HomeMy WebLinkAbout8.5 Tri-Valley Transportation Council Report CITY OF DUBLIN AGENDA STATEMENT City Council Meeting Date: August 12, 1991 SUBJECT: Tri-Valley Transportation Council (TVTC) Status Report (Report by Public Works Director Lee Thompson) EXHIBITS ATTACHED: San Ramon City Council Resolution for designation of future public transit route alignment in the San Ramon Valley. RECOMMENDATION: 1) Take the position that the TVTC is not a Joint Powers Authority but is an amalgamation of individual jurisdictions and, as such, does not require a logo or letterhead. 2) Take the position that a location decision regarding the proposed light rail/commuter corridor alignment is premature at this time and wait until the study is complete to make a recommendation. 3) Take the position that the concept of regional fees to pay for needed future transportation infrastructure improvements is premature at this time inasmuch as the Plan consultant will be charged with making recommendations for infrastructure funding. FINANCIAL STATEMENT: Dublin's cost for miscellaneous TVTC expenditures (letterhead and logo) would be in the range of $200 to $400. DESCRIPTION: The Tri-Valley Transportation Council (TVTC) has been meeting on a monthly basis. The TVTC is operating under a joint powers agreement and is made up of the Counties of Contra Costa and Alameda, the Town of Danville, and the Cities of San Ramon, Dublin, Pleasanton, and Livermore. Councilmember Moffatt is Dublin's representative on the TVTC. The mission of this body is to come together to discuss and attempt to resolve common transportation problems. The two projects, now funded, are the Tri- Valley Transportation Computer Model development and the Tri-Valley Transportation Plan. The Model is underway, and the RFP for consultants to prepare the Plan is now out to potential consultants for their response. Some of the recent discussions have included: 1) The need for the TVTC to have letterhead and a logo. This would probably cost in the range of $1,000 to $2,500 and be spread over the seven jurisdictions. The RFP's have been sent out under the letterhead and address of one of the jurisdictions. Formalizing the logo and letterhead may become a step toward the transformation of this Council to an Authority, which Dublin has opposed. 2) The Contra Costa County Transportation Authority is beginning a study to look at a light rail/commuter corridor either on or near the Southern Pacific Railroad (SPRR) right-of-way or along the I-680 freeway. San Ramon has taken a stand that the corridor should be through the Dougherty Valley beginning on Dougherty at San Ramon's southern City Limit, heading west once past San Ramon's residential area and connecting back to the SPRR right-of-way (see Exhibit attached) . ---------- ---------------------------------------------------------------- ITEM NO.96 f COPIES T0: J�& 1060- �J'0 If this alignment were extended through Dublin, it would follow Dougherty Road on the north, intersecting the SPRR right-of-way near Arroyo Vista and then continuing south along the SPRR right-of-way to I-580 near the proposed East Dublin BART Station. A benefit of this corridor is that it does bypass Dublin's existing residential neighborhood and high school along the existing railroad corridor northwest of Dougherty Road. The I-680 corridor lacks a good means of tying into Dublin's East BART station. Staff recommends that a decision be postponed until the study is complete and all the advantages and disadvantages are known. 3) As part of the funding mechanism for the future transportation system, the concept of regional transportation fees have been brought up. This potential fee is one of the possible funding sources that will undoubtedly be recommended by the Plan consultant. As the Plan consultant is being directed to study and recommend funding sources, it would be premature to take a position on one of the possible sources at this time. The purpose of this report is to request that the City Council give direction to Councilmember Moffatt so that the City of Dublin's position on these various items may be transmitted to the TVTC. -2- RESOLUTION NO. 91.50 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAMON DESIGNATING PREFERRED ROUTE ALIGNMENT FOR FUTURE PUBLIC TRANSIT FACILITIES IN THE SAN RAMON VALLEY WHEREAS,planning for future transportation needs in the San Ramon Valley should included consideration of dedicated public transit rights-of-way; and WHEREAS,the Contra Costa Transportation Authority is currently initiating a study of the Contra Costa Commuterway and engineering feasibility of public transit route alignments through the San Ramon Valley; and WHEREAS, the City of San Ramon, the Town of Danville, and Tri-Valley Transportation Council are currently considering future public transit service and route alignments in the region; and WHEREAS, the provision of improved public transit services in the Walnut Creek to Pleasanton corridor will improve regional mobility, air quality, and future traffic congestion. NOW, THEREFORE, BE IT RESOLVED, that the City of San Ramon endorses the following policy statements with reference to the preferred route alignment for future public transit rights-of-way within its jurisdiction. 1. That the southern terminus of the public transit right-of-way should connect to the east Dublin/Pleasanton BART station. 2. That the route should proceed northerly through the Dougherty Valley Specific Plan area to serve future development in that area. 3. That the route should extend westerly from the Dougherty Valley to the former Southern Pacific Railroad right-of-way in the vicinity of Bishop Ranch. 4. That the route should extend northerly to serve the Bishop Ranch Employment Center. 5. That the route should proceed westerly to the I-680 freeway corridor at a point south of the Danville Town limits. 6. That the route should proceed northerly within the I-680 freeway right-of-way through Alamo. 1 7. That the route shoWd proceed northerly to connect with the BART system on an alignment agreeable to the City of Walnut Creek and/or City of Pleasant Hill. 8.' That the Southern Pacific Railroad right-of-way should serve as a linear park for the exclusive use of pedestrians and non-motorized transportation; except in the vicinity of Bishop Ranch where it will serve both light rail and pedestrian/non-motorized transportation uses. 9. That the City of San Ramon will initiate contacts at staff and Council level to work with other cities in a cooperative multi-jurisdictional planning effort. 10. That the City of 'San Ramon will cooperate with the Contra Costa Transportation Authority in an alternative analysis study to determine the preferred public transit mode to serve the needs of the region. 11. That the Dougherty Valley Specific Plan and the San Ramon General Plan will include provision for possible public transit route alignments.
