FINANCIAL STATEMENT:
Costs for recommended improvements are contained
within the description below.
DESCRIPTION: In 1987, the City Council directed Staff to prepare an
annual Traffic Safety Report which would identify locations that incurred a
significant number of traffic accidents over the previous year and make
recommendations for possible improvements. The Traffic Safety Report is
combined with a "downtown intersection monitoring" report as per the Downtown
Specific Plan recommendation. TJKM, the City's traffic engineer, has prepared
an accident location map, which will be displayed at the City Council meeting,
and reports which are attached.
Following is a summary of the information contained in TJKM's reports:
HIGH ACCIDENT LOCATION ANALYSIS:
A total of 251 reported accidents occurred in 1990. This is the lowest total
since 1985. Table I of TJKM's report indicates the number of accidents by
type for the previous five calendar years. Traffic volume has increased;
however, the accident totals show a downward trend. TJKM has commented that
the number of injury accidents is generally a better indicator than the total
number of accidents, since some property damage accidents are not reported.
However, the total downward trend in accidents may be attributed at least in
part to Dublin's proactive approach to traffic safety and increased
enforcement.
There were ten locations which incurred more than five accidents. Table II of
TJKM's report ranks these locations according to total number of accidents.
Collision diagrams which detail the types of accidents occurring in each
location are also included with the report. Analyses and recommendations for
these locations are as follows:
San Ramon Road Between Alcosta Boulevard and Shannon Avenue
Sixteen of 22 reported accidents on this street segment are concentrated at
three locations:
1) Bellina Street provides access from San Ramon Road to the San Ramon
Village Plaza shopping center and to the Shell gas station. Vehicles entering
San Ramon Road from Bellina Street are required to stop at a stop sign. Two
accidents involved vehicles turning right from Bellina Street onto San Ramon
Road which failed to yield to oncoming northbound traffic. Visibility between
northbound through traffic on San Ramon Road and Bellina Street traffic
entering San Ramon Road is limited by vegetation to the south along the east
side of San Ramon Road. Selective removal and trimming of the vegetation is
recommended. The City's maintenance staff has corrected the problem.

2) Six accidents occurred at the signalized intersection of San Ramon
Road and Vomac Road. Five of these were rear-enders involving unsafe speed.
San Ramon Road is presently one lane in each direction south of Vomac Road and
transitions to two lanes in each direction north of the intersection. Rear-
end accidents are common at signalized intersections. The San Ramon Road
Phase IV project, which is under construction, will create a four-lane section
south of Vomac Road. This widening project will shorten queues of vehicles
and decrease rear-end accidents. TJKM's report recommends installing "Signal
Ahead" signs and pavement markings as a temporary measure until the
improvements are completed. It was subsequently noted that the "Signal Ahead"
signs are already in place, and the recommendation is now to simply move the
signs further ahead of the signal. The expense of pavement markings is not
warranted for a situation that is temporary.
3) Eight accidents occurred at San Ramon Road and Shannon Avenue. This
intersection presently does not have a protected left turn phase for drivers
turning left from San Ramon Road onto Shannon Avenue. Three of the eight
accidents involved drivers turning left which failed to yield to oncoming
traffic. The San Ramon Road Phase IV construction will provide a protected
left turn. In the meantime, TJKM recommends installing a "Left Turn Yield On
Green" sign for north- and southbound traffic on the existing signal mast
arms. Approximate cost of this sign installation would be $500.
Dougherty Road and Dublin Boulevard/Scarlett Court
Seventeen accidents occurred in the vicinity of this signalized intersection.
Eight of the seventeen were concentrated at two locations.
1) Six accidents occurred on the Dublin Boulevard eastbound approach.
Most were during the morning and evening peak periods. Four of the six were
rear-enders. There are two separate right-turn lanes on eastbound Dublin
Boulevard. Right turns on red are allowed only from the curbside lane. this
contributes to uneven usage and long queues in the curbside right turn lane.
However, right turns from both lanes are allowed concurrently with the
northbound Dougherty Road movement to shorten the queues. A right turn green
arrow indication is provided to advise drivers when right turns may be made
from the second lane. Drivers sometimes do not realize that right turns may
be made from the second lane because the red ball and green arrow indications
appear simultaneously, which contributes to increased vehicle stacking.
Rear-end accidents are not uncommon at busy signalized intersections with
extended vehicle stacking. TJK~ has previously recommended capacity
improvements, some of which will take place with the construction of the
Dublin Boulevard Extension and Dougherty Road Improvement projects.
2) Two accidents occurred on the north side of Scarlett Court,
involving vehicles backing out of the Miracle Auto Painting lot and hitting
cars parked along the north curb. Removal of parking along the north side of
Scarlett Court does not appear to be justified.
Regional Street and Dublin Boulevard
Seventeen accidents occurred in the vicinity of this signalized intersection.
No particular pattern is apparent. The Regional Street northbound approach
has recently been restriped to align with the southbound approach, causing the
Regional Street northbound left turn loop detector to straddle the double
yellow striping separating the northbound and southbound lanes of the
northbound approach. Field observations indicate that the signal operation is
not affected, and no further mitigations are recommended.
Dougherty Road and Sierra Lane
Of the 15 accidents reported at the unsignalized Dougherty/Sierra
intersection, 10 actually occurred south of the intersection at a Pak N Save
driveway. The City Council recently received a report regarding a proposed
median closure which would prevent further accidents caused by left turns in
or out of the Pak N Save driveway. Construction of the improvements is
expected to take place in about a month. No further mitigation is
recommended.

