Thompson, Public Works Director ATTACHMENTS: RECOMMENDATION:~ None Receive report FINANCIAL STATEMENT: None DESCRIPTION: The City Council recently directed Staff to investigate a request from a resident regarding difficulty in making a left turn from Starward Drive onto Amador Valley Boulevard. The resident indicated that the problem involved both the speed of traffic and' the signal timing, which did not allow sufficient gaps in the traffic flow. Staff has reviewed the traffic patterns in this area and has coordinated the signals at the intersections of Amador Valley/Donohue Drive and Amador Valley/Regional Street. The coordination plan is based on time of day and is in effect from 7:00 a.m. to 8:00 p.m. on weekdays and from 8:00 a.m. to 8:00 p.m. on weekends, based on newly collected daily and hourly traffic counts on Amador Valley B6ulevard. The coordination plan creates a traffic progression, which will typically allow sufficient gaps for drivers entering Amador Valley from Starward Drive to turn left safely and without a long wait. Staff has monitored the traffic flow for a few weeks since the coordination plan was implemented, and it appears to operate well and with. the desired result. As with all actuated signals (which react to the presence of traffic rather than operating on a fixed-time basis), there is no guarantee that drivers at the two signalized intersections will have a green light,at the same time 100% of the time. Regarding the issue of speeding, Police Services has placed the radar trailer on Amador Valley Boulevard (between Village Parkway and San Ramon Road) and on Starward Drive (in the vicinity of Amador Valley Boulevard) for a total of 66 hours since mid-August 2001. Enforcement efforts have also increased in this area. Since mid-August, Police Services has made 101 stops, and issued 30 citations, eleven of which were for speeding.
