EXECUTIVE SUMMARY:The City Council will receive a presentation from Rachel Jones, Executive Officer, Alameda Local Agency Formation Commission (LAFCO), regarding the Alameda LAFCO draft municipal service review.
STAFF RECOMMENDATION:Receive the presentation.
FINANCIAL IMPACT:None.
DESCRIPTION:Alameda Local Agency Formation Commission (LAFCO) has prepared a draft municipal service review (MSR) on the provision of water, wastewater, flood control, and stormwater services throughout the County. The draft was prepared as part of LAFCO’s adopted work plan for 2002-2021 and independently assesses the availability, need, and adequacy of key public services provided in the region. This includes determinations addressing the factors required in the statute as part of the MSR process as well as informing future boundary changes and sphere of influence updates of affected agencies. This service review, initiated in 2018, represented the first type of a regional LAFCO study covering water and wastewater services within Alameda County.The Alameda LAFCO MSR – Public Draft was presented for discussion at Alameda LAFCO’s July 8, 2021, Regular Meeting ahead of staff initiating a 30-day public review and comment period. The item is scheduled to return to the Commission at its September meeting for final action.The City Council will receive a presentation from Rachel Jones, Executive Officer, Alameda LAFCO,