Village Parkway and Dublin Bouleva~d
Ten accidents occurred in the vicinity of this signalized intersection. There
is no accident pattern to indicate a need for mitigation.
San Ramon Road and Dublin Boulevard
Ten accidents occurred at this signalized intersection, three of which were
rear-enders. These are not uncommon at busy signalized intersections and are
usually caused by drivers' inattention and unsafe speed. No mitigation is
recommended.
San Ramon Road and Amador Valley Boulevard
Nine accidents occurred at this signalized intersection. There is no accident
pattern to indicate a need for mitigation.
Village Parkway and Amador Valley Boulevard
Eight accidents occurred at this signalized intersection, three of which
involved bicycles traveling the wrong way on the north side of Amador Valley
Boulevard. Bicycle circulation deficiencies were not observed in the field.
No mitigation measures are recommended.
Dublin Boulevard and Amador Plaza Road
There were eight reported accidents at this signalized intersection. Two of
these involved Amador Plaza Road southbound left turns failing to yield to
northbound traffic. Standard "Left Turn Yield On Green" signs posted on the
Amador Plaza Road signal mast arms is recommended to reduce driver confusion.
The cost of this improvement is estimated at $500.00.
Dougherty Road and 1-580 Westbound Offramp
There were six accidents at this signalized intersection, one of which
involved a Dougherty Road northbound vehicle running a red light and colliding
with an 1-580 westbound offramp vehicle. A total of thirteen accidents of
this type has occurred over the past three years. A 35 mph speed zone should
be established on the Hopyard/Dougherty Road northbound overpass. Staff has
requested that the City of Pleasanton establish the 35 mph speed zone. In
addition, programmed signal heads should replace the standard heads on the
Dougherty Road/Dublin Boulevard intersection northbound signal mast arm. The
signals at the 1-580 westbound offramp and at Dublin Boulevard are viewed on
the same horizontal plane as the northbound traffic approaches. The
programmed heads will prevent Hopyard/Dougherty northbound traffic from
reacting to the downstream Dublin Boulevard signal before the 1-580 westbound
offramp signal. The cost of installing programmed heads is estimated at
$3,000, and Staff is currently pursuing some alternatives for obtaining the
equipment at no cost to the City. If these alternatives are not possible,
Staff recommends including funds in the Signal Maintenance Operating Budget
for FY1991-92 to accomplish the replacement.
Three of the six accidents were Dougherty Road southbound rear-enders
involving unsafe speeds. The Traffic Safety Committee has already discussed
additional enforcement of the existing 35 mph Dougherty Road southbound speed
limit, and new speed limit signs are planned to be posted.
DOWNTOWN INTERSECTION MONITORING:
The City adopted the Downtown Specific Plan in 1987. One of the
recommendations contained within the Plan was to monitor traffic volumes at
five downtown intersections and recommend improvements as needed. The five
intersections are:
San Ramon Road and Amador Valley Boulevard
San Ramon Road and Dublin Boulevard
Regional Street and Dublin Boulevard
Village Parkway and Dublin Boulevard
Dougherty Road and Dublin Boulevard

