specifications and calculations shall be submitted to, and approved by, the Director of Public
Works/City Engineer and other affected agencies having jurisdiction over public improvements
prior to execution of the Improvement Agreement. Improvement plans shall show the existing
and proposed improvements along the adjacent public street and property that relate to the
proposed improvements.
91. All required securities, in an amount equal to 100% of the approved estimates of construction
costs of improvements, and a labor and material security, equal to 50% of the construction cost,
shall be submitted to, and be approved by, the City and affected agencies having jurisdiction over
public improvements, prior to execution of the Subdivision Improvement Agreement.
MISCELLANEOUS:
92. Copies of the Final Map and improvement plans, indicating all lots, streets, and drainage
facilities within the subdivision shall be submitted at 1" = 400' scale, and 1" = 200' scale for City
mapping purposes.
93.
The developer shall be responsible for controlling any rodent, mosquito, or other pest problem
due to construction activities.

94.
All construction traffic and parking may be subject to specific requirements as determined by the
Director of Public Works/City Engineer.
95. The developer shall defend, indemnify, and hold harmless the City of Dublin and its agents,
officers, and employees, from any claim, action, or proceeding against the City of Dublin or its
agents, officers, or employees, to attack, set aside, void, or annul, an approval of the City of
Dublin or its advisory agency, appeal board, or legislative body concerning a subdivision, which
action is brought within the time period provided for in Section 66499.37 of the Government
Code of the State of California. The City of Dublin shall promptly notify the developer of any
claim, action, or proceedings.
96. In submitting subsequent plans for review and approval, each set of plans shall have attached an
annotated copy of the project's conditions of approval. The notations shall clearly indicate how
all conditions of approval will be complied with. Construction plans will not be accepted
without the annotated conditions attached to each set of plans. The Applicant will be responsible
for obtaining the approval of all participating non-City agencies prior to the issuance of building
permits.
97. Bicycle racks shall be provided at each facility on site.
PERMIT:
98.
Applicant shall obtain Caltrans' approval and permit for any work performed within their right-
of-way or impacting their facilities.
99. An encroachment permit shall be secured from the Director of Public Works/City Engineer for
any work done within the public right-of-way where this work is not covered under the
improvement plans.
100. The developer and/or their representatives shall secure all necessary permits for work including,
but not limited to, grading, encroachment, Fish and Game Department, County Flood Control
District, Corps. of Engineers and State water quality permits and show proof of it to the City of
J)ublin, Department of Public Works.
NOISE:
101. Construction and grading operations, including the maintenance and warming of equipment,
shall be limited to weekdays, Monday through Friday, and non-City holidays, between the hours
of7:30 a.m. and 5:30 p.m. The Director of Public Works/City Engineer may approve days and
hours beyond the above mentioned days and hours. The developer is responsible for the
additional cost of the Public Works inspectors' overtime.
102. During the construction, noise control and construction traffic mitigation measures within
residential neighborhoods or on public streets must be taken to reduce noise and use of public
streets by construction traffic as directed by Public Works officials.

P ARKLAND DEDICATION:

103. Park land shall be dedicated or in-lieu fees shall be paid, or a combination of both shall be
provided prior to issuance of building permits or prior to recordation of the Final Map or Parcel
Map, whichev~r. occurs first, in accordance with the Subdivision Ordinance.
STREETS:
104. The street surfacing shall be asphalt concrete paving. The Director of Public Works/City
Engineer/City Engineer shall review the project's Soils Engineer's structural pavement design.
The developer shall, at his sole expense, make tests of the soil over which the surfacing and base
are to be constructed and furnish the test reports to the Director of Public Works/City
Engineer/City Engineer. The Developer's soils engineer shall determine a preliminary structural
design of the road bed. After rough grading has been completed, the developer shall have soil
tests performed to determine the final design of the road bed. In lieu of these soil tests, the road
may be designed and constructed based on an R-value of 5.
STREET LIGHTS:
105. Street light standards and luminaries shall be designed and installed per approval of the Director .
of Public Works/City Engineer. The maximum voltage drop for street lights is 5%.
STREET SIGNS:
106. The developer shall furnish and install street name signs, bearing such names as are approved by
the Planning Director, and traffic safety signs in accordance with the standards of the City of
Dublin. Addresses shall be assigned by the City Building Official.
107. Street names shall be submitted and processed through the Planning Department and shall be
indicated on the Final Map.
108. The Developer shall furnish and install street name signs, in accordance with the standards of the
City of Dublin, bearing such names as are approved by the City. The developer shall furnish and
install traffic safety signs in accordance with the standards of the City of Dublin.
STREET TREES:
109. Street trees, of at least a IS-gallon size, shall be planted along the street frontages. Trees shall be
planted in accordance with a planting plan, including tree varieties and locations, approved by
the Planning Director and Director of Public Works/City Engineer. Trees planted within, or .
adjacent to, sidewalks or curbs shall be provided with root shields.

110. The City of Dublin is currently studying the adoption and implementation of a regional traffic
impact fee for roadway and street improvements in the Tri-Valley area. This fee will provide for
Public Works projects to improve traffic circulation for accommodating new development within
the City. If a regional traffic impact fee ordinance is approved and enacted prior to issuance of
any building permits, the Applicant shall pay its fair share of this regional traffic impact fee.
III. All new traffic signals shall be interconnected with other new signals within the development and
to the existing City traffic signal system by hard wire. In addition, conduits with pull ropes shall
be installed along the project frontage to accommodate future extension ofthe interconnect
system. The extent of this work shall be determined by the Director of Public Works/City
Engineer.
112. Multi-family and non-residential facilities shall provide bike racks. In addition industrial and
office centers shall provide car and van pool preferential parking spaces as required by the
Director of Public Works/City Engineer.
113. Non-residential facilities shall provide pedestrian access from the public street to building
entrances as required by the Director of Public Works/City Engineer.
UTILITIES:
. 114. Electrical, gas, telephone, and Cable TV services, shall be provided underground to each lot in
accordance with the City policies and existing ordinances. All utilities shall be located and
provided within public utility easements and sized to meet utility company standards. All
utilities to and within the project shall be undergrounded.
115. Prior to the filing of the Final Map or Parcel Map, the developer shall furnish the Director of
Public Works/City Engineer/City Engineer with a letter from Dublin San Ramon Services
District (DSRSD) stating that the District has agreed to furnish water and sewer service to each
of the dwelling units and/or lot included on the Final Map of the subdivision.
116. The Dublin San Ramon Services District shall review and approve the improvement plans prior
to issuance of a building permit as evidenced by their representative's signature on the
appropriate plan sheets.
117. Any relocation of improvements or public facilities shall be accomplished by the developer and
at no expense to the City.
WATER:
118.
Water facilities must be connected to the DSRSD or other approved water system, and must be
installed at the expense ofthe developer, in accordance with District standards and specifications.
All material and workmanship for water mains, and appurtenances thereto, must conform with all
of the requirements of the officially adopted Water Code of the District and will be subject to
field inspection by the District.
