Authorization to "stream" Promotional Marketing Video on City of
Dublin's web site

RECOMMENDATION: j/It is recommended. that the City Council authorize staff to "stream"
the promotional marketing video on the City's web site.
FINANCIAL STATEMENT:
The cost of the service is estimated at $1,600. Sufficient funds are
available in.the FY 2000-2001 budget. :,
DESCRIPTION: As part of the City of Dublin's economic development program, the
City Council authorized the development of a promotional marketing video to market the community to
both business and residents. The 11-minute video was completed by mid-2000 and 250 copies of the
video were made to send to interested parties.
Since the completion of the video, staff has been investigating methods to increase the video's visibility.
The two (2) methods reviewed included "streaming" the video on the City's web site and the creation of a
CD-ROM version of the video. "Streaming" is a term used for video and audio clips that are played
across the Web. The word "streaming" is used because the viewer is not required to download the video
first and then play it; the viewer is allowed to view the video as it is being sent to the computer in a
"stream" of information. Staff also looked into converting the video to CD-ROM format for viewing on a
desktop computer.
Staff contacted two (2) local video production firms to gauge the costs of "streaming" the city's video as
well as preparing the CD-ROM version. The video production firms estimated first year costs of
approximately $1,600 to stream the video, including encoding the tape, setting up video hosting and
providing links, and providing content hosting on a monthly basis. There would also be an annual cost of
$1,200 after the first year to continue hosting the video. The firms also estimated the costs of producing
250 copies of the CD-ROM to be approximately $2,200 - $2,700.

Staff would recommend that the City Council authorize staff to "stream" the video on the City's web site
for the following reasons: 1) the upfront costs of streaming the video are lower than the costs of
producing the CD-ROM; 2) the videotape can be updated and placed on the web site at no cost - any
update to the video would require the replacement of existing CD-ROMs; and 3) staff believes that more
people will be able to view the video on the City's web site than those CD-ROM viewers.
There are funds available in the FY 2000-2001 budget that can be used to fund the "streaming" of the
video.
RECOMMENDATION: It is staffs recommendation that the City Council authorize the
"streaming" of the City's promotional marketing video on the City's web site.