Loss of volume at the San Ramon Road/Amador Valley and San Ramon Road/Dublin
Boulevard intersections may be partially caused by the San Ramon Road Phase IV
construction projects.
Volume to capacity (V/C) ratios were calculated for each of the five
intersections to determine levels of service (LOS). Table II compares the
levels of service for 1988, 1989, and 1990. All of the intersections operate
at an acceptable LOS of D or better, but the level of service at the Dublin
Boulevard/Dougherty Road and Dublin Boulevard/Regional Street intersections
has dropped from C to D.
The two primary intersections of concern are Dublin Boulevard/Dougherty Road
and San Ramon Road/Dublin Boulevard. The San Ramon Road/Dublin Boulevard
intersection has improved from its previous LOS E rating to a high LOS D. The
Dublin Boulevard/Dougherty Road intersection operates at a mid-LOS D.
San Ramon Road and Dougherty Road are major commuter routes providing
important north-south mobility between San Ramon and Pleasanton and access to
Dublin's central business district via Amador Valley and Dublin Boulevards.
The operation of the San Ramon/Dublin and Dublin/Dougherty intersections is
affected by through traffic.
Modifications to the San Ramon Road/Dublin Boulevard intersection contained
within the Dublin Boulevard Improvement project (anticipated to be constructed
during the 1991-92 fiscal year) and modifications to the Dublin
Boulevard/Dougherty Road intersection contained within the Dublin Boulevard
Extension and Dougherty Road Improvements projects (anticipated to be
constructed during the 1991-92 and 1992-93 fiscal years) will improve capacity
at these intersections.

SUBJECT: 1990 Traffic Safety Report
This report documents the annual study of high accident locations on public streets in the City
of Dublin. Accident data for each location are analyzed and traffic improvements to address
existing safety deficiencies are recommended.
Determination of High Accident Locations
High accident locations were selected by reviewing the 1990 Accident Spot Map (attached). The
map indicates the location and type of each accident on a base map of the City. The accident
data is pulled directly from traffic collision reports prepared by Dublin police officers and
submitted to TJKM.
The total number of accidents by type was determined and compared with the four previous
years. Table I is a comparison of total accidents by type and year for 1986 through 1990. The
total number of accidents is 24 less than last year. Property damage only accidents decreased
by 23 and injury accidents decreased by one over last year. There were no fatal accidents. The
251 accident total for 1990 is the lowest total since 1985.
Collision diagrams (attached) were produced for intersections and street segments that had five
or more accidents. Table II indicates the ten high accident locations ranked by total number of
accidents.
Traffic Safety Mitigation Measures
1. San Ramon Road Between Alcosta Boulevard and Shannon Avenue
Sixteen of the 22 accidents on San Ramon Road between Alcosta Boulevard and Shannon
Avenue are concentrated at three locations.
Bellina Street is a full access intersection which is stopped signed at San Ramon Road. Bellina
Street provides the only access from San Ramon Road to the San Ramon Village Plaza retail
center and Shell gas station located in the southeast quadrant of the San Ramon Road/Alcosta
Boulevard intersection. Two accidents involved Bellina Street right-turns not yielding to San
Ramon Road northbound through traffic.

