SUBJECT: Disposal of Property - Accept City of Antioch offer to
purchase the surplus Civic Center and Shannon Center
telephone system.

RECOMMEND~ATIO Adopt the resolution accepting the City of Antioch offer to
~ purchase the surplus Civic Center and Shannon Center
telephone system.
FINANCIAL STATEMENT: Pursuant to the Dublin Municipal Code, proceeds from the sale
of property will accrue in the General Fund.
DESCRIPTION:
At the City Council Meeting held on November 5, 2002, Council accepted the bid for replacement of the
Civic Center and Shannon Center telephone and voice messaging system. The disposition of the NEC
telephone system being replaced was not determined at that time.
Per Municipal Code section 2.38.040 regarding the sale of surplus property, bids for the NEC system were
solicited through an announcement on the City's website. The bid information was also circulated through
a newspaper listing. No bids were received by the deadline of December 31, 2002. On January 17, 2003,
the NEC telephone system was decommissioned and was placed in surplus storage. At that time, the City
still had not received any viable offers on the out-going NEC system.
Subsequently, the Information Systems Manager made contact with nearby cities that were utilizing NEC
equipment, to determine if there might be interest in obtaining this system (for spare parts or future
expansion). The City of Antioch responded and has now made a formal offer of $500 for the surplus
equipment, as is, and without warranty. The $500 bid exceeds the estimated $200 that the surplus
equipment would bring at auction. This NEC system is not completely compatible with Antioch's current
telephone system, thereby minimizing the system's monetary and functional value to that City.
CONCLUSION:
Staff recommends that the City Council adopt the Resolution in Attachment 2 accepting the City of
Antioch offer to purchase the surplus NEC telephone and voice messaging system.

After viewing your surplus NEC-2400 switch and ancillary equipment, we offer $500 for
purchase of same, as is, without warranty. For accounting purposes we wish to complete
purchase this fiscal year. Therefore, this offer is good until June 1, 2003.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
ACCEPTING THE OFFER BY THE CITY OF ANTIOCH TO PURCHASE THE
SURPLUS CIVIC CENTER AND SHANNON CENTER TELEPHONE SYSTEM
WHEREAS, the Civic Center and Shannon Center telephone system was
replaced; and
WHEREAS, the former NEC telephone system was decommissioned on January
17, 2003 and was placed in surplus storage; and
WHEREAS, the City of Antioch has a similar NEC telephone system and has
expressed an interest in obtaining the surplus Civic Center and Shannon Center telephone
equipment, without warranty, to augment its telephone system; and
WHEREAS, there have been no other offers made for the surplus telephone
equipment; and
WHEREAS, the $500 offered by the City of Antioch exceeds the $200 estimate
that the surplus equipment would bring at auction; and
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby accepts
the offer of the City of Antioch to purchase the surplus Civic Center and Shannon Center
telephone equipment.
