HomeMy WebLinkAbout6.2 Adopting the Proposed 2020-2025 Five-Year Capital Improvement Program UpdateSTAFF REPORT CITY COUNCIL Page 1 of 7 Agenda Item 6.2 DATE:June 1, 2021 TO:Honorable Mayor and City Councilmembers FROM:Linda Smith, City Manager SUBJECT:Adopting the Proposed 2020-2025 Five-Year Capital Improvement Program Update Prepared by: Michael Boitnott, Capital Improvement Program Manager EXECUTIVE SUMMARY: The City Council will conduct a public hearing and consider adopting the proposed Five-Year Capital Improvement Program Update, which includes capital project funding from Fiscal Year 2020-21 through Fiscal Year 2024-25. STAFF RECOMMENDATION: Conduct the public hearing, deliberate, and adopt the Resolution Adopting the Proposed Five- Year Capital Improvement Program 2020-2025 Update. FINANCIAL IMPACT: The proposed 2020-2025 Capital Improvement Program (CIP) Update includes appropriations for totaling $99,123,491 in Fiscal Year 2020-21 and $24,900,128 in Fiscal Year 2021-22. These appropriations are included in the CIP section of the Fiscal Year 2021-22Proposed Budget. DESCRIPTION: Each year, the City Council updates and adopts the City’s Five-Year Capital Improvement Program (CIP). The proposed 2020-2025 CIP Update represents the City’s capital investment program and addresses the City’s public infrastructure needs through Fiscal Year 2024-25. Projects in the CIP are identified in the following major categories: General Improvements, Public Art, Parks, Streets, and Future Projects. The Future Projects category identifies projects that are beyond the current CIP timeframe, for which a funding source may or may not be identified. The table and graph below summarize 2020-2025 CIP expenditures by category: 1085 Page 2 of 7 Table 1. CIP Cost % by Category General Improvements The General Improvements category includes 13 projects, seven of which have remaining budget in Fiscal Year 2020-21 but do not have any additional funding proposed for years two through five of the CIP. The most significant General Improvements projects being completed in the five-year timeframe are the Civic Center HVAC and Roof Replacement ($5.2 million), Civic Center Rehabilitation ($2.2 million), Cultural Arts Center ($11.8 million), and Financial System Replacement ($2.5 million). There are no new General Improvements projects or major changes to existing projects proposed in the 2020-2025 CIP Update. Public Art The Public Art category includes eight projects, six of which have remaining budget in Fiscal Year 2020-21 but do not have any additional funding proposed for years two through five of the CIP. 1086 Page 3 of 7 The most significant Public Arts projects being completed in the five-year timeframe are the Heritage Park Public Art ($520,000), the Camp Parks Sign ($500,000), and the Public Art at Don Biddle Community Park ($681,000). There are no new Public Art projects or major changes to existing projects proposed in the 2020- 2025 CIP Update. Parks The Parks category includes 14 projects, seven of which have remaining budget in Fiscal Year 2020-21 but do not have any additional funding proposed for years two through five of the CIP. The most significant Parks projects being completed in the five-year timeframe are the Don Biddle Community Park ($24.8 million), Downtown Dublin Town Square Park ($4.6 million), Fallon Sports Park Phase 3 ($10.6 million), Iron Horse Nature Park and Open Space ($11.6 million), and Wallis Ranch Community Park ($6.7 million). There is one new project proposed in the Parks category for the 2020-2025 CIP Update. The Alamo Creek Park and Assessment District Fence Replacement project ($850,000) will provide upgraded and replaced fencing in the area around Alamo Creek Park, funded by the General Fund and the Dougherty Road Landscape and Lighting District No. 1986-1. Streets The Streets category includes 24 projects, 10 of which have remaining budget in Fiscal Year 2020- 21 but do not have any additional funding proposed for years two through five of the CIP. The most significant Streets projects being completed in the five-year timeframe are the Annual Street Resurfacing ($17.7 million), Citywide Bicycle and Pedestrian Improvements ($4.0 million), Citywide Signal Communications Upgrade ($4.5 million), Green Stormwater Infrastructure ($2.2 million), Iron Horse Trail Bridge at Dublin Boulevard ($11.6 million), St. Patrick Way Extension ($3.7 million), Tassajara Road Improvements - North Dublin Ranch Drive to Quarry Lane School (9.0 million) and Tassajara Road Realignment and Widening - Fallon Road to North City Limit ($12.8 million). There is one new project proposed in the Streets category for the 2020-2025 CIP Update. The Local Roadway Safety Plan project ($117,980) will provide a framework to identify, analyze, and prioritize roadway safety improvements on local roads, funded by a State transportation grant and Measure BB funds. Funding Sources The funding for the 2025-2025 CIP from a variety of sources, summarized in Table 2 and Figure 2 below. 