Visibility between San Ramon Road northbound through traffic and Bellina Street traffic
entering San Ramon Road is limited by vegetation to the south along the east side of San
Ramon Road. Selective removal and trimming of the curbside vegetation is recommended. No
further mitigations at Bellina Street are recommended.
V omac Road is signalized at San Ramon Road. Six accidents occurred here. Five of the six
were rear-enders involving unsafe speed. There is only one through lane in each direction on
San Ramon Road approaching Vomac Road. San Ramon Road is one lane in each direction
south of Vomac Road and transitions to two lanes in each direction north of the intersection.
The single through-lane approaches contribute to long queues during peak hours.
Rear-end accidents are the most common at signalized intersections. Phase 4 of the San Ramon
Road improvements, currently under construction, will create a four-lane road section north
and south ofVomac Road. This will shorten queues and decrease rear-end accidents. To alert
the drivers that they may need to slow down or stop near the intersection, it is recommended
that temporary standard "Signal Ahead" signs and pavement markings be installed. These
should be installed well in advance of the intersection to warn drivers behind long platoons of
traffic. No further mitigations at Vomac Road are recommended.
Shannon Avenue is signalized at San Ramon Road. Eight accidents occurred here. Three of the
eight involved San Ramon Road northbound left turns failing to yield to southbound through
traffic.
Separate lanes exist for San Ramon Road northbound and southbound left-turn traffic. Drivers
sometimes expect protected left-turn signal phasing in this situation. San Ramon Road left
turns run at the same time as opposing through traffic so they are required to yield. A
standard "Left-Turn Yield On Green" sign posted on the San Ramon Road northbound and
southbound signal mast arm is recommended to reduce driver confusion. No further
mitigations at Shannon Avenue are recommended.
2. Douqhertv Road and Dublin Boulevard/Scarlett Court
Seventeen accidents occurred in the vicinity of the signalized intersection. Eight of the
17 accidents were concentrated at two locations.
Six accidents occurred on the Dublin Boulevard eastbound approach. Most were during the
morning and evening peaks. Four of the six were rear-enders. There are two separate right-
turn lanes on eastbound Dublin Boulevard. Right on red is allowed only from the curbside
right-turn lane. This contributes to uneven usage and long queues in the curb-side right-turn
lane. Right turns from both lanes are allowed concurrently with the Dougherty Road
northbound movements to shorten the queues. Drivers sometimes do not realize that right-on-
red is allowed because they see the through and left-turn red ball signal indication and not the
right-turn green arrow. This contributes to increased vehicle stacking. Rearend accidents are
not uncommon at busy signalized intersections with extended vehicle stacking. Appropriate
intersection approach widening has been recommended in previous studies (see December 6,
1990 summary memo). Some of these are planned along with the extension of Dublin
Boulevard to the east. Vehicle stacking along with the associated rear-end accidents should
decrease. No mitigations are recommended on the eastbound approach.

Two accidents occurred on the north side of Scarlett Court. Both involved vehicles backing out
of Miracle Auto Paint and hitting cars parked along the north curb.
The accidents appear to be isolated incidents. The removal of parking on the north side of
Scarlett Court will eliminate the existing deficiency, but does not appear to be justified. No
mitigations on Scarlett Court are recommended.
3. Reqional Street and Dublin Boulevard
Seventeen accidents occurred in the vicinity of the signalized intersection. No particular
pattern of accidents is apparent on the collision diagram. The Regional Street northbound
approach has been restriped to align with the southbound approach as recommended in a
January 2, 1991 TJKM report. The restriping caused the Regional Street northbound left-turn
loop detector to straddle the double yellow striping separating the northbound and southbound
lanes of the northbound approach. Vehicles turning left from Dublin Boulevard and Regional
Street southbound through traffic pass over the loop. Field observations indicate that the
signal operation is not effected by the Dublin Boulevard traffic since the vehicles are not on the
loop long enough for their presence to mistakenly activate the Regional Street signal phase.
The Regional Street southbound traffic does take green time from Dublin Boulevard by
extending the Regional Street phase. The Regional StreetJDublin Boulevard intersection signal
timing is under review. No further mitigations are recommended.
4. Douqherty Road and Sierra Lane
Of the 15 accidents reported at unsignalized the Dougherty Road/Sierra Lane intersection,
10 actually occurred south of the intersection at a Pak-N-Save driveway. All of these involved
vehicles turning left in to or out ofPak-N-Save. A January 23,1991 TJKM study recommended
the elimination of the Pak-N-Save left-turns. The City Council has agreed and the construction
of a raised asphalt Dougherty Road median is planned after a traffic circulation issue in the
Pak-N-Save parking lot has been resolved. No further mitigations are recommended.
5. Villaqe Parkway and Dublin Boulevard
Ten accidents occurred in the vicinity of the signalized intersection. There is no accident
pattern to indicate a need for mitigation. Therefore, no mitigations are recommended.
6. San Ramon Road and Dublin Boulevard
There were ten accidents at the signalized intersection. Three of these were rear-enders. These
are not uncommon at busy signalized intersections and are usually caused by drivers'
inattention and unsafe speed. No mitigations are recommended.
7. San Ramon Road and Amador Valley Boulevard
There were no patterns among the nine accidents at the signalized intersection. Therefore, no
mitigations are recommended.

