Colonel Jennifer L. Nolan Prepared by: Colleen Tribby, Assistant City Manager EXECUTIVE SUMMARY: The City Council will recognize outgoing Camp Parks Commander, Lt. Colonel Jennifer L. Nolan. STAFF RECOMMENDATION: Present the Certificate of Recognition. FINANCIAL IMPACT: None. DESCRIPTION: Lt. Colonel Jennifer L. Nolan has an extensive military and educational background that began in 1993 and continued through assignments across the United States and abroad, and has received numerous awards and decorations throughout her career. Her many achievements are reflected in the attached Command Biography. The City Council will recognize Lt. Colonel Nolan for her many contributions to the Dublin community over the last two years as Garrison Commander of Parks Reserve Forces Training Area (Camp Parks). STRATEGIC PLAN INITIATIVE: None. NOLAN GARRISON COMMANDER PARKS RESERVE FORCES TRAINING AREA Lieutenant Colonel Jennifer L. Nolan enlisted in the United States Army Reserve in April, 1993. In 1997 she was commissioned through the Reserve Officers Training Corps at LaSalle University, Philadelphia, PA. She most recently served as the Chief of Strategy for U.S. Southern Command in Miami, FL where she was responsible for the combatant commander’s theater strategy in Latin America and the Caribbean. Previous assignments include: Equipment Platoon Leader, 92nd Engineer Battalion (Heavy); the first female Support Platoon Leader in the 10th Engineer Battalion (Mechanized); an NTC Rotation with the 3rd Infantry Division; Chief Project Officer, JTF-Bravo, Soto Cano Airbase, Honduras; Construction Officer and Deputy Director of Public Works for ARCENT-SA during the initial phase of Operation Iraqi Freedom in Riyadh, Saudi Arabia; Commander, 555th Engineer Company (TOPO), Fort Hood, TX that deployed to Baghdad, Iraq in support of Operation Iraqi Freedom; and Comptroller Instructor and PPBES Course Director for the US Army Finance School, Fort Jackson, SC . LTC Nolan then left Active Duty to join the U.S. Army Reserve as an Observer/Controller for the 75th Training Division in Arlington Heights, IL. Transitioned to the Civil Affairs branch, LTC Nolan continued service through assignments as a Project Officer to Combined Joint Task Force-Horn of Africa in Djibouti, 490th Civil Affairs Battalion; Executive Officer for the Chief of Staff, US Army Reserve; and Deputy Branch Chief for North/West Africa, U.S. Africa Command (USAFRICOM) in Stuttgart, Germany. She then transitioned to a Functional Area 59 Strategist. LTC Nolan holds a BA in Biology from LaSalle University, an MBA in International Business from Touro University International and a Master of Military Art and Science (MMAS) Degree from the School of Advanced Military Studies (SAMS), Fort Leavenworth, KS. Her military education includes the Engineer Officer Basic and Advanced Courses, Command and General Staff College (ILE), Stability Security and Development in Complex Operations Course (Naval Postgraduate School), Joint and Combined Warfighting School (JPME-II) and the Basic Strategic Arts Program (BSAP). LTC Nolan’s awards and decorations include the Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal (4th Award), Joint Service Commendation Medal (2nd Award), Army Commendation Medal (3rd Award), Joint Service Achievement Medal, Army Achievement Medal (2nd Award), Parachutist Badge, Humanitarian Service Medal (for response to the El Salvador Earthquake in January, 2001) and Army Staff Identification Badge. LTC Nolan is a native of Philadelphia, PA. She is happily married to John R. Nolan, originally from Cleveland, OH. Current as of April 2020 CERTIFICATE OF RECOGNITION Given to Lt. Colonel Jennifer L.