1087 Page 4 of 7 Table 2. CIP Funding Source % Approximately 39% or $63.5 million of the CIP costs are funded by Traffic Impact Fees and Public Facilities Fees, therefore completion of projects funded by impact fees is contingent upon development proceeding as estimated and fees being collected as projected. The timing of projects funded by this source may need to be reevaluated if there is a slowdown of projected development activities. Approximately 19% or $28.8 million of CIP costs are funded by Special Revenues. Of this amount, $18.8 million is from State Gas Taxes (Highway Users Tax Account or HUTA), SB1 Road Maintenance and Rehabilitation Account (RMRA), and Measure B/BB Sales Tax. It is important to note that the COVID-19 pandemic and associated reduction in fuel purchases has negatively impacted these revenue sources. The new figures released by the California Department of Finance with the Governor’s May Revision to his proposed 2021-22 budget, which include HUTA and RMRA distributions, are based on updated estimates of state collections of fuel taxes and vehicle registration fees and are now estimated to be 1.1% below 2019-20 allocations in the current year; meaning that revenues in Fiscal Year 2021-22 will also be lower than anticipated. Staff has reviewed and adjusted the revenue projections in the proposed 2020-2025 CIP based on the updated estimates. Any further decrease in revenues will impact the City’s ability to complete Street projects in the five-year CIP. General Fund Contributions The General Fund contributions to the CIP account for approximately 17% or $27 million of the five-year costs. The total cost of all projects beyond the CIP timeframe is estimated at $306.4 million. Table 3 provides a summary of additional annual funding from the General Fund. These expenses not reflective of other infrastructure improvements such as additional street, street landscape, and streetlight maintenance that is necessary because of new development. Table 3. XX - 21 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ADOPTING THE PROPOSED FIVE-YEAR CAPITAL IMPROVEMENT PROGRAM 2020 – 2025 UPDATE WHEREAS,each year, the City Council updates and adopts the City’s Five-Year Capital Improvement Program (CIP), which addresses the City’s public infrastructure and facility needs in the following areas: General Improvements, Public Art, Parks, Streets, and Future Projects; and WHEREAS,the City Manager has presented the proposed Five-Year CIP 2020-2025; and WHEREAS,on April 28, 2020, the Planning Commission reviewed the Five-Year CIP 2020-2025 and has determined the public works projects to be constructed are in conformance with the City of Dublin General Plan. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby take the following actions: 1. The City Council of the City of Dublin does hereby adopt the Proposed Five-Year Capital Improvement Program 2020-2025; and 2. The project will also expand the adaptive traffic signal system along key corridors and will connect existing and new public safety infrastructure, such as situational awareness cameras and automated license plate recognition cameras, to the high speed fiber optic communications system.The project will update the existing City of Dublin Travel Demand Forecasting Model to provide traffic flow projections on the arterial and collector roadways as well as analyze future land use development proposals and transportation network changes in the City. The last comprehensive update was done in 2013 and was based on the 2011 Alameda County Transportation Commission (ACTC) countywide model. The updated City of Dublin Travel Demand Forecasting Model will be based upon the 2018 update of the ACTC countywide model, and is anticipated to be completed in spring 2021. The extension is planned to have four to six travel lanes, bike lanes, a Class 1 bike/multi-use path, sidewalk, curb and gutter, traffic signals, street lighting, landscaped medians, bus stops, and all city street utilities. The preliminary engineering and environmental impact report cost allocation between the City of Dublin and City of Livermore is governed by a Memorandum of Understanding approved by the City Council