FINANCIAL STATEMENT:
$1,335 in unallocated funding exists in the California Law
Enforcement Equipment Program for the current fiscal year. The
grant terms require that these funds be expended by June 30, 2002.
DESCRIPTION: In October of 2000, the City of Dublin received "California Law Enforcement
Equipment Program" (CLEEP) funding from the State of California in the amount of $111,235. The state
guidelines allowed a minimum allocation of $100,000 to each law enforcement agency in the state, with
additional funding allocated based upon population. The grant terms require that the funds be used by law
enforcement agencies to purchase "high-technology" equipment.
For Fiscal Year 2001-2002, $109,900 of the CLEEP grant was allocated for the purchase of equipment.
This funding has been used for the purchase of a variety of approved items including Mobile Data
Terminals, radar units, desktop computers, and radio equipment.
$1,335 in unallocated CLEEP funding currently exists. The grant terms require that all funds be expended
by June 30, 2002. Any unused funds must be returned to the State of California at the end of this fiscal
year.
Staff recommends that the unallocated funds in the amount of $1,335, along with budget savings from the
existing CLEEP allocation, be used for the purchase of a Computer Voice Stress Analyzer (CVSA). The
CVSA is an instrument used by law enforcement as a truth verification device. The CVSA is a computer
programmed with highly sensitive software that is able to detect and record physiological tremors in a
person's voice. Investigators analyze the tremor patterns in order to determine if the person is being
deceptive. The CVSA is a versatile, cost effective, timesaving tool for investigators. Them are currently
two investigators trained and certified to use the CVSA at Dublin Police Services.

A second CLEEP grant in the amount of $40,032 was received in October 2001. The expenditure of these
funds will be proposed during the Fiscal Year 2002-2003 budget.
RECOMMENDATION:
Staff recommends that the City Council authorize the expenditure of the remaining CLEEP grant funds in
the amount of $1,335.
