SUBJECT: COUNCIL/COMMISSION WORKSHOP
The City Council annually undertakes a goals setting process for all Departments of the City.
This year, the City Council has scheduled a one-half day workshop with the City's Heritage
& Cultural Arts, Parks & Community Services and Planning Commissions on Saturday,
March'20_, 2004, from 8:30 a.m. to 1:00 p.m. in the Civic Center Regional Meeting Room.
The purpose of this workshop is to provide Commission Members with an opportunity to
have a dialogue with the City Council regarding those goals and objectives within their
respective areas of purview.
Although the Council is interested in having a dialogue with the Commissions regarding
goals and objectives, the City Council will not be collectively prioritizing or taking a position
on the various objectives which will be discussed. The City Council will take formal action
on the Goals & Objectives at its special meeting of April,19, 2004.
I have discussed the format of the meeting with Mayor Lockhart. The Mayor will be
conducting the meeting with assistance from the City Manager's Office.
Commission Members are assigned the following times to discuss their respective goals and
objectives:
9:00 a.m. Heritage & Cultural Arts Commission
10:00 am. Parks & Community Services Commission
11:00 am. Planning Commission
The City Council will initially spend 5 minutes explaining to each Commission why the
Council believes the Strategic Plan to be an important element in the City Goals &
Objectives planning process. Each Commission will then have approximately 45 minutes to
discuss those objectives under their purview. There will be a 10-minute period at the end of
each discussion for members of other Commissions or Committees and members of the
public to make comments or ask questions related to those objectives discussed by each
Commission. Members of all the City's Commissions are invited to attend the entire
workshop, including the continental breakfast and lunch.
This year, a packet for each Commission discussion has been prepared, which includes the
following documents:
1. Draft 2004 Strategic Plan
This document includes the City Council's Mission, Vision and Values. It also
includes six (6) Strategies which are supported by Strategic Goals & Objectives to
accomplish those strategies. Those objectives which fall under the purview of each
Commission are shaded for each Commission discussion. For example, Strategic
Objective III.B-14, "Implement Phase II of the Downtown Public Art/Bus Shelter
Project" will be shaded only on the Strategic Plan document for the Heritage &
Cultural Arts Commission.
2. Preliminary. 2004-2005 Goals & Objectives Reviewed by Each Commission
Each Commission reviewed, prioritized and, in some cases, modified objectives under
their purview. The objectives will ultimately be included in the City-wide Goals &
Objectives Plan. It is important to note that some of the objectives are strategic and
also appear on the Strategic Plan; whereas, other objectives are mission-driven and
'accomplish Departmental Goals. This document is unique to each Commission.
3. Adopted 2003-2004 Goals & Objectives Bi-Monthly Report as of 2/29/04 for Each
Commission
This report is a progress report on those 2003-2004 objectives under the purview of
each Commission.
Participants are encouraged to review the attached material, especially the goals and
objectives related to their Commission's responsibilities.
Each Commission discussion should initially focus on those objectives where the
Commission priority differs from City Staff and on any new objectives proposed by a
Commission. Any remaining time can be used to discuss any of the objectives of interest to
the Commission.
Once again, all Commissioners are invited to begin the workshop with a continental
breakfast and stay for the entire workshop, including lunch, if their schedules permit.
The workshop should provide not only a great opportunity to discuss your issues with the
City Council, but to also learn more about our great community.