on April 19, 2016. OnNovember 1, 2016, the City Council approved a contract for Preliminary Engineering and an Environmental Impact Report. On April 27, 2017, Alameda County Transportation Commission (ACTC) approved $8.233 million of Measure BB Grant funds for the design and environmental phases of the project starting with the Fiscal Year 2017-2018 funding. The project EIR and precise roadway alignment was completed in 2020, after which ACTC took the lead in final design. The NEPA Environmental Assessment was completed in early 2021 with a Finding of No Significant Impact.The preliminary engineering level cost estimate for this project is approximately $166.1 million, which includes all project mitigation costs and indirect impacts mitigation, and is anticipated to be divided among the City of Dublin and the City of Livermore on the basis of street length ineach jurisdiction. It is expected that the City of Dublin share will be approximately $111.1 million and the City of Livermore share will be $55 million. System improvements will be completed both by the City and MTC. MTC's work is funded with a $385,000 federal grant through MTC's Innovative Deployments to Enhance Arterials (IDEA) Challenge Grant Program. To streamline administration ofgrant funds for the project and to expedite project delivery, MTC Resolution No. 4202 was revised on September 25, 2019 to add LAVTA as co-recipient of the IDEA II grant, which provides direct access to LAVTA to the grant funds, while also allowing MTC, LAVTA, and the City to cooperatively implement different elements of the project. The funding source for the MTC/LAVTA led work is shown as "Other" because MTC project costs will be funded directly by MTC. The City and LAVTA have a Memorandum of Understanding outline the roles and responsibilities of each agency regarding the project implementation. The local match for the IDEA II grant will be paid by the Alameda CTC’s Measure BB grant to the City, for project elements implemented by MTC, LAVTA, and the City of Dublin. Transportation system improvements will include: Connected Vehicle Software that will integrate with the City's central traffic management system to broadcast real-time traffic signal information to transit vehicles and other motorists; Shared Autonomous Vehicle (SAV) Communications that will provide for the integration of SAV with the City's traffic signal controllers. LAVTA's testing of SAVs on public streets in the City in the vicinity of the Dublin/Pleasanton BART Station, and this project will allow for the SAVs to communicate and interface with the City's traffic signal controllers.The project will also evaluate vulnerable road user protection systems at 3 to 4 signalized intersections on Dublin Boulevard inthe vicinity of the BART station to see if it can effectively detect pedestrians and bicyclists in or near the intersections. The Iron Horse Trail crossing at the intersection of Dublin Boulevard and Scarlett Drive will have passive bicycle and pedestrian detection allowing trail users to be detected before reaching the intersection in order to reduce the wait time at the signalized crossing. The project also provides for the design and construction of a realigned Tassajara Road from Fallon Road to the northern City limit, which will be coordinated with Contra Costa County. Planning and preliminary engineering cost will be split in accordance with the Memorandum of Understanding, which was approved on September 16, 2014. Costs for the design and construction will be agreed upon and split proportionally with the work within each jurisdiction. The design and construction of the southerly Tassajara Road segment is included in another Capital Improvement Program project, Tassajara Road Improvements - North Dublin Ranch Drive to Quarry Lane School (ST0119).This project will widen Tassajara Road to a four-lane arterial standard with bike lanes, sidewalks, landscaped median, stormwater treatment areas, and other associated street improvements. Portions of the existing roadway have been improved by adjacent development projects and this project will complete the street improvements and realign a portion of existing roadway to improve safety and achieve better circulation while adhering to the Complete Streets Policy. The roadway segment is a project within both the Tri-Valley Transportation Council Strategic Expenditure Plan (Project B-8) and the Eastern Dublin Traffic ImpactFee Program (Category 1). New LED lamps will insure proper visibility of vehicle and pedestrian signal heads, which is critical for maintaining a safe traffic flow.
