STAFF RECOMMENDATION: Approve the proclamations. FINANCIAL IMPACT: None. DESCRIPTION: The City Council will present the following proclamations for the month of May 2020: National Travel & Tourism Week - May 3-9, 2020 National Travel and Tourism Week is an annual tradition for the U.S. travel community. Travel and tourism professionals across the country unite to celebrate the value travel holds for our economy, businesses, and personal wellbeing. The City of Dublin is happy to partner with Visit Tri-Valley in support and recognition of National Tourism Week. Affordable Housing Week - May 9-17, 2020 In recognition of the importance of access to safe and affordable housing , the City of Dublin has an established goal of expanding housing opportunities for all segments of Dublin’s population (Goal B of the 2015 -2023 Housing Element). The City promotes and facilitates the development of high-quality affordable housing for households at a wide range of income levels and with a variety of housing needs and preferences. Page 2 of 2 The City of Dublin has a deed-restricted affordable housing stock of over 1,390 residences, including single-family homes, condominiums, apartments, and accessory dwelling units. In addition, the City offers home purchase assistance through the First Time Homebuyer Loan Program and Mortgage Credit Certificate s (administered through Alameda County’s Housing and Community Development Department), as well as referral to home rehabilitation and modification loans and grants (administered by Alameda County). Additionally, the City of Dublin will be seeking County Measure A1 bond funds to create additional affordable housing. Recognizing the regional need for affordable housing, the City of Dublin is engaged in a variety of solutions that address the unique needs of the Dublin community and the Tri - Valley as a whole. The City actively participates with our neighboring cities, Alameda County, and non-profit housing organizations to plan and implement creative, safe, high-quality, and well-managed affordable housing solutions. As part of this effort, the City publicly recognizes this week as the 24th anniversary of Affordable Housing Week in Alameda County. Virtual events are planned this year in keeping with the guidelines provided by the State of California and Alameda County Department of Public Health regarding gatherings, a complete list of which can be found on the East Bay Housing Organization’s website at www.ebho.org. National Public Works Week - May 17-23, 2020 Since 1960 the American Public Works Association (APWA) has sponsored National Public Works Week to educate the general public about the value and necessities of public works projects throughout North America and to celebrate the thousands of women and men who plan, build, maintain, operate , and manage public infrastructure within their communities. This year, the period of May 17 - May 23 has been designated as National Public Works week, under the theme "The Rhythm of Public Works." The theme challenges citizens to think about their communities as a symphony of essential services working in concert to create a great place to live. National Public Works Week celebrates the vital role public works plays in connecting people and recognizes the efforts of the Public Works Department in building and maintaining the City's infrastructure to assure a high quality of life in the community. Public Works Week Poster A PROCLAMATION OF THE CITY COUNCIL CITY OF DUBLIN, CALIFORNIA “National Travel & Tourism Week” May 3-9, 2020 WHEREAS, National Travel and Tourism Week is an annual tradition for the U.S. travel community, when travel and tourism professionals across the country unite to celebrate the value travel holds for our economy, businesses and personal wellbeing ; and WHEREAS, travel has a critical role in Dublin, California and the nation’s economic prosperity; and WHEREAS, a robust travel industry has provided significant economic benefits for the nation, and our community, generating more than $2.6 trillion in economic output last year, with $1.1 trillion spent directly by travelers in the U.S.; and WHEREAS, travel has been the foundation of a healthy workforce, serving as one of the largest private-sector employers in the U.S., supporting 15.8 million jobs in 2019, including 9.0 million directly in the travel industry and 6.8 million in other industries; and WHEREAS, spending by travelers has aided state and local governments alike, generating $180.0 billion in tax revenue last year to support essential services and programs; and WHEREAS, businesses and workers in the travel industry were some of the first and hardest hit by the economic crisis resulting from the coronavirus pandemic; and WHEREAS, travel- and tourism-dependent businesses, 83% of which are small businesses, depend on our community’s support through and after the crisis; and WHEREAS, the spirit of travel will be a necessary and prominent component of our return to everyday life and must be supported and protected at all costs. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby proclaim May 3-9, 2020 as National Travel & Tourism week and encourages citizens in the City of Dublin to join in recognizing the critical role this industry places in our community, California and the United States. Haubert Vice Mayor Arun Goel Councilmember Melissa Hernandez Councilmember Jean Josey Councilmember Shawn Kumagai A PROCLAMATION OF THE CITY COUNCIL CITY OF DUBLIN, CALIFORNIA “Affordable Housing Week” May 9-17, 2020 WHEREAS, quality affordable housing is vital to healthy, safe, vibrant, and diverse communities – a fact highlighted by the current coronavirus pandemic; and WHEREAS, affordable homes are part of the solution to homelessness and provide support to seniors, families, youth, veterans, and peop le with disabilities; and WHEREAS, even prior to the coronavirus pandemic, rising housing costs threaten our region’s diversity and economic prosperity; and WHEREAS, creating new permanently affordable homes and preserving and improving existing housing helps our residents maintain community roots and encourages racial and economic diversity for generations; and WHEREAS, affordable homes close to public transit and jobs reduce greenhouse gas emissions and provide low income families better acce ss to opportunities and amenities; and WHEREAS, non-profit organizations, local jurisdictions, community organizations, and many others continue to build inclusive communities by providing shelter, homes, and support for low-income people and those with special needs; and WHEREAS, local jurisdictions like the City of Dublin can play an important role by promoting awareness and supporting investments in affordable housing; and WHEREAS, East Bay Housing Organizations has organized Affordable Housing Week for 24 years and will feature events acknowledging the need for and benefits of affordable housing. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby proclaim May 9-17, 2020 as “Affordable Housing Week” in the City of Dublin and encourages Dublin residents to participate in virtual Affordable Housing Week activities. Haubert Vice Mayor Arun Goel Councilmember Melissa Hernandez Councilmember Jean Josey Councilmember Shawn Kumagai A PROCLAMATION OF THE CITY COUNCIL CITY OF DUBLIN, CALIFORNIA “National Public Works Week” May 17-23, 2020 WHEREAS, public works professionals focus on infrastructure, facilities, and services that are of vital importance to sustainable and resilient communities and to the public health, high quality of life, and well-being of the people of the City of Dublin; and WHEREAS, these infrastructure, facilities, and services could not be provided without the dedicated efforts of public works professionals, who are engineers, managers, and employees at all levels of government and the private sector, who are responsible for rebuilding, improving, and protecting our nation’s transportation, water supply, water treatment, and solid waste systems, public buildings, and other structures and facilities essential for our citizens; and WHEREAS, it is in the public interest for the citizens, civic leaders, and children in the City of Dublin to gain knowledge of and to maintain a progressive interest and understanding of the importance of public works and public programs in their respective communities; and WHEREAS, 2020 marks the 60th annual National Public Works Week sponsored by the American Public Works Association. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby proclaim May 17-23, 2020 as “National Public Works Week” and encourages all citizens and civic organizations in the City of Dublin to acquaint themselves with the issues involved in providing our public works and to recognize the contributions which public works officials make every day to our health, s afety, comfort and quality of life.
