FINANCIAL STATEMENT:
. lll.~ Adopt the resolution accepting improvements and approving traffic
control devices for Tract 7453, Fairway Ranch.
RECOMMENDATION:
The Sierra Land Development Corporation has provided a
Maintenance Bond issued by Developers Surety and Indemnity
Company (Bond No. 554536S-M) in the amount of $881,000.00.
Said Maintenance Bond will guarantee against defects for one year.
Once the improvements have been accepted, the City will incur
maintenance and street sweeping costs for City-maintained street
improvements. Street lighting costs will be paid by Street Lighting
Maintenance Assessment District 99-1.
DESCRIPTION: The Lin Family recently completed improvements associated with
Tract 7453 in Dublin Ranch Area B, which included improvements for Central Parkway, Lockhart Street,
Dublin Boulevard and Keegan Street along the frontage of their Fairway Ranch project. The work was
governed by a Tract Improvement Agreement, executed on November 4, 2003, by City Council
Resolution No. 214-03. The improvements have been completed pursuant to the Tract Improvement
Agreement and to the satisfaction of the City Engineer. As such, it is appropriate for the improvements to
now be accepted by the City for permanent maintenance.
The Sierra Land Development Corporation provided a Performance Bond and a Labor and Materials
Bond, each in the amount of $5,317,000.00, to guarantee performance of the work. Now that the work is
complete, these bonds may be released in accordance with the authority contained in S66499.7 of the

Government Code, and replaced with a Maintenance Bond in an amount necessary to guarantee the work
for a one-year period. The Sierra Land Development Corporation has provided a Maintenance Bond
(Developers Surety and Indemnity Company, Bond No. 554536S-M) in the amount of$881,000.00, which
is sufficient to guarantee the improvements for a one-year period after acceptance.
The following regulatory traffic control devices will be accepted and approved as part of this project and
added to the City of Dublin Traffic Code:
. Traffic signal control at the Keegan Street/Central Parkway intersection.
. Traffic signal control at the Keegan StreetIDublin Boulevard intersection.
. Four-way Stop control at the Keegan Street/Finnian Way intersection.
. Four-way Stop control at the Keegan Street/Maguire Way intersection.
. Three-way Stop control at the Lockhart Street/Finnian Way intersection.
. Stop control for the left turn lanes on Lockhart Street at Maguire Way.
. Two-way Stop control at the Dublin Boulevard/Lockhart Street intersection (temporary until
Dublin Boulevard is extended and the future traffic signal is installed).
. No Parking control on both sides of Dublin Boulevard between Keegan Street and Lockhart
Street.
. No parking control along the right turn lane on Central Parkway at Lockhart Street
(approximately 200 linear feet).
Staff recommends that the City Council adopt the resolution accepting improvements and approving
traffic control devices for Tract 7453, Fairway Ranch.

ACCEPTANCE OF IMPROVEMENTS FOR TRACT 7453
AND APPROVING REGULATORY TRAFFIC CONTROL DEVICES
WHEREAS, the subdivider of Tract 7453, filed on November 24,2003, in Book 273 of Maps at
Pages 52-56, previously entered into a Tract Improvement Agreement with the City of Dublin to improve
said Tract in accordance with plans and specifications on file with the City Engineer, said Tract identified
as follows:
a) Subdivider:
Chang Su-O-Lin (also known as Jennifer Lin), Hong
Lien Lin (also known as Frederic or Frederich Lin), and
DR Acquisitions II, LLC, a Delaware Corporation, and
Sierra Land Development Corporation, a California
Corporation
Bounded by Central Parkway, Lockhart Street, Dublin
Boulevard and Keegan Street
Four Lots
No. 214-03, City of Dublin City Council
Central Parkway, Lockhart Street, Dublin Boulevard

WHEREAS, the Improvements associated with Tract 7453 are complete in accordance with said
plans and specifications, and any approved modifications thereto, to the satisfaction of the City Engineer;
and
WHEREAS, the developer has installed certain regulatory traffic control devices as a part of the
Tract improvements; and
WHEREAS, the original Performance Bond and Labor and Materials Bond that guaranteed
the Street Improvements can be released, in accordance with the authority contained in S66499.7 of the
Government Code of the State of California, and replaced with a Maintenance Bond to guarantee the
completed work for a one-year period following acceptance;
NOW, THEREFORE, BE IT RESOLVED that:
1. The Improvements completed within said Tract are hereby approved and accepted subject
to a one-year guarantee period; and
2. The original Performance Bond issued by Developers Surety and Indemnity Company
(Bond No. 554536S) in the amount of$5,317,000.00 be released; and
3. The original Labor and Material Bond issued by Developers Surety and Indemnity

4. The submitted Maintenance Bond issued by Developers Surety and Indemnity Company

on the 5th day of September, 2007.
5. The regulatory traffic devices installed by the developer are hereby included in the City of
Dublin Traffic Code, said regulatory devices to include the following:
