STAFF RECOMMENDATION: Approve the proclamations. FINANCIAL IMPACT: None. DESCRIPTION: The City Council will consider the following proclamations for July and August 2020. National Night Out Proclamation National Night Out occurs annually on the first Tuesday in August. Due to COVID-19, the National Association of Town Watch is recommending communities celebrate National Night Out on Tuesday, October 6, 2020. American Muslim Appreciation and Awareness Month American Muslim Appreciation and Awareness Mon th recognizes the rich history and guiding virtues of American Muslims and commends Muslim communities in California for the lasting positive impact they have made, and continue to make, toward the advancement of the state and the nation. Pledge to America's Workers Month Pledge to America’s Workers Month encourages organizations and employers to commit to new education and training opportunities for the workforce and employees across Alameda County and Dublin. Pledge to America's Workers Month Proclamation A PROCLAMATION OF THE CITY COUNCIL CITY OF DUBLIN, CALIFORNIA “National Night Out – August 2020” WHEREAS, the National Association of Town Watch is sponsoring a nationwide crime, drug, and violence prevention program that is traditionally held on the first Tuesday in August called “National Night Out”; and WHEREAS, due to COVID-19, the National Association of Town Watch is recommendi ng communities celebrate National Night Out on Tuesday, October 6, 2020; and WHEREAS, the “37th Annual National Night Out” provides a unique opportunity for the City of Dublin to join forces with thousands of other communities across the country in promoting cooperative, police -community crime prevention efforts; and WHEREAS, the Neighborhood Watch program play a vital role in assisting Dublin Police Services through joint crime, drug and violence prevention efforts in the City of Dublin and are supporting “National Night Out 2020” locally; and WHEREAS, it is essential that all citizens of the City of Dublin be aware of the importance of crime prevention programs and the impact that their participation can have on reducing crime, drug use, and violence in the City of Dublin; and WHEREAS, police-community partnerships, neighborhood safety, awareness, and cooperation are important themes of the “National Night Out” program; and NOW, THEREFORE BE IT RESOLVED that the Dublin City Council does hereby call upon all citizens of the City of Dublin to join Dublin Police Services and the National Association of Town Watch in supporting the “37th Annual National Night Out” on October 6, 2020. Haubert Vice Mayor Arun Goel Councilmember Hernandez Councilmember Jean Josey Councilmember Shawn Kumagai A PROCLAMATION OF THE CITY COUNCIL CITY OF DUBLIN, CALIFORNIA “American Muslim Appreciation and Awareness Month – August 2020” WHEREAS, Freedom of religion holds distinction as a cherished right and a fundamental value upon which this nation was founded; and WHEREAS, enriched by the unparalleled diversity of its residents, the City of Dublin takes great pride in supporting individual religious freedoms and is strengthened by the many varied religious, political, and cultural traditions and contributions of its diverse population, including those Americans who practice Islam; and WHEREAS, Muslims have been part of U.S. history from the beginning and have contributed to the production of wealth and construction of the nation; they are also part of the rich history of the civil rights movement; and WHEREAS, over 90,000 Muslims live in Alameda County, and make innumerable contributions to the cultural, political, and economic fabric and well-being of California and the United States; and WHEREAS, the shelter-in-place order due to the COVID-19 outbreak forced the temporary closure of Muslim nonprofits, community centers, mosques, schools, businesses, and other establishments. Throughout the Bay Area, Muslim organizations, mosques, and businesses have answered the call for help by assisting those in need during the COVID-19 pandemic by gathering donations to assist those who need help with payments, donating food, or by sewing masks to help those on the front line; and WHEREAS, members of the Dublin Muslim community work tirelessly with the Dublin Unified School District to enrich the educational experiences of all students through after school programs, fundraising, coaching, and to bring the joy of education to all Dublin students. Dublin Muslims have been strong advocates for equity and inclusion at the municipal and state levels of educational and social programs that support all Dubliners; and WHEREAS, the Dublin High Muslim Students Association serves Muslim students and bridges the gap in interfaith work and general cultural understanding by educating the community and engaging in annual events like Dubversity. The Association advocated for the academic needs of Muslim students during the holy month of Ramadan, and overall enriches the city’s environment by fostering a sense of inclusivity and compassion; and WHEREAS, it is appropriate to acknowledge and promote awareness of the myriad of invaluable contributions of American Muslims in California and across the country and extend to them the respect and camaraderie every American deserves. NOW, THEREFORE, BE IT RESOLVED, the City of Dublin does hereby proclaim August 2020 as American Muslim Appreciation and Awareness Month to acknowledge the rich history, contributions, and guiding virtues of American Muslims and to commend all Muslim communities in California for the lasting positive impact they have made toward the advancement of our city. Haubert Vice Mayor Arun Goel Councilmember Hernandez Councilmember Jean Josey Councilmember Shawn Kumagai A PROCLAMATION OF THE CITY COUNCIL CITY OF DUBLIN, CALIFORNIA “Pledge to America’s Workers Month – July 2020” WHEREAS, in July 2018, President Trump signed an Executive Order establishing the President’s National Council for the American Worker. The Council, made up of 14 Federal agencies, is charged with developing a national strategy for training and reskilling workers for high-demand occupations and the industries of the future; and WHEREAS, in Alameda County, the Alameda County Workforce Development Board supports the business community, higher education, economic development, labor, government, and commun ity-based organizations in helping prepare them for training skilled workers; and WHEREAS, the Alameda County Workforce Development Board provides employers and job seekers with universal access to tools, resources, and services that assist them with obtaining employment and is working to develop layoff aversion strategies with increasing demand during COVID-19; and WHEREAS, the Alameda County Workforce Development Board is a useful resource for job seekers in Alameda County. NOW, THEREFORE, BE IT RESOLVED, the City of Dublin does hereby proclaim July 2020 as Pledge to America’s Workers Month to acknowledge, support, and educate citizens of Dublin on the resources available in Alameda County for workers seeking career and occupational support.