1 O. Douqherty Road and Interstate 580 Westbound Off-Ramp
There were six accidents at the signalized intersection. One involved a Dougherty Road
northbound vehicle running a red light and colliding with a 1-580 Westbound Off-ramp vehicle.
A total of about thirteen accidents of this type have occUITed over the past three years. A
35 miles per hour (mph) speed zone should be established on the Hopyard RoadIDougherty
Road northbound overpass of 1-580. Programmed signal heads should also replace the standard
heads on the Dougherty RoadlDublin Boulevard intersection northbound signal mast arm. The
signals at the 1-580 Westbound Off-ramp and Dublin Boulevard are viewed on the same
horizontal plane as northbound traffic approaches. The programmed heads will prevent
Hopyard RoadIDougherty Road northbound traffic from reacting to the downstream Dublin
Boulevard signal before the 1-580 Westbound Off-Ramp signal. The mitigations are being

speeds. Additional enforcement of the existing 35 mph Dougherty Road southbound speed
limit, including new speed limit signs, is planned by the City.
No further mitigations are recommended.

Background
The traffic counts for the annual Downtown Dublin traffic monitoring program haV'e
beencompleted. The program is part of the Downtown Specific Plan adopted in July
1987; The monitoring program consists of traffic counts taken annually at key
intersections within and leading to the Downtown area.
Five intersections ha'lJ'e been monitored annually since 1987. p.M. peak hour
turning moV'ement counts were taken at each intersection. These intersections are:
San Ramon Road! Amador Valley Boulevard
San Ramon RoadIDublin Boulevard
Regional StreetlDublin Boulevard
Village Parkway/Dublin Boulevard
Dougherty RoadIDublin Boulevard
Analysis
Table I indicates the change in total traffic enteriDg each intersection from 1987
through 1990. The two intersections showing increB.SaS in volumes this year are
Regional Street/Dublin Boulevard and Dougherty Road/Dublin Boulevard.
The increase at Dougherty RoadlDublin Boule'lJ'ard is probably due to residential
growth in Dublin and through traffic involving Pleasanton and San Ramon
de'Velop:ro.ent. The widening of Dougherty Road has also contributed to the traffic
increase by creating a more attractive north~south inter-city route to complement
Interstate 680.
The increase at Regional StreetlDublin Boulevard IXlay be due to increased
Downtown commercial activity to the east along Dublin Boulevard and to the north
along Regional Street.

Two of the three intersections showinll a loss of volume, San Ramon Road/Amador
Valley Boulevard and San Ramon Road/Dublin Boulevard, were possibly affected by
the ongoing construction of the Phase 4~San Ramon Road improvements.
Volume to capacity ratios (V/C) were calculated for each of the five intersections to
determine levels of service (LOS). Thè capacity analysis worksheets are attached.
Table II shows a comparison of the lev~ls of service for 1988. 1989, and 1990. All of
the intersections operate at an acceptable LOS D or better, but the level of service at
Dougherty Road/Dublin Boulevard ând Regional StreetlDublin Boulevard has
degraded from LOS C to D. I
Recommendations
The two primary intersections of concetn are San Ramon RoadlDougherty Road and
San Ramon RoadlDublin Boulevard.: San Ramon Road/Dublin Boulevard has
improved from its previous LOS E ~ating, but is near the limit of acceptable
operation with a high LOS D. The Dqugherty Road/Dublin Boulevard intersection
operates at a mid-LOS D. :
San Ramon Road and Dougherty RQad are major coromuter routes providing
important north-south mobility betweEio. San Ramon and Pleasanton and access to
the heart of Dublin via Dublin Boulev~d and Amador Valley Boulevard.

The intersections of San Ramon Road.lriublin Boulevard and Dougherty Road/Dublin
Boulevard serve :as gateways to the City, but their operation is very much affected
by through traffic with origins and destinations outside of Dublin.

The City is planning to modify the smi Ramon RoadlDublin Boulevard intersection
along with the widening of Dublin Bou[evard between Village Parkway and Donlon
Way. The widening project is schedu).ed for completion by the end of fiscal year
1992. The modifications will result in improved traffic carrying capacity. TJKM has
also developed recommendations to upgrade the Dougherty RDad/Dublin Boulevard
intersection by expanding the northboUnd. eastbound, and westbound approaches to
the intersection. '
