HomeMy WebLinkAbout4.2 - 3211 Acceptance of Work and Public Access and Ut Page 1 of 3 STAFF REPORT CITY COUNCIL DATE: May 19, 2020 TO: Honorable Mayor and City Councilmembers FROM: Linda Smith, City Manager SUBJECT: Acceptance of Work and Public Access and Public Utility Easements - Amador Valley Boulevard - Wildwood Road and Stagecoach Road Intersection Improvements, CIP ST0317 Prepared by: Sai Midididddi, Associate Civil Engineer (Traffic) EXECUTIVE SUMMARY: The City Council will consider accepting the Amador Valley Boulevard – Wildwood Road and Stagecoach Road Intersection Improvements, Project No. ST0317, and will consider accepting the public access easement and public utility easement encompassing a portion of the project improvements. STAFF RECOMMENDATION: Adopt the Resolution Accepting the Amador Valley Boulevard – Wildwood Road and Stagecoach Road Intersection Improvements, CIP No. ST0317; and Accepting the Public Access Easement and Public Utility Easement. FINANCIAL IMPACT: The Amador Valley Boulevard – Wildwood Road and Stagecoach Road Intersection Improvements Project is now complete, and upon the City Council’s acceptance of the project, the remaining budget will be returned to fund balances after the final project closeout expenses are cleared. Project Funding Sources General Fund (Fund 1001) $120,000 Measure B - Local Streets (Fund 2204) $159,035 Measure B - Bike and Pedestrian (Fund 2205) $548,124 Measure BB Sales Tax - Local Streets (Fund 2214) $84,560 Measure BB Sales Tax - Bike and Pedestrian (Fund 2215) $103,541 Total Funding $1,015,260 Page 2 of 3 Actual Expenditures Construction Contract $636,762 Change Orders #1 - 5 $32,096 City-Furnished Equipment $52,877 Contract Services, Design, Salary, Testing & Inspection $293,096 Total Expenditures $1,014,831 Project Balance $429 DESCRIPTION: On May 7, 2019, the City Council awarded a contract to Golden Bay Construction, Inc., in the amount of $636,761.70 for the Amador Valley Boulevard – Wildwood Road and Stagecoach Road Intersection Improvements (CIP No. ST0317). The work consisted of construction of pedestrian safety improvements that include curb extension with bio- retention basin and installation of flashing pedestrian warning lights to augment existing crosswalk at Wildwood Road. The project also modified traffic signal infrastructure and signal timing at Stagecoach Road for safer pedestrian crossing. Improvements at Stagecoach Road included median modification, roadway striping modifications to enhance both pedestrian and bicycle safety, sign modifications, and curb ramp upgrades. Other improvements included conversion of the potable water landscape irrigation to recycled water irrigation in the median of Amador Valley Boulevard between Stagecoach Road and Dougherty Road. The project had five change orders which increased the construction contract by $32,096.03. The change orders were required to bring a previously unknown buried drainage inlet and deteriorated existing electrical facilities up to standard. Staff has determined that the project is complete and recommends that the City Council accept the project and begin the warranty period. The remaining budget will be returned to the General Fund (the last funding source in order of priority) after the final project closeout expenses are cleared. Public Access Easement and Public Utility Easement A portion of the traffic signal modifications at the intersection of Amador Valley Boulevard and Stagecoach Road are located outside of the public street right-of-way and are within the private street property of Stagecoach Drive on the southerly side of Amador Valley Boulevard. There is an existing dedication of a public access easement and public utility easement for the traffic signal modifications at that location. Staff recommends approval of the resolution to accept the dedication of the easements and authorize Staff to record the Certificate of Acceptance (Attachment 2) with the County Recorder’s Office. ST0317; AND ACCEPTING THE PUBLIC ACCESS EASEMENT AND PUBLIC UTILITY EASEMENT WHEREAS, on May 7, 2019, the City of Dublin entered into a contract with Golden Bay Construction, Inc. to perform Capital Improvement Program (CIP) ST0317, Amador Valley Boulevard – Wildwood Road and Stagecoach Road Intersection Improvements; and WHEREAS, said improvements have been completed in accordance with plans and specifications, and any approved modifications thereof, to the satisfaction of the City Engineer of the City of Dublin; and WHEREAS, as a condition of the contract, Golden Bay Construction, Inc. is required to warranty the improvements for a period of one year following acceptance of the work by the City of Dublin and maintain a maintenance bond in the amount of 10% of the final contract value; and WHEREAS, a portion of the traffic signal improvements are located outside of the public street right-of-way of Amador Valley Boulevard but within an area offered for dedication as a Public Access Easement and Public Utility Easement; and WHEREAS, a Certificate of Acceptance of the existing dedication of a Public Access Easement and Public Utility Easement has been prepared by Staff, attached hereto as Exhibit A. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby accept the Amador Valley Boulevard - Wildwood Road and Stagecoach Road Intersection Improvements, CIP No. ST0317, and authorizes Staff to file a Notice of Completion with the Alameda County. BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby authorize the City Manager or designee to release the retention, if after 35 days of filing the Notice of Completion there are no subcontractor claims. BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby authorize the City Manager or designee to release the maintenance bond at the end of the one - year warranty period. BE IT FURTHER RESOLVED that the City Council of the City Dublin does hereby accept the Public Access Easement and Public Utility Easement and authorize the City Engineer to file the Certificate of Acceptance of a Public Access Easement and Public Utility Easement over a portion of the private street, Stagecoach Drive, located at APN 941-2765-81, with the Alameda County Recorder’s Office. The project will facilitate safe merging of two vehicle lanes into one lane on westbound Amador Valley Boulevard at Wildwood Road and will enhance traffic signal timing at Stagecoach Road for safer pedestrian crossings and improved signal coordination. Improvements at Wildwood Road include a curb extension and a Rectangular Rapid Flashing Beacon to augment the existing lighted crosswalk. Improvements at Stagecoach Road include a median and signal modifications. Other improvements will include roadway striping modifications, sign modifications, and curb ramp upgrades.
