A Regular Meeting of the Dublin City Council was held on Tuesday, June 15, 2021, in
the City Council Chamber and via Zoom Communications. The meeting was called to
order at 7:00 PM., by Mayor Hernandez.

Harrier,” Liz Crane for “Stagecoach Turkeys” and Monique Richardson for
“When I Look to the Sky.”

6.1)Adoption of Rates for Garbage Collection, Disposal, and Recycling
Services Provided by Amador Valley Industries and Establishing the 2021-
22 Annual Assessment
The City Council received a presentation regarding establishing the garbage
rates effective July 1, 2021 and establishing the Fiscal Year 2021-22 refuse-
related property tax assessment.
Mayor Hernandez opened the public hearing.
Upon receiving no public comment, Mayor Hernandez closed the public
hearing.
By motion of Councilmember Josey, seconded by Vice Mayor Kumagai, and by
unanimous vote, the City Council Adopted Resolution No. 83-21 titled,
“Approving and Establishing the Collection of Minimum Residential Garbage
and Recycling Service Fees for Fiscal Year 2021- 22,” and Resolution No. 84-
21 titled, “Amending the Schedule of Service Rates for Integrated Solid Waste
Services.”

6.2)Semi-Public Sites and Emerald High School Site General Plan
Amendment, Specific Plan Amendment, and Planned Development Zoning
Amendment (PLPA-2020-00054)
The City Council received the report on a City-initiated General Plan
Amendment, Eastern Dublin Specific Plan (EDSP) Amendment, and Planned
Development Zoning Amendment for three sites, including 2.5 acres on the GH
PacVest property and 2.0 acres on the East Ranch property, as well as the
23.46-acre future Emerald High School site.

Mayor Hernandez opened the public hearing.
Upon receiving no public comment, Mayor Hernandez closed the public
hearing.
By motion of Councilmember Josey, seconded by Vice Mayor Kumagai, and by
unanimous vote, the City Council adopted Resolution No. 85-21 titled, “Adopting
an Addendum to the Eastern Dublin Specific Plan Environmental Impact
Reports and Approving Amendments to the General Plan and Eastern Dublin
Specific Plan for 2.5 Acres on the GH PacVest Property, 2.0 Acres on the East
Ranch Property, and the Emerald High School Site,” waived the reading, and
INTRODUCED the Ordinance Approving Amendments to the Planned
Development Zoning Stage 1 Development Plans for 2.5 Acres on the GH
PacVest Property and 2.0 Acres on the East Ranch property in Fallon Village,
and the Emerald High School Site in Dublin Ranch.

7)Unfinished Business
7.1)Draft Regional Housing Needs Allocation Appeal Framework
7.2)
The City Council received a presentation on a proposed framework for an
appeal of the City's Draft Regional Housing Needs Allocation.
Shirley Lewandowski provided public comment.
By consensus, the City Council directed Staff to move forward with an appeal,
with the focus on the specific Dublin issues of past performance and lack of
land availability, a decrease in population, high opportunity areas, and land use
authority and water Infrastructure.

By motion of Councilmember Josey, seconded by Councilmember Hu, and by
unanimous vote, the City Council increased the funding for Hope Hospice to
$20,000 and adopted amended Resolution No. 86-21 titled, “Approving Funding
Allocations for the Fiscal Year 2021-22 Human Services Grant Program from
the General Fund.”

8.1)Informational Report on Voluntary Special Needs Registries
The City Council received a report on voluntary special needs registries and
asked clarifying questions.
By consensus, the City Council directed Staff to bring back an item to a future
meeting with more detailed information on voluntary special needs registries.
9)Other Business
The City Council and Staff provided brief information only reports, including
committee reports and reports by City Council related to meetings attended at
City expense (AB1234).

Mayor Hernandez adjourned the meeting at 9:42 p.m.

A Special Meeting of the Dublin City Council was held on Tuesday, June 29, 2021, via
Zoom Communications. The meeting was called to order at 2:00 PM., by Mayor
Hernandez.
Councilmember Hu provided a statement that was read before the meeting began
recusing herself from participating due to her residence being within 500 feet of the
subject property.

3.1 Urban Land Institute Technical Assistance Panel for SCS Property
The City Council received a presentation from the Urban Land Institute Technical
Assistance Panel (ULI TAP) who provided their findings and recommendations after
holding public engagement meetings in June of 2021 for the proposed SCS
property.
The City Council asked clarifying questions.
Nrupen Polasani provided public comment.
Shane Sofos provided public comment.
