HomeMy WebLinkAbout3.3 Preview of SplatterSTAFF REPORT CITY COUNCIL Page 1 of 2 Agenda Item 3.3 DATE:July 20, 2021 TO:Honorable Mayor and City Councilmembers FROM:Linda Smith, City Manager SUBJECT:Preview of Splatter Prepared by: Lauren Marriott, Recreation Coordinator EXECUTIVE SUMMARY: The City Council will receive a presentation that previews Splatter, taking place September 18, 2021 at Emerald Glen Park. STAFF RECOMMENDATION: Receive the presentation and provide feedback on this year’s Splatter event. FINANCIAL IMPACT: The budget for Splatter is included as part of the City’s annual operating budget. Due to the COVID-19 pandemic and assumptions made prior to the Fiscal Year 2021-22 budget being adopted, the budget for the festival was reduced to $71,725. Subsequently the festival is being planned on a scale that the community is accustomed to, roughly $84,000, and an additional $51,000 for a grand finale, which will result in a need for a future mid-year budget adjustment. By comparison this is $53,574 more than Fiscal Year 2019. DESCRIPTION: The City of Dublin’s Splatter Celebration will take place on Saturday, September 18, 2021 at Emerald Glen Park. This year’s festival will continue to celebrate music, art and wine while shifting the focus to be more inclusive and provide culturally diverse elements. Multicultural Focus Splatter will celebrate the diversity of Dublin and surrounding communities by incorporating multiculturally focused components throughout the event’s footprint. The festival will showcase community performances including Bollywood, Chinese dance and West African drum and dance groups. A diverse and unique blend of food vendors will be available in the “Dine Around the World” food court featuring a multitude of cuisines from various regions of the world. Similarly, guests will have the opportunity to shop around the world in the “Arts and Crafts World Market,” featuring a unique and diverse array of goods from around the world. The key objective of the 17 Page 2 of 2 multicultural focus is to ensure all Dublin residents feel represented at Splatter. To culminate this, an “I am Dublin” community mural will be featured to celebrate the many cultures that are represented in this community. Entertainment Splatter will feature three stages of live performances as well as roaming entertainment scattered throughout the festival’s footprint. The amphitheater stage will feature community multicultural performances as well as youth entertainment such as a magician and juggler. The Side Yard stage will return this year by the fountain at the southwest corner of the park. The Side Yard Stage will give residents the opportunity to show off their talents in performing arts such as music, dance, poetry, and more. The Main Stage located closest to the carnival will feature live musical entertainment during the day. At night, this Main Stage will become the focal point of a “community dance party” lead by headliners Queen Nation, a tribute to Queen, and Wonderbread 5, a high energy dance band. Food and Beverage As mentioned earlier, guests will be invited to “Dine Around the World” and receive an elevated culinary experience that features a vast array of international cuisines. The Rotary Club of Dublin will be serving local craft beer and wine. The Arts Splatter will celebrate the arts throughout the festival footprint with many arts and crafts activities available throughout the day. An art gallery and reception will be held in partnership with the Dublin Arts Collective inside The Wave. The gallery will display fine arts originated by local artists from the East Bay. Grand Finale Lastly, Staff is recommending the inclusion of a grand finale event this year due to the lifting of restrictions and to celebrate a return of relative normal activities. Splatter’s grand finale will kick off with a 15-minute performance by Imagine Circus. The performance will feature fire dancing, juggling, and throwing. The night will end with a 10-minute drone light show customized to celebrate Dublin and the Splatter festival. STRATEGIC PLAN INITIATIVE: None.
